DO’S AND DON’TS

Do’s:
1. Download the Mobile App from Google Play Store only.
2. Always keep the App updated from Google Play Store.
3. Login and use the App only in a single device.
4. Register your device only after Enumeration Block (EB) allotment in CMMS portal.
5. Register Device only for a single User-id login.
6. Change the default password of Mobile App to ensure security.
7. Ensure correct Location Particulars are displayed on screen as per your appointment order
and then proceed with your assigned EB.
8. In case of any difficulty like differance in location particulars, re-registration of mobile, etc.,
contact your Charge Officer.
9. Upload the entered data after every 10-15 records to prevent data loss.
10. Keep your user-id and password safe.
11. Keep away your mobile device from any unauthorized person during Census work.
12. Be careful in entering the expected no of census houses and households before starting the
entry of actual records.
13. Remember to tick the check box to confirm completion of EB after clicking on “SYNC” icon,
then put your signature in the blank area, and finally click “SAVE”.
Don’ts:
1. Don’t use App Cloning/ Parallel Spaces / Dual Apps to use this App. It is illegal and unsafe.
Also data would not be synced with this technique and you may end up losing the data.
2. Don’t uninstall the App under any circumstances. In case of any update, just update the app
from Play Store.
3. Don’t forget to change the default password of mobile app.
4. Don’t proceed with incorrect location particulars.
5. Do not change Registered Mobile Device. It may be changed only in extreme circumstances
like device stolen, device broken etc., through Charge Officer.
6. Don’t wait to upload the entered data in bulk or after completion.
7. Don’t register your mobile, unless the EB(s) are allotted to you in CMMS portal.
8. Don’t share your user ID and password with anyone.
9. Don’t use another device for data entry while you have already registered on one device.
10. Don’t forget to check the box and mark current EB as completed after putting your signature.
11. Don’t handover your mobile to any unauthorized person during Census work.

INTRODUCTION

The Indian Census is largest administrative and statistical exercise in the world. The
Census of India 2021 is the 16th unbroken series of Census of India since its inception in 1872 and
the 8th Census operation after Independence. Census comes under the Union List [Article 246] at
serial number 69 of the Seventh Schedule of the Constitution of India and Census Act, 1948
forms the legal basis for its conduct. The Indian Census is the most credible source of
information on Demography (Population characteristics), Economic Activity, Literacy and
Education, Housing & Household Amenities, Urbanization, Fertility and Mortality, Scheduled
Castes and Scheduled Tribes, Language, Religion, Migration, Disability and many other socio-
cultural and demographic data of India since 1872.

2 In the history of Indian Census, for the first time, the Census data will be collected on
mixed modes, that is on Mobile App apart from keeping option for Paper Schedules. The Mobile
app for Census purpose has been devised to be very simple, convenient and user friendly to
ensure its maximum acceptability by all the Enumerators and Supervisors. The app can run on
all android version 4.0 and above platform based mobiles. The mobile app shall ensure that
enumerators do not have to carry heavy schedules all the time to the field. This in turn would
provide higher mobility to enumerator in the field. The app allows fetching facility to go to a pre-
filled Census house record and editing of the same. The app shall further reduce the burden of
preparing abstracts, summaries and duplication of other associated work.

3 With the help of mobile app, all the data will be instantaneously ready for the processing
without the need of extra Logistics for schedules and ICR processing. The data collection through
mobile App will also assist in reducing the workload of ICR processing of the raw data which in
turn will reduce the overall time taken to process the census data and to publish the results in
time.

1. Installation: The latest installation version currently available can be

downloaded from Google Play store and installed on device.

To find the App manually, navigate to the Google Select INSTALL to begin the
Play Store and search “Census 2021-Houselist”. download.

Please wait while the Houselist Select OPEN to start using the At the time of App start an alert
Mobile App is being Houselist Mobile App. message will display on the screen,
downloaded and installed. read and Press “OK” to proceed.

2. Starting Application: To start the Houselist Android Mobile Application,

follow the steps given below:

Click on “Census 2021-Houselist” Android After clicking on Application icon the Splash
Mobile Application icon. Screen comes which shows the Name and
Version of an App.

