TOPIC AREA: The United Nations International Children’s Emergency Fund

The United Nations International Children’s Emergency Fund,

Recognizes the need for all countries to stand on the same level;
Respect the cultural and historical values of communities in countries;
Acknowledges the many existing forms of child marriage
Emphasizes the importance of education, raising public awareness, and strengthening
enforcement of laws;
Recommends updates for the feasibility of Long-term solutions from a step by step
framework
Hereby resolves to;

The Operative Clauses


1. Publicize the importance of Education and Public Awareness
a. Establishing Education as a foundation step to eradicating
b. Endorsement of public awareness regarding the topic of plagiarism
through the use of public platforms [talk shows, media platforms,
advertisements, campaigns], ensuring the understanding of the public
towards the topic of plagiarism.
c. Encouraging a strengthened enforcement of the law and enforcing the
consequences of plagiarism.
d. Authorized legal enforcement through the alignment of WIPO standards.
2. Implementing This Program aims to;
a. Enforcing regional collaboration to cater to LEDC's needs through the
implementation of the program.
3. Addressing Cultural Appropriation through;
a. Establishing boundaries between Governments and NGOs for example
existing international campaigns such as Girls not Bride’s, and Every Woman
Every Child. Which brings awareness campaigns about the gap between
government and cultural restraint.

b. Authorizing AI detection tools with Human Moderation as a way of


cross-checking red flags of plagiarism.
c. Implementing TERIOS - “Technology Emergence, Rights-Infringement,
Online Security” to help detect AI plagiarism works through media
platforms.

INTRODUCTION
This bloc stands firm against child marriage, Through International and Regional means of
collaboration with NGOs, Organizations, and Nations to provide long-term sustainability
within preventive and protective measures.

ARTICLE 1
INCREASED EDUCATION
1. Requests educational Access Through School Retention Programs with CARE
(Cooperative Agencies Resources for Education)
I.) Encourages keeping girls in school, as girls with access to secondary education are
significantly less likely to marry young.
II.) Encourages girls to attend and support by building school infrastructure
(facilities), providing scholarships, and addressing Rational barriers like Transport to school.
III.) Guiding community-based educational necessities such as rural and marginalised
areas. This would be elaborated through education which is contrasted with the
specific needs within the following community.
d.) Regional Education and Empowerment Initiative (REEI) in empowering the youth of
the obstracities of Child Marriage.
i.) Working together with local leaders to influence impact to be able to reconcile the gap
between cultural practices and youth empowerment.
ii.) Recommends the culturally sensitive approaches in providing initiatives to the
Government to establish this as a policy

2. Through forms of Talk Shows, Campaigns, and posts of social media platforms,
endorsements regarding child marriage awareness would be able to educate people
through the media's attention.
a.) Running campaigns to teach people about the negative effects of child
marriage and help young people understand their rights.
ARTICLE 2
SECURITY
1. Encourages the implementation END: Ending Neglect of Development that covers
three aspects
I.) Medical care: involves medical institutions providing treatment to victims of child
marriage, including those suffering from conditions like fistula, as well as antenatal and
postnatal care when necessary. It also treats for physical injuries and other complications
resulting from early or violent marriages.
a) Enhanced child protection services: to extend accessible protection by doing
an annual check-in to areas that uphold high demographics of child marriage
until results appear
i) Establishment of an accessible hotline/tax-free phone: allows
individuals to independently report cases of child marriage and other
related abuses, creating a safe and supportive environment for children.
This helpline will be operational 24/7 and staffed by trained
professionals.
II.) Rehabilitation: the provision of counseling and guidance for trauma recovery to help
victims lead independent and successful lives after their rescue that can be facilitated by the
health institutions that provide medical care.
a) Establishment of a rehabilitation center in local areas: this will be achieved
with the help of youth volunteers and community ambassadors/representatives
within the respective areas.
ii) These rehabilitation centers will be provided for children impacted by
or at risk of child marriage designated within shelter homes, care
facilities, and health institutions, operated by reputable NGOs with
direct collaboration with the government.
b) Monitoring and Programs: transparency of the oversight of programs and
establishment of the money to fund further research.
i) Monitoring of data using programs such as MICS (Multiple Indicator
Cluster Survey)
ii) Ensuring the
iii) Utilize the CMMM (Child Marriage Monitoring Mechanism) to promote
data use in eliminating child marriage by providing access to statistical
information and holding stakeholders accountable for their interventions to
ending child marriage.

III.) Rescue: implementing a robust judicial system with services that aim to rescue victims
of child marriage with efforts that involve bringing offenders to court to secure the release of
victims or to ensure the welfare of children born from such marriages.

