Organization – is an association or group of

individuals with a common goal. It is a


structured group of individuals and functions
into a productive relationship.
Administration – refers to the general
managing and organizing that occurs at the
highest levels of an organization. It entails the
establishment of the department’s overall
purposes. (Gaines, Worrall, Southerland and
Angell. 2003:2)

Police Organization – a structured group of


trained personnel dealt with achieving
following goals and objectives

Law Enforcement is the prevention and


control of crimes, enforcement of laws, and
effecting the arrest of offenders including the
conduct of lawful searches and seizures to
gather necessary evidence.

CHARLIES
-Founded by King Charles II of England (1663)
-Called as “shiver and shake”-many were old
and would run if they see trouble, or heard cry
for help.

BOW STREET HORSE RUNNERS (thief


catchers)
-Founded by Henry Fielding.
-This group of privately paid persons was the
first organized attempt at follow-up
investigation of crimes.

LONDON METROPOLITAN POLICE


-Founded by Sir Robert Peel (Father of Modern
Policing)
-World’s first organized modern police force.
-Later on it was called as Scotland Yard.

Reeve- A ruler made laws, pass judgment

Hue and Cry- The complainant or victim goes
to the middle of the community and shout to
call all male residents to assemble.
Frankpledge system/mutual pledge- A
community is divided into groups of men
(Tyhings/Tyhingmen) They are responsible for
the conduct of each other and to band
together for their community protection.
Reeve- A ruler who made laws, pass,
judgment and impose punishment.
Keepers of the Peace- They were responsible
to the king for ensuring that the laws was
upheld and preserved the “king peace”.
KEMPETAI- Japanese Military Police, held
responsible in maintaining peace and order in
Manila and adjacent areas until Gen. Douglas
McArthur returned on Feb. 7, 1945.
“cabeza de barangay”- was the head and the
leader of a group of settlers. The discipline
and punishment, as well as the conduct of
government were made by the Barangay
Head. As the population increased, the
“cabeza” had to appoint certain trustworthy
people to protect their villages. These
appointed people are the eyes and ears of the
Barangay Head.
RA 6975- What is the law that created the
Philippine National Police?
Brig/Gen. Rafael Crame- He was the 1st
Filipino Chief of Police of the PC.
Carabineros De Seguridad Publica- It was
known as the Mounted police during the
Spanish colonization.
RA 4864- It created the POLICE COMMISSION
(later called as NAPOLCOM) under the office
of the President.
Guardrilleros- The name of the first rural
police organization created in each town on
January 8, 1836 by virtue of Royal Decree.
Cabeza/Cabeza de Barangay- It is considered
as the head and the leader of a group of
settlers before the Spanish colonization.
Capt. George Curry- The first Chief of Police of
the Manila Police Department (MPD).
Kempetai- Known as the Japanese Military
Police.
RA 157- The law that created the National
Bureau of Investigation (NBI).
Philippine Constabulary- It was organized on
October 3, 1901 by virtue of Act # 255.
It is known as the World’s first organized
modern police force.

Old Concept- This philosophy advocates that


the yardstick of police compentency is the
increasing number of arrest, throwing
offenders to detention facilities rather than
trying to prevent them from committing
crimes.

Modern Concept- This thought of police


service regards police as the first line defence
of the criminal justice system, an organ of
crime prevention. The measurement of police
efficacy is absence of crime.
Funtional- It divides authority and
responsibility between several specialists. The
responsibility of each “functional manager” is
restricted to the particular activity over which
he has control, regardless of who performs
the actor.
Line- A straight line organization also called
the individual, or military, the simplest,
oldest, and clearest form of organization.

Line and Staff- It is a combination of the line


and functional category. It merges staff
specialist for units with line organization
channel of responsibility and authority are left
intact since the specialist responsibility is to
advise and provide expertise for the line units.

Bureau- The largest organic functional unit


within a large department.

Division- A primary subdivision of bureau.

Section-Functional unit within a division that is


necessary for specialization.
Unit- functional group within section; or the
smallest functional group within an
organization.

Line Units- Those personnel or human


resources that directly interact with the
public.

Post- A fixed point or location to which an


officers is assigned for duty.

Route- A length of streets designated for


patrol purposes. Also line line beat.

Beat- An area assigned for patrol purposes,


whether foot or motorized.

Area- An section or territorial diversion of a


large city each comprised of designated
districts.
Sector- A area containing two or more beats,
routes or motorized.

Chain of Command- This refers to the line or


chain of supervisors from top to bottom.

Unity of Command- This means each


individual unit, and/or situation should be
under the control of only one direct unit
supervisor.

Span of Control- An officer or supervisor


should not have more subordinates than he
can effectively, supervise, manage, o control.

Delegation of Authority- The division of tasks


of command among the officers of the various
units.

Command Responsibility- It means that the


commander is directly responsible for any act
or omission of his subordinate in relation to
the performance of their official duties.

London Metropolitan Police- It is known as the


World’s first organized modern police force.

BFP- It is responsible for the prevention and


suppression of all destructive.
