Acceptance of Follow-Up Services

The Applicant and the specified Manufacturer(s) and any Listee/Classified Company in this
Follow-Up Service Procedure must agree to receive Follow-Up Services from UL Contracting
Party. If your applicable service agreement is a Global Services Agreement ("GSA"), the
Applicant, the specified Manufacturer(s), and any Listee/Classified Company will be bound to
a Service Agreement for Follow-Up Services upon the earliest by any Subscriber of a) use of
the prescribed UL Mark, b) acceptance of the factory inspection, or c) payment of the
Follow-Up Service fees. The Service Agreement incorporates such GSA, this Follow-Up Service
Procedure and the Follow-Up Service Terms which can be accessed by clicking the following
link: http://services.ul.com/fus-service-terms. In all other events, Follow-Up Services
will be governed by and incorporate the terms of your applicable service agreement and this

Capitalized terms used but not defined herein have the meanings set forth in the GSA and the

APPENDIX A - FIELD REPRESENTATIVE'S RESPONSIBILITIES AND INSTRUCTIONS FOR


EXAMINATION OF THE PRODUCT

FIELD REPRESENTATIVE'S RESPONSIBILITIES

The Field Representative’s responsibilities include, but are not limited to:

Examine the construction of production bearing, or intended to bear, the


UL Mark or Markings to determine compliance with the description of the
product and any other requirements expressed in this Procedure.

Where so specified by Appendix B, select samples to be forwarded to the


appropriate UL Testing Laboratory for Follow-Up Tests. The packaging and
shipment of samples are the responsibility of the manufacturer.

At each inspection, witness one each of the manufacturer's required tests


specified in App. D.

Where so specified by Appendix D, inspect the test records and facilities


of the manufacturer to verify that:

a. The proper number of samples are undergoing the required tests,

b. The required tests are being performed correctly,

c. The proper information is being recorded and is up-to-date,

d. The instruments being used for the tests have been calibrated at the
prescribed interval and are in good working order.

Report to the manufacturer and the UL Responsible Office by means of a


Variation Notice (VN) if:

a. Variations in construction are found,

b. The manufacturer's method and/or frequency of test is not as


described,

c. The records maintained by the manufacturer are not as described,

d. The manufacturer's inspection program is not being performed as


described,

e. The manufacturer’s test equipment is not properly calibrated, or

f. Nonconforming test results are witnessed during tests conducted


specifically for the Field Representative.

Explain to the manufacturer that a Variation Notice is a means of


communication with the manufacturer and forms a record of those items
where nonconformance with the Procedure has been encountered.

PROCEDURE IN THE EVENT OF NONCONFORMANCE

When a product does not comply with the Follow-Up Service Procedure
require that the manufacturer shall either:

a. Remove any markings referencing UL from the product, or obliterate


these markings where the marking is imprinted, die-stamped, molded,
etc., or

b. Modify all products to bring them into compliance with the Follow-Up
Service Procedure, or

c. Hold shipment pending further instructions from UL, or

It is the manufacturer’s responsibility to forward a copy of the Variation Notice


to the Applicant. If the rejection of the product is questioned by the
manufacturer and Applicant, the material may be held at the point of inspection,
typically at the factory, pending an appeal. The manufacturer has the right to
appeal a decision with which they disagree. Appeals of technical decisions and
held shipments should be directed to the Responsible Office. To resolve issues
involving variations in construction, the manufacturer and Applicant may also be
offered the option of contacting a Customer Service Professional.

Should UL grant temporary authorization for the continued use of the UL Mark, such
temporary authorization shall only be for the time needed to review and/or process
the Procedure revisions, or as otherwise specified to cover a particular lot or
production run. The manufacturer shall satisfy the Field Representative that all
marks referencing UL are removed from the rejected material. Those marks
referencing UL not destroyed during their removal from the product shall be turned
over to the Field Representative for destruction.

CONSTRUCTION CONSIDERATIONS

The Field Representative is required to examine production bearing, or intended


to bear, the UL Mark or Markings, to determine compliance with each of the
construction requirements referenced in the “Construction Considerations”
section of Appendix D, as well as with the following requirement:

Markings - Information required shall be legibly and permanently marked


on the product as specified in this Procedure.

Packaging - There shall be no conflicting or questionable markings on


the carton or package, nor reference to any use which is not identified
in this Procedure.

APPENDIX D - MANUFACTURER' S RESPONSIBILITIES, CONSTRUCTION CONSIDERATIONS, AND


REQUIREMENTS FOR FACTORY TESTS

The Follow-Up Service Procedure covering the product is loaned to the


manufacturer and constitutes the basis on which the product is judged for
compliance with the applicable requirements.

