Early systems
Public administration has ancient origins. In antiquity, the Egyptians and Greeks
organized public affairs by office. The principal officeholders were regarded as being
responsible for administering justice, maintaining law and order. The Romans developed a
more sophisticated system under their empire. They also created distinct administrative
hierarchies for justice, military affairs, finance and taxation, foreign affairs, and internal
affairs. An elaborate administrative structure covered the entire empire with a hierarchy
of officers. This sophisticated structure disappeared after the fall of the Western Roman
Empire in the 5th century.

was/ were, followed by the present participle of the verb. The present participle is a form of a
verb that ends in the suffix -ing.

How to make question forms in the Past Continuous tense

We form questions in the Past Continuous tense with the help of the auxiliary verb “to be” in its past
forms – was (for Singular) and were (for Plural).

Mind the spelling rules when adding ending -ing

When to use Past Continuous
