NOTIFICATION

Applications are invited from the Citizens of India for the post of Part-time Member of
National Commission for Indian System of Medicine (NCISM). The part-time Members
of the Commission shall be entitled to a sitting fee of five thousand rupees for each day
of sitting of the commission.

1. NUMBER OF PART TIME MEMBERS – 01

2. QUALIFICATION
i) A recognized postgraduate degree in any of the disciplines of Indian System of
Medicine, Sanskrit, Urdu, Tamil, management, law, health research, science and
technology and economics.
3. EXPERIENCE
i) Not less than 15 years of experience in the respective field including at least 7
years as leader in the area of specialty.

4. DESIRABLE COMPETENCIES
i) Must have proven high quality and effective communication skills at all levels
ii) Must have demonstrable experience of ethical leadership with proven ability to
work collaboratively with multi-disciplinary stakeholders
iii) Strong management experience, organisational strategy and planning experience
for at least 7 years
iv) Ability to build trusting relationships with peers and stakeholders and to act as an
ambassador in India and across the globe.
v) Demonstrated ability to utilize resources effectively for maximum benefit to the
society.
vi) Evidence based medicine.
 vii) Quality management in healthcare.

5. UPPER AGE LIMIT: Applicants must be less than 65 years of age as on closing
date of receipt of applications.

6. TENURE OF SERVICE: The member shall hold office for a term of 4 years from
the date on which he/she enters upon his / her office or until he / she attains the age of
Seventy years (70) whichever is earlier and shall not be eligible for any extension or
reappointment.

7. OTHER INFORMATION

Those who are working in Central/ State Government/ Autonomous body should send “No
Objection Certificate” from their respective organization along with their application. The
period of deputation shall be 4 years with no extension or re-appointment beyond the time
period. The pay will be protected as per Government of India Rules.

The following documents may also please be sent along with the application, by those
applicants currently serving actively within the Central/State Government/s:

i) Complete ACR dossier’s/attested copies of ACRs of the applicant (last five years).
ii) Vigilance Clearance in respect of applicant duly signed by an officer of the
appropriate Status.
iii) Cadre Clearance in respect of applicant duly signed by an officer of the appropriate
Status
iv) Certificate, Major/Minor penalty imposed if any, on the officer during the last 10
years/service period whichever is less.

For all other applicants, the following or equivalent documents may be forwarded along
with the application:

i) Detailed performance review/assessment records for at least three years (if not
applicable, please state the reason)
ii) Records of any major/minor penalty for offences or any violations of the law
during the last 10 years, if applicable.

Screening and shortlisting of applications will be done by the Search and Selection
Committee or a suitable sub-committee appointed by it.

The qualification prescribed is the minimum requirement and the same does not
automatically make candidates eligible for the interview. Based on the information
provided as part of the Proforma, the Search and Selection Committee will get candidates
shortlisted for interview. Candidates shortlisted for the interview will have to produce all
relevant original documents in proof of details furnished in their application at the time of
the interview.
A candidate applying for more than one position will have to fill separate Proforma for
each position.
The last date of receipt of application shall be 30 days from the date of publication of the
advertisement in the Employment Newspaper.

भारतीय धचककत्सा पद्ितत राष्ट्रीय आयोग (एनसीआईएसएम) के अंशकाललक सिस्यों के पिों के ललए
भारत के नागररकों से आवेिन आमंत्रित ककए जाते हैं। आयोग के अंशकाललक सिस्य आयोग की बैठक के
प्रत्येक दिन के ललए पांच हजार रुपये के बैठक शुल्क के हकिार होंगे।

i) भारतीय चिककत्सा पद्धतत, संस्कृत, उिू ,द तलमल, प्रबंधन, कानदन, स्वास््य अनुसंधान, ववज्ञान एवं
प्रौद्योचगकी और अर्ूशास्ि के ककसी भी ववषय में मान्यता प्रा्त स्नातकोत्तर डिग्री।

i) संबंचधत क्षेि में कम से कम 15 साल का अनुभव, जजसमें ववलशष्टता के क्षेि में नेतत्ृ व के रूप में
काम करने का कम से कम 7 साल का अनुभव हो।

4. वांछनीय िक्षताएँ

i) सभी स्तरों पर प्रामाणिक उच्ि गि

ु वत्ता और प्रभावी संप्रेषि कौशल होना िादहए।
ii) बहु-ववषयक दहतधारकों के सार् सहयोगात्मक रूप से काम करने की प्रामाणिक क्षमता के सार्
नीततववषयक नेतत्ृ व िशाूने का अनुभव होना िादहए।
iii) कम से कम 07 वषों का सशक्त प्रबंधन का अनुभव, संगठनात्मक रिनीतत और योजना का
अनुभव हो।
iv) साचर्यों और दहतधारकों के सार् भरोसेमंि संबंध बनाने और भारत तर्ा ितु नया भर में एक राजित