App will ask for these three permissions to run. Please allow to all. Please note that, the App will
not work, if these permissions are not allowed.

3. Register User : To REGISTER your mobile as enumerator for the Census-2021

Houselist mobile App, use the steps explained below:
On first start-up, after fresh
installation, the User-id will be
blank. Enter the User-id and
Password (default password is
rgi@123), which has been
provided to you at the time of
EB allocation through Web
portal (See Pic-3.1). After giving
the User-id and Password Press
REGISTER button to register the
device. It will send the OTP on
your email id and mobile, which
is registered on web portal.
Enter OTP and Press “Verify
OTP” button to verify the OTP.
There is one more “RESEND
OTP” button is available to get
OTP again, if not received within

a short time (See Pic-3.2).
Please notice after pressing
RESEND OTP button, the
authentication cannot be done
with old OTP.

After the OTP authentication is successful, it

will open location entry screen and will show
the EB allotted you. Also a message will be
displayed at the bottom of the screen “Login
Success on new device. Old device is
deregistered now” (See Pic-3.3).

4. Change Password : To change the password of the mobile App, follow the
steps given below:

On clicking the Houselist

Android Mobile Application
icon, the application starts
and displays Login page. On
first start-up, after fresh
installation, the User-ID will
be blank. After first successful
login this field will always be
pre-filled and will require only
the password to login. If you
forget the password or want
to change the password, it
can be changed (See Pic-4.1).
Press on Forgot Password,
the next screen for change
Password via OTP will come.
Give new password and
retype Password and press
“CHANGE PASSWORD”

come on registered e-
mail/mobile.

Enter the OTP and press verify OTP. A message Password

Changed will be displayed and the message “Please Login Again
with new password…” will come. Press OK. The APP will close.
Now start login again with the new password.

5. LOGIN Application: To Login the Census 2021-Houselist mobile App and use
the features provided in it, follow the steps given below:
Once registered, you will get the following
screen of Login Page. This
contains the following options:
a. UserID : Enter UserID allotted to the you.
b. Password : Enter the Password (default
password is rgi@123). Input new password, If
you have changed the password.

Language: Choose the Language in which Set Background Color: From this drop
you want to view the questions in all the down list, choose the color of the screen
screens. in which you are comfortable to work.

SET: After selecting the desired colour from drop down list,
Press SET button to save this colour for all next screens. After
pressing the SET button message will flash as “Colour Saved”.
After setting the colour once, every time you login, the same
saved colour will be automatically set for every screen in the
App. If the user desires to change the colour at any time, the
same process can be repeated to set the colour from the
Login Screen.

LOGIN: After filling the all the details, click on LOGIN button.
This will display the next screen.

6. Location Particulars: This page will show the location particulars (up to the
EB Level) allotted to you.

On this page you may fill these details:

No. of Census House as per Layout Map
Expected No. of Households

The screen contains the following buttons. Each of these

buttons is linked to the further pages.
1. CLICK FOR HOUSELIST ENTRY
2. VIEW SUMMARY OF HOUSES
3. EDIT RECORD
4. DELETE RECORD
5. SYNC

On the first login all buttons are disabled, except “CLICK

FOR HOUSELIST ENTRY“.

Enter the number of Census houses as per Layout Map and

expected number of Households. This only needs to be
filled for the first time. Then press “CLICK FOR HOUSELIST
ENTRY“ button to proceed.

The number of Census Houses is very crucial for marking

the EB as completed at the end. So this must be filled with
caution only after finalization of Layout map.

7. Census House Particulars-House identification: Houselist Questions starts

from this screen. The top of the screen shows visited Census House and
visited Households.

