EXECUTIVE ORDER NO. 12
SERIES OF 2023
AN EXECUTIVE ORDER RE ACTIVATING THE BARANGAY HEALTH EMERGENCY
ACTION TEAM IN THE BARANGAY OF CANDABONG , MUNICIPALITY OF ANDA , BOHOL,
AND DEFINING THEIR GENERAL FUNCTIONS.
WHEREAS, DILG Memorandum Circular No. 2003-95 dated May 7, 2003 enjoins all
barangays the creation of the Barangay Health Emergency Response Team (BHERTS) in
response to the growing concern over the outbreak of the severe Acute Respiratory Syndrome
(SARS);
WHEREAS, a similar or if not more severe threat is confronting the country and the entire
World with the outbreak of Coronavirus
WHEREAS, the National Government directed all barangay nationwide to form their
Barangay Health Emergency Response Teams (BHERTs) to help the government address the
crisis which was brought about by the 2019 novel coronavirus within their own community;
WHEREAS, Interior and Local Government Secretary Eduardo Aňo stressed that each
barangay must be adequately inform about the disease and prepare to adopt protocols in
containing it;
WHEREAS, unless properly addressed, this phenomenon may create a negative impact
on business productivity, tourism, and mobility of citizens, not to mention deaths.
WHEREAS, the Department of Interior and Local Government (DILG) issued
Memorandum Circular No. 202-018 date January 31, 2020, Guide to action Against
“Coronavirus”, enjoining all Punong Barangay to re-activate their respective Barangay Health
Emergency Response Team (BHERT)
WHEREAS, the Punong Barangay (PB) must appoint a team whose members are
composed of an executive officer , a barangay tanod , and two barangay health workers, one of
whom must be a nurse or a midwife;
WHEREAS, BHERT would serve as the eyes and ears of the government to make sure
that residents within their jurisdictions are all accounted for and are fully informed about the
coronavirus;
WHEREAS, BHERTS would members shall be equipped with protective gears such as
surgical gowns, goggle, masks, and gloves.
NOW THEREFORE, I, HON. SERVANDO D. AMORA, Punong Barangay of
Candabong, Municipality of Anda, Bohol do hereby reactivate the Barangay Health Emergency
Response Team (BHERT), composed of the following as member;

The Barangay Health Emergency Response Team shall perform the following function in
relation to Coronavirus;
a. With or without the list of arrival from the Mayor supposed to be given by the Bureau of
Immigration (BI), conduct visits in the home of every arriving person from a coronavirus
affected country;
b. Immediately list down the person(s) the arriving resident (s) came on contact with prior
to his/her arrival in his/her residence;
c. Required the arriving resident (s) to check and record temperature daily, in the morning
and in the afternoon, for the duration of 14-day home confinement period. Advise the
arriving resident (s) to watch out to any other symptoms of coronavirus like cough,
difficulty in breathing or shortness of breath;
d. Check of the condition of the arriving resident (s) daily from a distance of more than (1)
one meter. In checking, all wear N95 or surgical mask;
e. If symptoms are observed, immediately isolate and confine the arriving resident, now a
coronavirus suspect, to a room away from the member of the household prior to his
immediate transport to a DOH designated coronavirus- referral center of hospital for
further examination and treatment. Required the coronavirus suspect to wear N95 of
surgical mask. Place the rest of the household under 14-day home confinement.
Repeat the process for them, including contact tracing period. If no sign manifest,
report to the municipal health officer for home confinement.
f. If no symptoms are observe after the 14-days home confinement , report the matter to
the municipal health officer for lifting of home confinement; and
g. Report to the Punong Barangay on measures or actions taken per arriving resident.
This order shall take effect immediately.
