Chapter - 1 : Introduction 1
1. INTRODUCTION
Forests are an integral part of natural resources and ecological systems. The state’s
dense forests are located in the Western Ghats region. About 60% of the Western
Ghats of the country are located in Karnataka. In recent years, due to many factors, the
Western Ghats, one of the hot spots of the world’s biodiversity, has been under severe
threat. The depletion of forest cover has been halted to a large extent and forest cover
has quantitatively increased in recent years. The natural forest stock has also qualitatively
improved due to strict protection measures as well as a reduction in biotic pressure.
Forest resources significantly contribute to the state’s Gross Domestic Product (GDP)
by being a major source of timber, medicinal plants, minor forest products, grazing,
recreational activities, carbon sequestration, watershed provisions, etc. The department
has succeeded to a great extent in halting the quantitative depletion of forest cover
through afforestation and improved conservation programmes, however, anthropogenic
pressure on forests continues to be a major threat to the sustainability of human beings,
animals, and natural resources.
FOREST AREA:
Karnataka State has a total geographical area of 1, 91,791 sq. km, of which 40678.23
sq. km (21.21%) is under the control of the Karntaka Forest Department. This area
Comprises Reserved Forests, Protected Forests, Unclassed Forests, Village Forests,
and Private Forests. Further, land tenures like Betta, Bane, Jamamalai, Forest
Poramboke, Kan, Kumki, Paisari, Amritmahal Kaval, assessed wasteland, Kharab lands,
Inam lands, thickly wooded areas, plantations etc. also form part of forest areas. The
District wise Forest area are given in Annexure-1 and District wise extent of Forest
area by legal status are given in Annexure-2
The state has a network of protected areas with 5 national parks, 36 wildlife sanctuaries
(including five tiger reserves), 18 conservation reserves, and 1 community reserve.
OBJECTIVE:
¾ Protection, conservation and consolidation of forests and protected areas
(Consolidation, protection and conservation of forests, biodiversity and wildlife, and
habitat improvement.)

MISSION:
The department plans, executes, coordinates, and monitors the implementation of
various forestry and on a wildlife programmes to ensure ecological security and
environmental balance through sustainable forest management. It is also engaged in
enhancing the forest and tree cover through people’s participation benefit sharing basis
in order to meet the people’s needs and better realise ecological goods and services.
VISION:
The vision of the Forest Department is the conservation, management and development
of forests and tree growth on a sustainable basis, for present and future generations. It
envisages the expansion of the forest and tree cover to one third of the geographical
area of the state in accordance with the National Forest Policy, 1988. The focus of the
department is on protecting the existing forests, greening all the barren areas of the
state, and encouraging people to grow more and more trees on their lands through
agroforestry so that the pressure on the natural forests is progressively reduced.
i. Regulating the exploitation of forests for the removal of timber, firewood, and other
non-forest timber products as laid down in the principles of the working plans.
ii. Regulating the movements of forest produce, controlling sawing contraventions
and wood-distillations.
iii. Regulating tree felling on private lands.
iv. Regulate the diversion of forest land for non-forestry purposes.
v. Conservation of wildlife, biodiversity, and ecosystems

2. HUMAN RESOURCE
The Karnataka Forest Department is under the administrative control of the Forest,
Ecology and Environment Department of the Government of Karnataka. The Forest,
Ecology and Environment Department is headed by Hon’ble Forest, Ecology and
Environment Minister who is assisted by the Additional Chief Secretary (Forest, Ecology
and Environment) and who is in turn assisted by the Principal Secretary (Forest) and
Principal Secretary (Ecology and Environment).
The Karnataka Forest Department is headed by the Principal Chief Conservator of
Forests (Head of Forest Force) who is assisted by the Principal Chief Conservator of
Forests (Wildlife), Principal Chief Conservator of Forests (Evaluation, Working Plan,
Research and Training & Climate Change), Principal Chief Conservator of Forests
(Development), Principal Chief Conservator of Forests (Legal Cell), Principal Chief
Conservator of Forests (Forest Conservation) and the Additional Principal Chief
Conservators of Forests at the State Headquarter level.
For the purpose of territorial administration, the department is organised into 13 Circles
which are headed by the Chief Conservator of Forests (CCF)/Conservator of Forests
(CF). These circles are further divided into territorial and wildlife divisions, headed by
the Deputy Conservator of Forests (DCF). These divisions are again divided into Sub-
divisions, Ranges, Sections, and Beats with jurisdictional officers as Assistant
Conservator of Forests (ACF), Range Forest Officer (RFO), Deputy Range Forest
Officer cum Surveyor (DYRFO-cum surveyor), and Beat Forest Officer(BFO)
respectively.
Each revenue district has a social forestry division headed by a DCF, under the
administrative control of the respective Zilla Panchayat. Social forestry divisions take
up afforestation outside the notified forest areas and promote farm forestry and agro-
forestry. Each social forestry division has a small establishment comprising ACFs,
RFOs, DRFOs and Beat Forest Officer.
The Wildlife wing is headed by the Principal Chief Conservator of Forests, Wildlife and
Chief Wildlife Warden [PCCF, WL & CWLW]. Wildlife areas such as National Parks,
Wildlife Sanctuaries, Tiger Reserves, Conservation Reserves and Community Reserves
are administered by a Wildlife Wing comprising CCFs/CFs, DCFs, ACFs, RFOs,
DRFOs and Beat Forest Officers who are exclusively in charge of the above wildlife
areas, also known as protected areas (PAs).