MANUFACTURER' S RESPONSIBILITIES

The manufacturer's responsibilities include, but are not limited to:

Control of the UL Mark - Restrict the use of markings that reference UL (either
directly by use of the name, an abbreviation of it, or the UL symbol,
Classification Mark or Recognized Component Mark, or indirectly by means of
agreed-upon markings that are understood to indicate acceptance by UL) to those
products that are found by the manufacturer's own inspection to comply with the
Follow-Up Service Procedure description. Use of such markings is further limited
by the agreements that have been executed by the Subscriber and UL. Confine the
application of markings referencing UL to the location or locations authorized
in these Appendix Pages or the Follow-Up Service Procedure.

Access to Factory - During hours in which the factory is in operation, provide


the Field Representative with free access to any portion of the premises where
the product or components thereof are being fabricated, processed, finished or
stored, and to the test area assigned for the Field Representative's use. The
Field Representative shall be permitted to inspect and subject to prescribed
tests, prior to shipment, any product bearing or intended to bear markings
referencing UL.

Production-Line Tests - Conduct the Factory Tests detailed in Appendix D.

Required Records - Maintain records of test performance. The records shall


include the model or catalog designation of the product, the date of production,
the tests performed, number of units tested, test results and action taken on
rejections. Records for test performance shall be retained for six (6) months
and shall be readily available for review by the Field Representative.

Test Equipment and Personnel - Provide, at a convenient location, all required


test equipment and facilities and any required personnel for conducting all
tests that are to be performed at the factory. These shall be available when
needed so that the inspection work can proceed without undue delay.

Test Equipment Calibration - Determine that required test equipment is


functioning properly daily, and have it calibrated at least annually, or
whenever it has been subject to abuse (such as being dropped or struck with an
object) or its accuracy is questionable. The test equipment and instruments
shall be calibrated either by the manufacturer or by an outside laboratory. In
either case, it shall be calibrated by comparison with a standard that is
traceable to the applicable National Standard. A letter from the outside
laboratory or from an off-site manufacturer's calibration lab stating that their
lab standards are directly traceable to their country's National Standard and
outlining their traceability pathway is considered adequate proof of
traceability. For in-house calibrations, the Standard (weight and gauge blocks,
etc.) used shall be calibrated every three years, or whenever the Standard has
been subject to some form of abuse that may affect the Standard’s fitness for
use. The Standard shall be stored to protect it from damage or deterioration per
the Standard manufacturer’s recommendations. Records of the calibration of the
test equipment and Standard(s) shall be maintained until the next required
calibration is completed and recorded, and shall be readily available for review
by the Field Representative.

CONSTRUCTION CONSIDERATIONS

The manufacturer shall verify compliance with the applicable descriptions and
requirements contained in this Procedure. Consideration shall also be given to
the general requirements described below, which also apply to products covered
in this Procedure. It is the manufacturers responsibility to assure that
production complies with these requirements.

Markings – Required information shall be legibly marked on the product, in


the manner and minimum height specified.

Special requirements that may also apply to some or all of the products covered
by this Procedure include the following:

Usage Markings - There shall be no marking in the instruction manual, or


on the carton or package that is, or could be construed to be, in conflict with
or an extension of the use covered in the Procedure.

MANUFACTURER’S PERIODIC PRODUCTION-LINE TEST PROGRAM

The following production-line tests and examinations shall be conducted on


product covered by this Procedure.

a) The copper thickness test shall be conducted on five rods from each
4000 ft of finished rods (500 finished 8 ft rods).

b) The bending test and adherence tests shall be conducted once per month
on one sample of each rod diameter produced.

A. COPPER THICKNESS TEST

Test Method

The minimum thickness of the copper jacket shall be determined using the
manufacturer's equipment as noted in App. D.

Since jacket thickness may vary along the length and/or around the circumference
of the ground rod, the thickness measurement shall be made at a suitable number
of points along and around the rod to assure that the point of minimum thickness
has been determined.

Note: When making this thickness determination, portions of the rod within 1 in. (25.4 mm) of each
end and metal stamped markings are to be disregarded.

Basis For Acceptability

The copper thickness shall not be less than 0.010 in. (0.254 mm) plus the
tolerance of the thickness measuring equipment. For example, if the tolerance of
the thickness measuring equipment is ±5 percent, the minimum acceptable
thickness measured shall be 0.0105 in. (0.2667 mm).