Q.1 Serial Number: This field is disabled

and Auto-incremented. This Serial number
will be displayed on top of the every
screen (see Q.1-3-Pic-1).
Q.2 Building No.: This field is Alpha
Numeric with limit of 20 Characters to
enter. Below this question on right side
REPEAT button is showing, but is disabled.
For entry of Building number of first
Census house, REPEAT button is disabled.
However for subsequent census
house/households this button will be
enabled and if building number is
repeated for next census
Q.1-3-Pic-1 house/household then press REPEAT
button.
Q.3 Census House Number: This is 4 digit
Numeric field. Initially for first building,
Census House Number is ‘0001’, by
default, and at right side below it, REPEAT
button and NEW button are showing but
are disabled. For subsequent census
houses, these button will be enabled and
if Census house number is repeated then
press REPEAT button or if you want to give
new number then press NEW button. This
Census house number will also be
displayed on top of the every screen.
After filling both the entries, click on NEXT
button to proceed to next screen (see
Q.1-3-Pic-2).

NEXT: This Button will jump to

used to go to the desired screen
listed in drop down. You can
only go to any screen directly if

8. Material Particulars: Under these screens, the data is to be captured about

Predominant material used for construction of the floor, wall and roof of the
census house.

9. Census House Particulars-Use of House: These pages capture the data about
use of Census House and condition of the Census House.

Q.7 Use of Census House: On this screen enumerator will

record the Use of Census House from the given options (1-9, 0).
At the bottom of the screen, two checkboxes (1. Is Institutional
2. Is Locked) and one field Actual use of census House are
showing but are disabled. They will be enabled as per the
selection of the use of the census House. App will ask questions
as per the option selected (explained below):

Option 1 (Residence): In this case App will ask all questions up

to 34. If choice “IS LOCKED” is also selected, then App will jump
to last question of Mobile number.

Option2 (Residence cum other use): If you select “Residence-

cum-other use”, Actual use must be filled. Then App will ask all
the questions up to 34. If option “IS LOCKED” is also selected,
then App will jump to last question of Mobile number. If option
“IS INSTITUTIONAL” is selected, then App will ask up to question
11 then jump to last question of Mobile number. If option “IS
INSTITUTIONAL” and “IS LOCKED” both are selected, then App
will jump to last question of Mobile number.

Option 3-9 and 0: In these cases, code of actual use must be

filled thereafter App will jump to last question of Mobile.

Q.7 Use of Census House: If the selected option is “1-

Residence”, then “Is Locked” checkbox gets enabled and Actual
use field gets disabled. If option is “1-Residence” (Normal
Household) and it is not locked, click on NEXT button then app
will ask all questions up to question 34.

Q.7 Use of Census House: If residential house is locked that

is option is “1-Residence” with “Is Locked” checked then
entering of Actual Use of Census House is must. There is
also a list of uses in this case which can be selected. If use is
not present in the list it can be typed, Then that used will be
saved into database. Then click on NEXT option for next
screen.

Q.7 Use of Census House: If

option is “2-Residence-cum-
other use”, then “Is
Institutional“ and “Is
Locked” checkboxes and
Actual use field gets
enabled (See Q.7-Pic-1).
If selected option is only “2-
Residence-cum-other use”
then, it will be treated as
Normal Household and App
will give it normal household
number. Here filling up of

Q.7 Use of Census House: If option is “2-Residence-cum-

other use” with “Is Locked” then App will not allot any
household number and filling up of Actual Use of house is
must as already mentioned in previous page. Click on NEXT
option for next screen.

Q.7 Use of Census House: If option is “2-Residence-cum-

other use” with “Is Institutional“, then App will allot
household number “999” for this institutional household.
As mentioned previously Actual Use of Census House
required to be filled. Click on NEXT option for next screen.

Q.7 Use of Census House: If option is “2-Residence-cum-

other use” with “Is Institutional “and “Is Locked then App
will not allot any household number as it is locked. Actual
Use of Census House is required to be filled as mentioned in

option is “4-School/ College

14. Necessary Buttons: The screen having necessary buttons to do work on

household details.
Now we shall discuss about different buttons
that can be used in mobile App.

I. CLICK FOR HOUSELIST ENTRY: Used to start

entry for houselist.

II. VIEW SUMMARY OF HOUSES: With this

button you can view summary of filled Census
Houses. Serial no. , Building no., Census House
no., Household No. and status of the record.

III. EDIT RECORDS: With the help of this

button we can edit a particular record.