In addition to the above territorial, social forestry and wildlife units in the field, the
department has a number of other functional units such as the CAMPA, Working Plan,
Research, Training, Evaluation, Vigilance, Publicity & ICT etc. These units are headed
by either PCCF’s, APCCF's.
The Organisational Chart of KFD is given in Annexure-3.
During 2023-24 the total staff strength in the department was 14815, of which 8234
were filled and 6586 were vacant. The number of daily wage employees working under
the Karnataka Daily Wage Employees Welfare Rules-2013 was 2026

3. DEVELOPMENT ACTIVITIES
The primary objective of the development wing is to look after the afforestation,
reforestation and other developmental works in the state. This includes initiatives taken
up by the Forest Department, along with other departments or private institutions/
organizations. The Key functions of this wing are as follows: -
In the year 2023-24, Rs.8231.762 lakh annual allocation has been made. Out of
this Rs.8279.064 lakh has been spent upto end of March -2024 for the following
afforestation activities.

3. Hasiru Karnataka:
In order to give more impetus for development of social forestry action is being
taken to plant seedlings suitable to each area in the government lands of small
hills, gomalas and areas surrounding tanks. By involving students of schools,
colleges and environmental organization with their active participation, a tree to
each house, a groove to each village, a small forest to each taluk, a forest to each
district. With this motto a scheme titled Hasiru Karnataka was launched.
In the year 2023-24 Rs.255.513 lakh has been allocated out of which Rs.252.350
lakh has been utilized upto end of March 2024for the following works.

5. Eco Budget :
Budget speech No.344 for the year 2022-23,In order to compensate for the adverse
effects caused by natural and man-made pressures on the forest biological system
in the state during the last five years, the following activities have been approved
and implemented under the new Eco-Budget scheme.
1. Barren hillock restoration
2. Eco restoration of degraded forest area
3. Mangroves afforestation in coastal areas
4. Shelter belt in coastal area
5. Krishna Riverine eco system restoration
6. Landslides and landslides prone areas management
7. Agro-forestry in Bayaluseeme Areas
During the year 2023-24, Rs.6252.223 lakh has been allocated and Rs.6235.561
lakh has been spent upto March 2024 for the following activities.

in the schools and colleges of Urban Areas. These plantations prevent not only
pollution but also enhance the greenery and scenic beauty of the urban areas.
In the year 2023-24 Rs.1183.769 lakh is allocated annually. Out of this Rs.1183.218
lakh has been spent upto end of March-2024 for the following afforestation activities.

8. Roadside Plantation:
Karnataka has about 4,000 km of national highways, about 21,000 km of state
highways and about 38,000 km of district roads. Some stretches of these roads
had avenue plantations raised a long time ago, since the days of the Mysore kingdom
or British presidencies. Since 1980 about 15,000 km of roadside plantations have
been raised by the Forest Department throughout the state under various schemes.
Since the year 2010, trees along many stretches of the state’s roads have been
cut under road-widening projects. In order to bring back greenery along these roads,
the state sector scheme “Roadside Plantations” has been under implementation
since 2011-12.
During the year 2023-24 budget allocation of Rs.3148.566 lakh has been allocated
and Rs.3145.777 lakh was utilized till March 2024for taking up the below mentioned
afforestation works.