के रूप में कायू करने की क्षमता हो।
 v) समाज के अचधकतम लाभ के ललए संसाधनों का प्रभावी ढं ग से उपयोग करने की क्षमता का प्रिशून
ककया हो।
vi) साक्ष्य आधाररत िवा।
vii) स्वास््य िे खभाल में गुिवत्ता प्रबंधन।

5. ऊपरी आयु सीमा: आवेिक की आयु आवेिन प्रा्त करने की अंततम ततचर् को 65 वषू से कम होनी
िादहए।

6. सेवा अवधि: सिस्य जजस तारीख को अपने पि में प्रववजष्ट करता है उस तारीख से 4 साल की अवचध
के ललए या तब तक जब तक कक वह सत्तर वषू (70) की आयु प्रा्त नहीं कर लेता है , जो भी पहले हो, अपना
पि धारि करे गा और ककसी भी सेवा ववस्तार या पुनतनूयुजक्त के ललए पाि नहीं होगा।

7. अन्य जानकारी

जो आवेिक केंद्र/राज्य सरकार/स्वायत्त तनकाय में काम कर रहे हैं , उन्हें अपने आवेिन के सार् अपने संबंचधत
संगठन से "अनापवत्त प्रमाि पि" भेजना होगा। प्रतततनयुजक्त की अवचध 4 वषू की होगी जजसमें समयावचध के
बाि कोई सेवा-ववस्तार या पुनतनूयुजक्त नहीं होगी। भारत सरकार के तनयमों के अनुसार, वेतन संरक्षक्षत ककया
जाएगा।

जो आवेिक वतूमान में केंद्र/राज्य सरकार/सरकारों में सकिय रूप से सेवा कर रहे हैं उन्हें तनम्पनललणखत
िस्तावेजों को आवेिन के सार् भेजना होगा:

i) आवेिक के पदिू एसीआर िोजजयर/एसीआर की सत्यावपत प्रततयां ((वपछले पांि साल के)
ii) आवेिक के संबंध में सतकूता अनापवत्त जो उपयुक्त स्तर के ककसी अचधकारी द्वारा ववचधवत
हस्ताक्षररत हो।
iii) आवेिक के संबंध में संवगू अनापवत्त जो उपयुक्त स्तर के ककसी अचधकारी द्वारा ववचधवत
हस्ताक्षररत हो।
iv) वपछले 10 वषों/सेवा अवचध, जो भी कम हो, के िौरान अचधकारी पर लगाई गई बडी/छोटी शाजस्त,
यदि कोई हो, का प्रमाि पि।

अन्य सभी आवेिकों द्वारा तनम्पनललणखत या समतल्

ु य िस्तावेज आवेिन के सार् भेजे जाएंगे:

i) कम से कम तीन वषों की ववस्तत

ृ कायूतनष्पािन समीक्षा/मदल्यांकन ररकॉिू (यदि लागद नहीं होता हो,
तो कृपया कारि बताएं)
ii) वपछले 10 वषों के िौरान अपराधों या कानदन के ककसी उल्लंघन के ललए ककसी बडी/छोटी शाजस्त के
ररकॉिू, यदि लागद हो।

ललजस्टं ग करे गी।

तनधाूररत योग्यता न्यदनतम आवश्यकता है और इससे उम्पमीिवार स्वत: ही साक्षात्कार के ललए पाि
नहीं हो जाते हैं। प्रपि के दहस्से के रूप में प्रिान की गई जानकारी के आधार पर, जांि एवं ियन
सलमतत उम्पमीिवारों को साक्षात्कार हे तु शॉटू ललस्ट करे गी। साक्षात्कार के ललए शॉटू ललस्ट ककए गए उम्पमीिवारों
को साक्षात्कार के समय अपने आवेिन में दिए गए वववरि के प्रमाि में सभी संगत मल

एक से अचधक पिों के ललए आवेिन करने वाले उम्पमीिवार को प्रत्येक पि के ललए अलग-अलग प्रपि भरने
होंगे।

आवेिन प्राज्त की अंततम ततचर् रोजगार समािार पि में ववज्ञापन के प्रकाशन की ततचर् से 30 दिन होगी।

सभी संगत प्रमाि पिों की सत्यावपत प्रतत के सार् तनधाूररत प्रपि में ववचधवत भरे गए आवेिन को
