Sub:Utilization of Sr.Tech./C&W(MCM) as JE/C&W.

Owing to a large vacancy in supervisor category, vide file under ref, Delhi
Division had requested for permitting temporary utilization of Sr. Tech./C&W (MCM) as
JE/C&W for supervisory roles until the finalization of JE/C&W selections of DLI division.
DLI division has proposed to include the duties related to the issue of BPC which has
been mandated to be done by C&W supervisors as per IRCA part-III, chapter-III para
3.1.1 and copy of BPC given in wagon manual.
However, JE/C&W is a selection post and recruitment is done by RRB and also
by selection of staff under Intermediate Quota (IQ, 25%) and Promotee Quota (PQ,
25%). During selection against IQ and PQ, the eligible and suitable candidates undergo
the recommended selection procedure and thereafter the recommended training
programs.
In this connection, the competent authority i.e. PCME/NR has accorded approval
for utilizing screened Sr. Tech (MCM) as JE/C&W. This screening would be done as
follows -
1. Divisions should prepare a list of all Sr. Tech. having Outstanding grading in
APAR in the last 3 years.
2. Panel from above list should be drawn of competent Sr.Tech (MCM). after
screening them through personal interview by Sr. DME/C&W of the division.
3. The empanelled Sr. Tech (MCM) can then be utilized as JE/C&W.
However, as these Sr. Tech. would not have undergone requisite training, they
should NOT be deputed on safety related activities like under gear examination,
certifying rake fitness etc. They can be deputed for non-safety related maintenance
activities like maintenance of upper gear, monitoring of cleanliness contracts including
signing of MB etc.
Divisions may follow the above guidelines for utilizing the screened Sr. Tech
(MCM) as JE/C&W only till the supervisors are not available through normal means.
This has the approval of competent authority.
