Invitation
RSLDC now invites Expression of Interest (EOI) from eligible national agencies and business houses, industry bodies,
Registered Society/Trust/Associatioi, Government institutions/ Public Sector Units/Universities/Higher educational
institutes including technical and professional institutes, colleges, private ITIs, polytechnics and other skill training
provider institutions, with keen interest to operate, maintain and manage Mukhya Mantri Kaushal Vi as Yojana (Cat. - II:
SAKSHM) at Rajasthan, and in imparting industry relevant skills. Interested agencies v ith required qualification and
experience may submit their EOI applications as per the prescribed form? t attached under Annexures of this document,
along with details and supporting documents as specifie J therein.
Objective of Eol
To boost employment and uplift the people of the state, the Rajasthan Skill and Livelihoods Development Corporation
(RSLDC) has initiated Mukhya Mantri Kaushal Vikas Yojana (Cat. - II: SAKSHM) SCHEME that is a short term
livelihoods based skill training programme formulated with the aim to benefit Interested youth/woman of Rajzsthan
having keen to start their own work/business/enterprise as an individual or in group by getting proper skill training. The
main objective of this Eol is to:
    • To attract proposals from professional skill trainir g provider to organize short term skill training programme and to
          empanel them as Training Provider.
        • • Enhance an individual's employabi ity to adapt to changing technologies and labour market demands.
          Improve productivity and living standards of the people.
          Create self-employment and entrei reneurship opportunities fo.r.all.(y.outh^women)
 Eligibility Criteria
 Following will be the eligibility criteria for applicant organization: -
          Eligibility Criteria     b. For agencies already operating in the skill development field: have average
                                      am ual turnover of Rs. 5.0 Lakhs (Rs. Five Lakhs) or more per year in the past
                                      three consecutive financial years (2019-20, 2020-21, and 2021-22).
                                      Annexure-3A
                                    Besides this, following details are mandatorily to be submitted: -
                                   I. Details of r inimum 01 skill development training centre located in the State/U‘
                                      of India, which is/are functional/ operational for more than 02 yea s on the
                                      date of application as per Annexure-4.
                                   II. One-time capacity of the training centre should not be less than 90 candidates
                                   III. Details of youths trained not less than 300 and have provided placement to
                                      not less than 150 youth in last three (3) years (2019-20, 2020-21, and 2021-
                                      22) as per Annexure-5.

                                      For agencies tot presently working in Skill Development Domain:
                                      Rs. 50 Lakh Rs. Fifty Lakh) or more from other business activities with
                                      positive net worth, in the past three consecutive financial years (201920,

                               3. All Agencies are required to submit copy of audited financials
                                     (turnover and net worth) for the last three consecutive financial years (as
                                      described at 2 (b)) anc details as per Annexure-3B.
                               4.     Joint Ventures (JV)/Spechl Purpose Vehicles (SPV) are also permitted to
                                      apply. At least one of the r embers of the JV/SPV should be able to meet the
                                      financial eligibility inc ependently. The terms & condition of JV/SPV is as per
                                      Annexure-8.
                               5.     Government institutions shall be exempted from all eligibility criteria. They
                                      shall however have o submit their fields of expertise in which they wish to
                                      conduct training and placements on official letter head from Class-1 officer.
                               6.     Should not have been blacklisted by any donor agency/ State Government/
                                      Central Government. A self-certificate must be submitted as per Annexure-6.
                               7.      The applicant/agency m ist read the Mukhya Mantri Kaushal Vikas Yojana
                                        (Cat. - II: SAKSHft, ) guidelines and circulars issued by RSLDC (as
                                        amended from time to time) before filling the proposal. The applicants are
                                        required o provide self-declaration in consonance for the following:
                                     I. To arrange sufficient spa e, furniture, equipment, tools, training aids, raw
                                        material, electricity water supply and other essentials required for imparting
                                        training to /outh in the proposed course(s).
                                      II. To mobilize and counsel youth for training and taking up selfemployment
                                          after traini ig.
                                    III. To hire/engage compete ->t and eligible trainer(s) to undertake training in
                                        the proposed courses
                                    IV. To install IRIS based attendance system for daily attendance (in & out) at
                                        the SDC and Hostel, i' applicable, which has to be integrated with ISMS
                                        system of RSLDC and provide other information required by RSLDC.
                                    V. To arrange assessment and certification of trained youth through 3rd party.
                                    VI. To   arrange   continuous    employment        of   50%   youth   trained   (Self-
                                        Employment) for a minimum period of not less than 03 months.
                                    VII. To maintain records of training including the expenditure made for setting
                                        up and conduct c f skill training programmes for 03 years.
                               VIII. To install IP Camera at SDC and provide live feed to Kaushal Darpan
                                        established at RSLDC HC.
                                    IX. To appoint trainers as pe' guidelines provision at all SDCs.
                            All the payments (Processing fee & EMD) will be paid online through RSLDC
                            ISMS PORTAL.