rates from the nearest nurseries of the department. Seedlings so obtained be planted
in their land and nurtured. The incentive will be paid to farmers for each survived
seedlings from the Government and they are entitled to get returns from such
seedlings when it attains maturity.
In the year 2023-24 Rs.1000.00 lakh allocation has been provided under budget
head “2406-01-101-2-83-100-Afforestation on Forest & Non-Forest Areas-Financial
Assistance/Relief” the same has been allocated for making pending payment of
both incentive and service charges for the years 2021-22 and 2022-23. Out of this
Rs. 997.377lakh has been spent upto end of March 2024.
10. Special Component Plan: 2406-01-789-0-00-SCP-422:
This programme is being implemented to improve the economic condition of SC
community and to reduce the pressure on forest and to provide LPG gas connection
directly, supply of bee hive boxes, distribution of solar lamps to the selected SC
beneficiaries of this community. Action is being taken to maintain avenue plantations
along the roads leading to the colonies in habituated by Schedule Caste population.
In the year 2023-24 Rs.200.00 lakh has been allocated and Rs. 200.00 lakh is
released. Out of this Rs.199.99lakh has been utilized upto end of March 2024 for
free refilling of two gas cylinders to 11132 beneficiaries and free distribution of
bamboos to 406 families of SC beneficiaries.
11. Tribal Sub-Plan : 2406-01-796-0-00-TSP-423
This programme is being implemented to improve the economic condition of ST
community and to reduce the pressure on forest and to provide LPG gas connection
directly, supply of bee hive boxes, distribution of solar lamps to the selected ST
beneficiaries of this community. Action is being taken to maintain avenue plantations
along the roads leading to the colonies in habituated by Schedule Caste population.
In the year 2023-24 Rs.200.00 lakh has been allocated and Rs.200.00 lakh has
been released. Out of this Rs.199.99 lakh has been utilized upto end of March
2024 for free refilling of two gas cylinders to 10490 beneficiaries and free distribution
of bamboos to 702 families of ST beneficiaries.
12. Afforestation in other Areas: HOA: 2406-01-101-2-21-AOA-139-MW.
In the process of road widening in the state and national highways the trees which
are obstructing the works are felled. In order to plant the sapling in place of the cut

trees the funds are collected from the user agencies (K-ship, KPTCL, KRDCL and
other user Agencies) and remitted to HoA:0406-01-800-0-08-000. In turn the funds
are released by the Government under the budget head:2406-01-101-2-21-AOA-
139-M.W. based on the remitted amount by the user agencies according to as and
when the works are taken up.
During 2023-24 Rs.2000.00 lakh was allocated and released. Out of which
Rs1998.169 lakh has been spent upto end of March 2024 for taking up afforestation
works like advance works, raising and maintenance of plantation, raising and
maintenance of seedlings subject to the availability of the funds remitted by User
Agencies

Central Share (1st to 4th installment funds) of Rs.1250.00 Lakhs and State Share of
Rs.833.33 Lakhs totaling Rs.2083.33 lakhs have been released in K-2 PFMS. By
the end of March-2024, Central Share an amount of Rs.1161.78 Lakhs and State
Share an amount of Rs.774.52lakhs totally Rs.1936.29641 Lakhs was spent.
B. PROJECTS:
The Projects wing of Karnataka Forest Department is responsible for the
implementation and monitoring several afforestation schemes in all territorial
divisions of the state. These include the state sector schemes such as Tree Park
Scheme, Development and Preservation of Devarakadu Scheme, Maintenance of
Medicinal Plant Areas and Medicinal Plant Development Areas (MPCA & MPDA)
Scheme, Smruthivana Nirmana Yojane.
evolutionary process to continue without any disturbance and this scheme has
been started to construct and develop one Daivivana at every district. Accordingly,
from the year 2010-11 to the end of March-2024 a total of 92 Devarakadu’s have
been developed and conserved.
During 2023-24, Rs.302.02 lakhs have been provided under Budget Head: 4406-
01-101-0-03-Afforestation on Forest and Non-Forest Areas-139 Major Works.
Development and conservation works have been completed at 85 existed
devarakadus and 7 new Devarakadu sites during the current year, Rs.302.02 lakhs
have been released. By the end of March-2024, an amount of Rs.302.02 lakhs
were spent.
3. Maintenance of Medicinal Plants Conservation Areas (MPCA’s) and Medicinal
Plants Development Areas (MPDA’s) Scheme:
During 2023-24, an amount of Rs.131.03550 Lakhs has been allocated under Budget
Head: 4406-01-101-0-03-Afforestation on Forest and Non-Forest Areas-139 Major
Works in “MPCA’s and MPDA’s Scheme” out of which, Rs.131.04 lakhs allocated
and released. By the end of March-2024, an amount of Rs.131.04 lakhs was spent
for maintenance of medicinal plants protected areas and for protection of degraded
and endangered Myristica swamps.
4. Smruthivana Nirmana Yojane:
As announced in Budget Speech Para-289 for the year 2021-22, Smruthivana in
honour of 1) Shri Shri Shri Shivakumara Swamiji at Tumakuru and 2) Pejawara
Shri Vishwesha Thertha Shripada at Udupi are being constructed with an
expenditure of Rupees two crore each and this programme has been completed in
the year 2023-24.
An amount of Rs.309.04 Lakhs have been spent upto 2022-23 to implement this
programme. During 2023-24 balance amount of Rs.90.94 lakhs was allocated
and released under Budget Head 4406-01-101-0-05-Tree Park Programme-139