B. ADHERENCE TEST

Test Method

An 18 in. length of rod with one end cut to a 45° point shall be driven between
two steel clamping plates or the jaws of a vise set 0.04 in. (1.016 mm) less
than the diameter of the rod, so as to shear off sufficient metal to expose the
bond between the copper jacket and rod. If a vice is used for this test, the
vice jaws shall be held fixed to prevent movement during the test.

Basis for Acceptability

Peeling of the copper jacket by the steel plates or the jaws of the vise is
acceptable, but there shall be no other evidence of separation of the copper
jacket from the steel core.

C. BENDING TEST

Test Method

Samples of the ground rods shall be held rigidly in a clamp or vise and the free
end bent by applying a force perpendicular to the rod at a distance 40 times the
diameter of the rod from a point where the rod is held until the rod is
permanently bent through a 30° angle.

Basis for Acceptability

There shall be no cracking of the copper jacket.

Procedure In Case of Nonconforming Results

When nonconformance is encountered during the manufacturer's test and


inspection program, the manufacturer shall follow the procedure detailed
below:

a. Reject the lot and hold production since last acceptable sample.

b. Perform analysis to determine root cause of nonconformance,


corrective action to be taken, and lots affected.

c. Implement an appropriate corrective action.

d. Randomly select a minimum of 10 verification samples of each size


for retest of nonconforming parameters.

e. If all verification samples pass, the lot may be accepted.

f. If any verification sample does not conform, all reference to UL


shall either be removed from the affected production, the production
scrapped entirely or, the manufacturer may notify the Field
Representative of the nonconformance and a Special Investigation
shall be initiated by the manufacturer. The Special Investigation
shall be concluded and the segregated production may bear the UL
Listing Mark only when, in the judgment of UL, the conditions
responsible for the Special Investigation have been corrected.

DESCRIPTION

PRODUCT COVERED:

USL/CNL - Copper Bonded Steel Earth Rods, Cat. Nos. ER10128, ER10588,
ER10168, ER10348, ER10208, ER10258.

GENERAL CHARACTER AND USE:

These rods are intended for use as an artificial ground for electrical
distribution systems and associated equipment in accordance with the
requirements of the National Electrical Code. The Chemically charged
grounding electrode consists of a copper tube filled with a chemical which
disperses to the surrounding soil through holes in the tube. The rod is to
be backfilled with a material recommended by the manufacturer. All ground
rods are required to be no less than 8 ft (2.44 m) long for USL certification
and no less than 10 ft (3.0 m) long for CNL certification.

TECHNICAL CONSIDERATIONS (NOT FOR FIELD REPRESENTATIVE’S USE):

Products designated USL have been investigated using requirements


contained in the Standard for Grounding and Bonding Equipment, UL 467.

Products designated CNL have been investigated using requirements


contained in the Standard for Grounding and Bonding Equipment, CSA C22.2 No.
41-13.

MARKINGS:

The marking of a ground rod shall be located within 12 in. of the top of the
rod and shall include the following information:

a) The manufacturer’s name, trade name, or both, or any other


distinctive marking whereby the organization responsible for the
product can readily be identified.

b) A distinctive catalog number or an equivalent identification.

c) The length of the rod.

Markings shall either be die-stamped, provided with a metal tag riveted


within the top 12 in. of the product, or on PGDQ2 pressure-sensitive label
suitable for adhesion to copper and suitable for outdoor use.

1. Body – Steel rod with copper coated. See illustrations indicated in the
table on the page 1 for dimension details. Tip and the end are
chamfered at approximately 60 angle.

2. Plating – The bars are cleaned and copper is electrolytically deposited


to a thickness of 0.010 in (0.25 mm) min.

3. Core – Carbon steel core in the form of straightened and cold drawn
bars.

Test Record Summary:

The results of this investigation, including construction review and testing,


indicate that the products evaluated comply with the applicable requirements
in Grounding and Bonding Equipment, UL 467, Tenth Edition, issue date March
22, 2013, Date June 7, 2017 and CAN/CSA C22.2 No. 41-13, Sixth Edition, Date
March 22, 2013 and, therefore, such products are judged eligible to bear UL’s
Mark as described on the Conclusion Page of this Report.

CONCLUSION

Samples of the products covered by this Report have been found to


comply with the requirements covering the category and the products are found
to comply with UL’s applicable requirements. The description and test result
in this Report are only applicable to the sample(s) investigated by UL and
does not signify UL certification or that the product(s) described are
covered under UL’s Follow-Up Service Program. When covered under UL’s
Follow-Up Service Program, the manufacturer is authorized to use the
Certification Mark of UL on such products which comply with UL’s Follow-Up
Service Procedure and any other applicable requirements of UL LLC. The
