Renunciation of Indian citizenship and

Surrender Certificate in lieu of Indian
Passport
General Information
General Information
Renunciation of Indian citizenship and Surrender of Indian passport

Indian nationals considering acquisition of foreign citizenship are reminded that the Indian Citizenship
Act does not provide for dual citizenship. Thus Indian nationals who have acquired foreign citizenship
are required to apply for ‘Renunciation of Indian Citizenship/ Surrender Certificate’ by surrendering their
Indian Passport. Under Section 12(1A) of the Passports Act, possession of Indian passport by foreign
nationals is a cognizable offence. This equally applies to Indian nationals who have acquired foreign
nationality.

Consequently, in any instance where an Indian national seeks to renounce Indian citizenship, the case
will now be processed under the following categories:

(A) Adults who acquired foreign citizenship.

(B) Minors who acquired foreign citizenship.

How to apply

Details of the procedure in each case are given below:

(A) Adults who have acquired foreign nationality

Indian nationals (adults) who have acquired foreign nationality are required to apply for the following
services:

(i) Surrender Certificate: Please apply for Surrender Certificate at

‘https//portal3.passportindia.gov.in/Online/index.html’

(ii) Renunciation of Indian Citizenship: Please also simultaneously apply for renunciation of Indian
citizenship by making a declaration of intention to renounce Indian citizenship, in Form XXII, as specified
in Rule 23 of The Citizenship Rules, 2009. This form has to be completed on the online portal of Ministry
of Home Affairs, Government of India at ‘https://indiancitizenshiponline.nic.in/Renounce’.

Note: Once the application form is submitted online by the applicant, no further modifications are
allowed. Therefore, applicants are requested to carefully verify the details before submitting the online
application. Applicant should fill their personal particulars as per the records in their Indian passport.
Thus, filing of wrong and incorrect details may cause rejection/cancellation of application at any stage
and the applicants cannot claim for refund of fees in such cases.

A person renouncing Indian citizenship and surrendering Indian Passport is thus required to provide
personal details online in the respective portals, take a print-out in pdf format, upload relevant
documents (mentioned below) on the MHA’s portal https://indiancitizenshiponline.nic.in/Renounce and
visit the Consulate along with the following documents for submission of the applications:

✔ Print-out of the MHA Renunciation application (Form XXII) submitted online ✔ Print-out of application
submitted online for Surrender Certificate ✔ One photograph

The supporting documents required to be uploaded by the applicant on the MHA’s portal and printouts
of the same to be submitted along with their applications are as follows:

✔ Copy of current foreign passport

✔ Copy of Naturalization Certificate (Einbuergerungsurkunde)

✔ Copy of City registration (Meldebescheinigung)

✔ Indian Passport in original (if submitted with the German authorities, then a copy of the Indian
Passport is required)

Note: Please note that the applicants can upload the copies of their Current foreign passport and
Naturalization Certificate (Einbuergerungsurkunde) under ‘Any other documents’ option in the upload
section on the MHA’s portal. The applicant should sign the application/declaration in presence of
Consular officer at the Consulate.
(B) Minors who have acquired foreign nationality

Minor applicants are not required to fill an online declaration for Renunciation of Indian citizenship
through the MHA portal. They are only required to complete the online application for Passport
Surrender Certificate at https://portal3.passportindia.gov.in/Online/index.html, take a print-out in pdf
format and visit the Consulate along with the following documents for submission of the application:

• Print-out of application submitted online for Surrender Certificate

• One photograph

• Copy of foreign passport

• Copy of Naturalization Certificate

• Copy of City registration

• Indian Passport in original (if submitted with the German authorities, then a copy of the same is
required)

Note: Minor applicants need not visit the Consulate and either one parent on their behalf can submit
their application.

Fee: The fee for this service is € 90 which is to be deposited in cash at the Consulate.

Timings: The applicants can visit the Consulate for submission of their applications without an
appointment on any working day (Mon-Fri, between 0930 to 1130 hours).

Note: Applicants may follow the status of their Surrender Certificate online at
https://indiancitizenshiponline.nic.in/Renounce. To know the status, please click on “Application Status”.
After entering the details, if the status shows “Application Received” it means the application is still
under process and if the status shows “Approved” it means the Surrender Certificate of an applicant has
been received at the Consulate. The processing of applications for Citizenship Renunciation may take
minimum 12 weeks (starting from date of receipt of complete application) and the Surrender Certificate
could be issued only after getting clearance from the Ministry of Home Affairs, New Delhi. Applicants
are therefore requested to check their status online and refrain from making status enquiries with the
Consulate during this period. Once the Surrender Certificate of an applicant is received at the
Consulate, they will be communicated through email to collect the same from the Consulate. Applicants
who intent to apply for OCI services can only do so once their Surrender Certificate is received.
