Summary:
The U.S. Embassy in Brazzaville is seeking eligible and qualified
applicants for the position of General services Office (GSO)
Assistant in the Management Section. Work schedule for this
position is Full-Time (40 hours per week). Start date: Candidate
must be able to begin working within a reasonable period of time (4
weeks) of receipt of agency authorization and/or
clearances/certifications or their candidacy may end.

Duties
The incumbent is the senior locally employed staff member in the
General Services Office (GSO), performs routine oversight and
manages special projects across the entire GSO portfolio (Housing,
Warehouse, Shipping and Customs, Travel, Motor Pool, and
Procurement) and coordinates activities both within the section and
between the GSO section and other sections, offices, and agencies
within the Embassy. Manages GSO personnel, time and attendance,
staffing, training, safety, knowledge management, and quality
programs. Maintains competency in ILMS, MyServices, E2, Ariba,
and other Department systems. Tracks procurement and supply
requests; prepares status updates, analysis, and decision briefs.
Tracks GSO taskings within and external to the section, performs
other administrative duties as required. Reports directly to the
General Services Officer and manages GSO operations during the
officer's absence. Directly supervises the Receiving Clerk and
Housing Coordinator.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Two years of experience in office management
duties, operations management, and/or procurement management.
Education Requirements:
Completion of two years of college (or equivalent post-secondary
education) is required.
Evaluations:
LANGUAGE (This may be tested):
Level 4 (Fluent) Speaking/Reading/Writing English is
required.
Level 4 (Fluent) Speaking/Reading/Writing French is
required.
SKILLS AND ABILITIES: The ability to calmly assess problems and
develop realistic solutions; ability to coordinate with American
officers yet work independently to achieve important mission goals;
the proven ability to supervise and work well with others in a
demanding environment; proven ability to negotiate effectively with
host government officials and local contractors. Excellent knowledge
of MS Word and Excel is required. Must have held local driver's
license for at least five years or have been driving professionally for
at least three years. Good numerical skills and keyboarding skills.
Ability to interpret and articulate complex policies both verbally and
in writing in both French and English.

Locally Employed Staff, including Members of Household (MOHs),
and Third-Country Nationals (TCNs), working at the U.S. Mission in
Brazzaville receive a compensation package that includes health
insurance, allowances, bonus, and other benefits.
For EFMs, benefits should be discussed with the Human Resources
Office.
The pay plan is assigned at the time of the conditional offer letter by
the HR Office.

documentation, or certification. A “certification” is any written
document from the armed forces that certifies the service member is
expected to be discharged or released from active duty service in
the armed forces under honorable conditions within 120 days after
the certification is submitted by the applicant. The certification letter
should be on letterhead of the appropriate military branch of the
service and contain (1) the military service dates including the
expected discharge or release date; and (2) the character of
service. Acceptable documentation must be submitted in order for
the preference to be given.
** This level of preference applies to all Foreign Service employees
on LWOP and CS with re-employment rights back to their agency or
bureau.
