Dear President Duterte:

This refers to the road blockades the Bureau of Corrections (Bucor) have constructed in the
National Bilibid Prison (NBP) restricting the ingress and egress of the concerned citizens in
the said premises in utter violation of their liberty or freedom of mobility. It is noteworthy
to mention that for decades the people have been traversing the roads with no major
untoward security incidents emanating from the passers-by or residents therein.

Further, we wish to inform His Excellency that due to the erection of walls on the bridge that
connects the roads in NBP camp, the residents of DOJ’s Katarungan Village 1 and 2, students
and personnel of Muntinlupa National High School-Main (MNHS) and Pamantasan ng
Lungsod ng Muntinlupa (PLMUN), and all jeepney operators with LTFRB plying the routes
of Alabang - Katarungan Village1 track via NBP Reservation– to the city proper, were done
without proper coordination with the local authorities in violation of Section 2 (c) and 27 of
the Local Government Code of the Philippines, among others, to the detriment and prejudice
of the affected residents.

Instead of coordinating with the City Government of Muntinlupa in the planning and
implementation of the previous and recent road closures, the Bureau of Corrections pushed
through with the road closures in total disrespect of the authority of the Local Government.
Said closures greatly restricted the mobility of the people and accessibility of the area,
caused undue hardships and untold inconvenience not only to the residents of the two
villages, but also to 10,461 students and 236 personnel of Muntinlupa National High School
– Main, 11,194 students and 431 personnel of Pamantasan ng Lungsod ng Muntinlupa.
Parenthetically, 140 Jeepney Operators with LTFRB franchises en route Alabang -
Katarungan Village 1 – via NBP Reservation were deprived of their livelihood or economic
opportunity due to the above-mentioned closures.
On one occasion, the Bucor bulldozed the structures instead of considering the appeal of the
people and of the local authorities to have a free access or to pass through the NBP compound
where their residence, and schools are located. Consequently, the aforesaid uncompromising
show of outright authority intimidated or threatened the general public.

All told, the undersigned humbly requests His Excellency to help us find a peaceful,
extrajudicial and humane solution on the matter for the benefit of the general public who
stands to suffer from the installed barricades in the NBP compound.

At this point, allow me to furnish His Excellency the attached copy of the Sangguniang
Panglunsod Resolution No. 2021-567, for his information.

The people of Muntinlupa hope for His Excellency’s assistance to enable us to arrive at a fair
and just resolution of the issue at hand for the benefit of the people whom we vowed to serve.

Thank you in anticipation of the kind consideration you may extend in this regard.