                           The Applicant has to follow RSLDC's guidelines/circulars issued for Mukhya

                           Payment disbursement and other details as required by RSLDC.
                           Interested agencies fulfilling eligibility conditions as mentioned above can
                           Apply Online through SSO ID (SSO Portal) on RSLDC portal with their detailed
                           proposal for undertaking execution of SAKSHM scheme in the State on or
                           before.............................by 18.00 Hours.
                           Note:
                           1. RSLDC will not be responsible for delay in online submission due to any
                                 reason. So, applicant agencies are requested to upload the complete Eol
                                 well advance in time so as to avoid 11 th hour issue like slow speed,
                                 chocking of website due to heavy load or any other unforeseen problems.
                           2. Agencies will not be allowed to submit any extra documents after timeline.
                           The proposal should carry following documents as per checklist given in the
                           Eol:
                               1. Covering Letter-Annexure-I
                               2. Applicant details along with required documents as per Annexure-2
                                3. Copy of audited financial statement (Annual Turnover and Net worth)
                                    for the last 3 consecutive years along with required documents as per

                                The Managing Director, RSLDC reserves the right to accept or reject any
                               proposal without providing any reason, what so ever. The decision of
                               RSLDC shall be final and binding upon the Company/Agency. For further

        Role of Training       prescribed for each Module at the training centre, without which

                          •   Sole respons bility of identification / mobilization of candidates (though RSLDC
                               may assist them in the process).
                          •   Screening anti induction of mobilized candidates jn the appropriate trade as per
                               the interest, aptitude and eligibility of the candidate must in keeping with the
                               minimum eligibility criteria as specified in the list of courses, which must be
                               strictly adhered to, without which third party assessment small not be possible
                               and the candidates shall be treated as dropouts.
                          •   Imparting tra ning in strict adherence as per the curriculum and job roles /
                               trades-base i courses prescribed in guideline.
                          •   Structuring tie required training inputs including training material, content and
                               urriculum, training infrastructure, assessment methodology etc.
                          •   Ensuring qi ality of training as per the required standards and specifications
                          •   Preparing th' candidates for third party assessment and certification as well as
                               cooperating with the RSLDC and the Assessment Agencies for the same.
                          •   Ensuring on-t .ne-job-training (OJT) /Internship for the candidates.
                          •   Making the data available for random audits during training, placement and
                               post placement.
                          •   Efforts shoul 1 be made for Counselling and tracking to generate self-
                               employment and entrepreneurship avenues for the trained youth for a
                               minimum period of 03 months.
                          •   Installing IRK based Attendance and IP Camera in the training Centre.
                          • Any other requirements as per Scheme guidelines or informed by RSLDC from
                               time to time.
                          • Other educati inal/skilling activities such as preparation for competitive
                              exams/paid       skilling   courses   etc.   in   the   same   premises   (excluding
                              School/Colleg.') is not allowed at the Skill Development Centres proposed for
                              taking up skilling activities approved by RSLDC, under the scheme.
                          Note: Sub-lettir g or franchise mode of training in any form shall not be permitted.
                               If such practice is found to be followed, RSLDC reserves the right to debar/
                               terminate the agency.
                          a. The applicar c has to submit a complete proposal on ISMS portal only which
                               will be evaluated by a committee formed by-RSt-DC; No hard copies will be
                               entertained for the said purpose.
                          b. The proposal should consist of all the documents as required under the
                               Eligibility Crite ria.
        Mechanism for
        approval of the   c. The credentials, claims, awards, etc. in support of proposal, if any, must be

