REPUBLIC ACTS
1. Republic Act No. 8042 (Migrant Workers and Overseas Filipinos Act of 1995)

receive support in terms of education, healthcare, and emotional well-being.
Mandates pre-departure orientation seminars (PDOS) to help OFWs understand the emotional impact
of migration on their families, particularly children.
2. Republic Act No. 10022 (Amended Migrant Workers and Overseas Filipinos Act of 1995)
Enhances the protection of OFWs and their families, including the creation of OFW Family Welfare
Programs.
Ensures the availability of financial assistance, psychosocial support, and educational resources for
OFW families, particularly children.
3. Republic Act No. 9262 (Anti-Violence Against Women and Children Act of 2004)
Protects women and children from violence, including those in families where a parent (especially the
mother) works abroad.
Provides mechanisms such as Temporary Protection Orders (TPOs) and Barangay Protection Orders
(BPOs) for children who are at risk due to family conflicts or parental absence.
4. Republic Act No. 9231 (Special Protection of Children Against Abuse, Exploitation, and
Discrimination Act)
Provides special protection to children, ensuring they are not subjected to abuse, exploitation, or
neglect, particularly when their parents are overseas.
Includes programs to protect children of OFWs from child labor and emotional neglect due to parental
separation.
5. Republic Act No. 10868 (Overseas Filipino Workers’ Remittance Tax Exemption Act)
Exempts remittances sent by OFWs from taxes, ensuring that families, including children, receive the
full financial benefit of the money sent home.
Helps provide for the education, healthcare, and living expenses of OFW families, allowing children to
access better opportunities.
6. Republic Act No. 7610 (Special Protection of Children Against Abuse, Exploitation, and
Discrimination Act)
Offers community-based protection services for vulnerable children, including those from OFW
families who may be at risk of abandonment or neglect.
Supports programs for emotional and social development for children of OFWs.
7. Republic Act No. 10908 (Enhanced Public Employment Service Office)
Establishes Public Employment Service Offices (PESOs) to help OFWs and their families with
employment and vocational training.
Provides educational support and vocational opportunities for children of OFWs who are entering the
labor market.
8. Overseas Workers Welfare Administration (OWWA) Programs
Educational Assistance: Provides scholarships and financial aid for the children of OFWs to attend
school or pursue higher education.
Family Welfare Programs: Offers counseling, parenting workshops, and psychosocial support to help
families cope with the challenges of parental absence.
Repatriation and Reintegration: Supports OFWs and their families in cases of emergency or when the
worker returns to the Philippines.
9. Republic Act No. 11261 (First-Time Jobseekers Assistance Act)
Provides assistance for first-time jobseekers, including children of OFWs who are entering the
workforce for the first time.
Includes vocational training, job search assistance, and employment seminars to prepare OFW
children for the job market.
Migrant Workers Act (RA 8042 & RA 10022) – Provides comprehensive welfare programs, including
educational and emotional support for families, particularly children left behind.
Overseas Filipino Workers' Remittance Tax Exemption Act (RA 10868) – Exempts remittances from
taxes, maximizing financial support for OFW families.
OWWA Family Welfare Programs – Offers educational, healthcare, and counseling programs to help
OFW families.
First-Time Jobseekers Assistance Act (RA 11261) – Provides employment support and training for
children of OFWs entering the workforce.