ARTICLE 3
COMMUNITY ENGAGEMENT
1. Empowering Youth and Girls:
Providing young adolescents, especially girls, with leadership skills and safe
community spaces where they can create opportunities and share their experiences to
help empower them to advocate for each other. Having a community to be part of and
resources to access reduces the likelihood of girls entering child marriages.
2. Data Collection and Research:
a) Conduct participatory research involving local communities to better understand the
specific drivers of child marriage in different contexts.
b) Establish shared databases among organizations to track progress, share best
practices, and coordinate efforts effectively.
3. Partnerships with local organizations
a) Collaborating with local organizations, such as non-profits and schools, to leverage
resources and advance in addressing community challenges.
b) Involving community members, local leaders, and organizations in the
decision-making process helps identify and address effective solutions to address
social issues.

ARTICLE 4
AWARENESS CAMPAIGN
1. Launch public awareness initiatives ; aimed at educating communities about the
consequences of child marriage, its impact on health, education, and personal
development

- health risks ; child marriage may lead to child pregnancy and can die during childbirth

constitutes acceptable use of copyrighted material and the consequences of violating

5. Global Attribution Standard (GAS): GAS aims to impose standards based on
global patterns that child marriages are followed by. Leading to conclusions that the
model follows to build suited policies that the resources will be built by.
6. PLAN International: Works in developing countries, to empower roles to prevent
child marriage, improved education, economic opportunities, and community
awareness.
7. CARE international: Focuses on gender equality including preventing child
marriage through programs that address poverty and cultural factors
8. Save the Children: A global NGO that addresses child marriage by focusing on
health, education, and protection programs that support girls rights

ARTICLE 5
STRENGTHENING LEGAL FRAMEWORKS
1. Individuals must be 18 or older to marry.
a. Enforce stricter laws on the minimal age standard. No exceptions including
both parental consent and juridical; to prevent exploitation against young
children.
b. Penalizing violators as per lawbreakers. Criminalisation of those who facilitate
and support child marriage in any form.

marriage. Adequately investigated and prosecuted those who have act upon FGM/C,
as it is a violation on the health framework.

ARTICLE 6
ECONOMIC EMPOWERMENT

1. Education-Linked Cash Transfers: aimed to keep girls in school longer by providing


financial support …..
a. Funding CCT (Cash transfer Transaction) programs and providing
scholarships for girls at risk of early marriage by funding their access to
secondary and higher education, with scholarships covering tuition, supplies,
transportation, and other essential costs,
b. UAE’s FOREIGN AID PROGRAM (1971-2024)
Targets priority areas such as humanitarian assistance, elimination of poverty,
support for children, global sectoral programs such as transportation,
infrastructure, government support and empowerment of women
2. Sustainable Investments:
a. Establish an inclusive initiative in which promotes GDP growth as it impacts
the country long-term, providing an educated workforce, reducing dependency
ratios (delayed marriage & family planning), expanding income growth for
women, and reducing healthcare costs.
b. Highlighting the concept of equity within each community, thus making the
initiative Financially sustainable. Possible through tired funding which adjusts
according to community needs or by utilising community-based organisations
that can deliver services cost-effectively.
3. Infrastructure Development
a. To expand resources and opportunities to those victims and potential victims
within areas who lack urbanisation essentials.
b. Funded through voluntary donations and national taxpayers and other
organisations for the sake of the nation's development
4. Scholarship Funding
a. To break the cycle of child marriage by empowering children through access
to education.
b. Especially targeted for children who come from low-income families so that
they can ensure a continuation of education to reduce the pressure of their
families marrying them off for financial purposes.
5. Temporary Financial Aid
a. Temporarily fund families in poverty, so as to delay parents from marrying off
their children.
b. Providing families with economic opportunities, such as loans or livelihood
training, to reduce financial pressures that lead to child marriage
c. Monetary Funds:
i.) Strategically leverage monetary funds and support from MEDCs to
countries where child marriage is most prevalent to address root causes and
mitigate the rates of forced marriages where children’s rights are continuously
violated.
ii.) These monetary funds can be utilised by NGOs to fund community and
educational programs to run domestically in LEDCs
7. Target Allocations: AU, MENA, and ASEAN
8. Overall Funds: NGO’s, International Organization, and Trade ports between nations.
Through solicited bodies like
Public-Private Partnerships (PPPs)

● Promote collaborations between government, NGOs, and the private sector to create
sustainable economic programs that focus on empowering girls and women. These
partnerships can provide resources and expertise.