                         d. The syllabus, duration and course curriculum (learning material) in which
                              training will be imparted will have to be contained in the proposal. The
                              decision of RSLDC with respect to approval of course will be final. The course
                              approval will be required every time a new consortium is proposed under this
                              arrangement.
                         e. All the proposals suf mitted by applicant agencies will be Checked/evaluated
                              by Desk Appraisal Committee. Desk Appraisal Committee will then subm t its
                              evaluation report to MD, RSLDC for a final decision. The applicant wil' then be
                              communicated of RSLDC's decision on their submitted proposal. fSLDC will
                              use its best effort to complete the evaluation process of a proposal within 60
                              days from the date of submission of proposal tc RSLDC. If approved,
                              applicant will be given Empanelment Order, Sanction Order and allowed
                              establishment of SDC (Skill Development Centre .
                         f. In case of any grievance regarding selection or rejection, agency may appeal
                              before MD, RSLDC within 15 days from the date of issuing of empanelment
                              order/rejection order.
                         g. Post selection, the success' JI applicant must register each training centre as a
                              Skill Development C?nter (SDC) on the ISMS portal of RSLDC by following
                              due online registn tion processes and terms and conditions. The ISMS portal
                              will also cover the entire value chain of skill development implementation from
                              registration of candidates, monitoring, evaluation of training to tracking along
                              with SDC registration, payment management etc.
                         h. All empanelled PIAs (Pre fect Implementing Agencies) shall have to establish
                              SDC and start trainings of the candidates within 45 days of date of Sanction
                              order or signin’ the MoU whichever is late in case.
                         i. Sectors/Job roles will be gi/en by RSLDC.TP must choose 3 or more than 3
                              sectors/job roles & preference may be given on the basis of demand in
                              respective district/area.
                         j.   Only One-Third of the total targets will be allowed in residential mode.
                         k. Districts have been divider in two categories i.e. A & B. If PIA opt district from
                              category A, then it is mandatory to opt another district from category B.Pndnty
                              may be given tc districts from category B. TP must choose 3 or more than 3
                              districts & preference may be given to B category district & TP must give
                              preference to start trainings in B category district. List of categories of districts
                              as pt r Annexure-11.
Note: 1. RSLDC reserves the right to amend courses and guidelines from time to time.
         2. The RSLDC has full powers to decide about the number of candidates to be trained in a particular
            course. The decision shall be final anc binding on all selected training providers under Mukhya Mantri Kaushal
            Vikas Yojana (Cat. -1': SAKSHM) Scheme.
        3. MD, RSLDC may increase/decrea >e residential capacity of any particular PIA on the basis of performance, if
        deems fit for it.

                                                      Annexure - 8:
           a) The consortium shall be based on a legal agreement between two PI As where the Lead
                Member of the consortium is clearly stated.
           b) The Lead Member shall bear entire financial resp jnsibility for the project, including fulfilment of
                demand/recovery be the Government in case of any default or deviations in the project or for which
                work has not been completed as per the sanction.

           d)   The    Lead Member undertakes to develop the capabilities of the other member also.
           e)   The    Lead Member shall also fulfil all financial el gibility criteria in terms of the Guidelines.
           f)   The    applicant PIA shall be responsible for delivery of the project as per sanction.
           g     The project shall be sanctioned in the name Df the applicant PIA, and it shall                  be clearly
                mentioned that that the project is being undertaken as a consortium
           h)   There is a clear division of the responsibilities b ^tween the Members in the consortium
           i)   The oversight mechanism of the Lead Member s explicit and adequate.
           j)   Both the members of consortium may claim credit for the work done under a consortium for
                categorization in future projects.