IV. DELETE RECORDS: With the help of this

button we can delete the record of a
particular Census House record.

V. SYNC: This button allows the user to sync

(upload to server) all completed records. The
record will be upload on Central server.

I. CLICK FOR HOUSELIST ENTRY : This button is used to make entry of

fresh record as explained in page 12-28

II. View Summary of Houses:

On clicking the “VIEW SUMMARY OF HOUSES”

button at Location Particulars screen, it displays
the summary of Census Houses whose records
you have filled. The Screen shows only Serial
number, Building no., Census House no.,
Household No. and Status
(Locked/completed/Not completed) of the all
recorded Census House record. Now click on
“OK” to again go to the Location Particular
Screen.

III. EDIT RECORD

After pressing the “EDIT RECORD” button on

Location Particulars screen, it gives the option

When you input the serial Number in the field

and press FETCH DETAILS, it gives you Building
No. and Census House Number automatically.
Now pressing Next button, we can move to the
all next questions to editing of the filled census
house record. This will show all the data which
was filled previously, which may be
changed/edited as required. EXIT will take you
back to Location Particulars Screen.

IV. DELETE RECORD

After pressing the “DELETE RECORD” button on

Location Particulars screen, it gives the option
to delete a particular record. Delete Screen
shows only Sl.no. , Building no. and Census
house number fields.

When you input the serial Number in the field

and press FETCH DETAILS, it gives you Building
No. and Census House Number automatically.

Now pressing DELETE button, APP will

remove/delete this particular census house
record at the specified serial number from the
database and message “Record Deleted” will
display at the bottom. Pressing EXIT button will
take you to the Location Particulars screen.

After pressing the “SYNC” button on Location

Particulars screen, it gives the option to
Sync/upload the records which have been
completed.

The screen will ask the question” Do You Want

to Finish?”, and will show the summary of EB:
1.Total no. of Census Houses which have been
covered.

2. Total No. of Households in the covered

census houses.

3. Total No. of Persons in the covered Census

House.

If you don’t want to upload the data, you can

click CANCEL, otherwise press “SYNC & SIGN”

Now App is syncing and showing the

message “Syncing in progress.. Please
wait”. As App Sync with the server data
will upload.

Now data is uploaded on the

central server and screen
showing the message ”File
Uploaded Successfully”.

Now press BACK button to

go back to the Location
Particulars screen to
continue the houselist entry.

* EB COMPLETION

I. Marking the EB as completed and SYNC the data after filling up

of last record.

After completion of 90% data entry

work, calculated on expected No. of
Census House (which was filed on
Location Particular Screen at the
first time entry), App will display the
message showing the summary of
work completed. Now at this stage,
the checkbox “Is this EB
completed” get enabled.

Tick the checkbox, if this EB is

completed. After clicking this
checkbox, the App will display the
declaration of EB completion. Now
press NEXT button to see the
summary.

The screen shows the message of Summary of

EB with question “Do you want to finish?”. If
you want to finish and sync the completed data,
Press on “SYNC & SIGN” button.

Now after pressing “SYNC & SIGN” option, APP

will show this screen to capture signature of the
enumerator. First you tick on the checkbox to
confirm the declaration, as ticking the box will
enable the save button, then sign on the blank
area and Press SAVE button. Data will be saved
and uploaded on the central server.

Now after pressing SYNC & SIGN option, APP

will show this screen to capture signature of the
enumerator. First enumerator will tick on the
checkbox to confirm the declaration, as ticking
the box will enable the save button, then sign
on the blank area and Press SAVE button. Data
will be saved and uploaded on the central
server.

Now Press SAVE button. Data will be saved and

uploaded on the central server.

CANCEL button will work to go back screen.

CLEAR button will work to clean signature.

Now App is syncing and showing the Now data uploaded on the central server and
message Syncing in progress. Please wait screen showing the message”File Uploaded
for this. As App Sync with the server data Successfully”. Now press BACK button to go back
will upload. to the Location Particulars screen and press back
button of mobile to EXIT the APP.

II. Continuing data entry even after “Is this EB Completed”

option is visible.

After completion of 90% work, fill the remaining census house entry. App will show the message
”More than 90% of work completed. Summary is below” at the last screen for every remaining
census house entry as Shown below. Leave the Check box blank and click NEXT to continue data
entry of remaining Census Houses. Once your EB is completed, you tick the checkbox and click
NEXT

Note1 : If you get the error message after clicking on checkbox ”Is This EB
Completed”.
Once the work of EB is
completed, and you tick the
checkbox “Is This EB
Completed”. Then the App will
check whether any record is still
left and is not completed. If any
record is left, the App will give
the error message “Records Left.
EB Not Completed”, and the
checkbox will gets uncheck
automatically. In this case you
have to re-check the View
Summary of Census Houses and
find out the record which is not
yet completed and finish that
particular sl.no by Edit Record
option for completion of EB.

After completing all the pending

records and if the enumerator
thinks that the EB is completed,
and he ticks the checkbox “Is
This EB Completed”. The
declaration message will display
to confirm that enumerator has
finished the EB, no more
household is left for
enumeration. Press NEXT to
proceed.

After completion of the EB App

will ask “Do You Want to
Finish?” and shows the HL
Census Abstract. At the bottom
of the screen two buttons are
displaying

1. SYNC & SIGN: With the help

of this button enumerator can
sync the data to central server.

2. CANCEL: This button will get

back to previous screen.

15. EXIT Option: Follow the step to Exit from the App.

Now press BACK button to go back to the

Location Particulars screen and press back
button of mobile to EXIT the APP. The message
will display ”Do you want to exit the App?”.
Press Yes to exit the App.

NOTE: Enumerator work is now completed. He/She has filled all records and synced the data to
central server. Right Now he/she can show the work done to Supervisor.

16. SUPERVISOR MODULE: This module is only for supervisor. He will check all
records and give remarks.

Supervisor Module is basically for supervisor work.

After synchronization of the data by enumerator,
the supervisor will check the record through his
login on enumerator’s mobile. Registration and
Login will be same as done in case of Enumerator’s
process.

The supervisor has Supervisor Module for

supervisor work. After synchronization of the data
supervisor will check the record through his login
on his own mobile or on enumerator’s mobile.

First of all supervisor will Register with his own

user id and password which he got through web
portal.

Note: The supervisor will review the data on

enumerators mobile only by supervisor module.
For security purpose, the supervisor will get the
OTP each time he logins on enumerators mobile
via his module.

with his own user id and
password which he got
through web portal.

Only the data synced by enumerator

will be available to Supervisor. Here
there are two options for supervisor.
Press “OK” if supervisor is satisfy
with work of enumerator or press
“REMARKS” if he wants to give some
remarks.

After clicking OK, It will show a

popup message “Recorded”. This
means the supervisor has seen the
entry successfully.

Supervisor can give remark at least 3

character long and press “OK”.

After giving remarks (if it is more than

3 characters), it will show a popup
message “Recorded”. This means the
supervisor has seen the entry
successfully. If the remark is less than 3
characters, the message will appear as
“Not Recorded”.

Once the “Recorded” message

appears, this census house and
Household will not appear in the
dropdown list available to the
Supervisor.

When supervisor has checked all the records

and given remarks to all records, A screen gets
displayed and gives the message “All Houses
Finished. Sync Now”. The supervisor shall
press this button for synchronizing the data.

Please note that only synced houses (synced

by the enumerator) will appear in the list for
the supervisor to see. Supervisor may see the
data anytime (may be in every 2-3 days) or as
per his choice. Whenever he will see the data,
only data synced by the enumerator till date
and the data which was not seen by the
supervisor earlier will be visible to the
supervisor to review.

Now after pressing “SYNC” option, APP will show this screen to capture signature of the
Supervisor (See Pic-1). First Supervisor will tick on the checkbox to confirm the declaration, as
ticking on the box will enable the save button. Then supervisor will sign on the blank area and
Press the SAVE button (See Pic-2). Data will be saved and uploaded on the central server.

at the screen message is displaying “File