The Government of India has approved the work programme for Rs.1236.96 lakh for
implementation of the scheme during current year in the ratio 60:40 and released
Rs.162.50 lakh to the state Government as 1st installment. In turn the State Government
has released Rs.270.833 lakh to the department including its share of Rs.108.333 lakh
to the department. This amount has been released to the various implementing officers
to execute the works through K-2(PFMS) system to incur the expenditure.

The Government of India has approved the works programme for Rs.593.45 lakh for
implementation of the scheme during current year in the ratio 60:40 and released
Rs.233.04 lakh to the state Government which includes 1st installment of Rs.89.00
lakh of 2023-24 and the pending payment of Rs.144.04 lakh of 2022-23. In turn the
State Government has released Rs.394.885 lakh including its share of Rs.161.845
lakh to the department. This amount has been released to the various implementing
officers through K2(PFMS) system. to incur the expenditure.

4. WILDLIFE
The Wildlife Wing of the Karnataka Forest Department takes care of the protection and
management of 5 national parks and 36 sanctuaries (including 5 Tiger Reserves), 18
conservation reserves, and 1 community reserve. The wildlife wing also looks after the
conservation of all wildlife listed on the schedules of the Wildlife Protection Act 1972 in
the State (including wild animals occupying non-forest areas).
The management of national parks and sanctuaries is done through funding under
Centrally Sponsored Schemes and State Plan Schemes.
The activities carried out under the various schemes in the wildlife wing are as follows.
¾ Habitat improvement of national parks and sanctuaries by taking up the creation of
water holes and fodder development, besides taking up fire protection and cattle
vaccination programmes against diseases in and around protected areas etc.,
¾ Setting up anti-poaching camps at sensitive locations for the protection of forests
and wildlife through patrolling.
¾ Taking up eco-development activities, to reduce cattle and human pressure in the
protected areas by providing alternative resources such as LPG& Solar- based
equipment
¾ Reduction of man-animal conflict by taking up barriers such as elephant proof
trenches, rail barricades, solar-powered fences, erecting dry rubble stone walls
and creating corridors across areas of wildlife habitats.
¾ Payment of ex-gratia for the death of humans, injuries to humans, loss of crops,
cattle, and property due to wild animals.

4.3 BUDGET:
During the year 2023-24, the Central Government has provided financial assistance
through Centrally Sponsored Schemes including revalidation of amount unspent
during 2022-23. The Government of Karnataka has provided grants as State Share

Apart from this, the Government of Karnataka has provided the following allocations for
the payment of ex-gratia for damages caused by wildlife attacks, as well as for feed
and fodder for the domestic elephants in the departmental elephant camps.

4.7 Payment of ex-gratia for death of human, compensation for crop and cattle
damages by Wildlife:
As per Government order No. FEE 114 FWL 2022 dated 15.12.2022, ex-gratia of
Rs 15,00,000.00/-is paid to the legal heir of the deceased person in case of death
caused due to wild animal attack and vide Govt. order No. FEE 114 FWL 2022
dated 15.12.2022, in the case of permanent disability caused by wild animals, an
ex-gratia of Rs. 10,00,000/-is paid to the disabled person and in the case of partial
disability, ex-gratia of Rs. 5,00,000/-is paid to the disabled person. "A monthly pension
of Rs.4,000 for a period of 5 years is also given along with the ex-gratia to the
family of a person killed by wild animals and for permanent disability caused by
wild animals as per G.O. No. FEE 114 FWL 2022 dated 15.12.2022.
Further a medical expenditure as per the Central Government Health Scheme
(CGHS) rates vide G.O FEE 128 FWL 2013 dated 15-09-2015.
The Government has doubled the amount of compensation being paid under the
existing Govt order 130 FWL 2016 dated 19.09.2016 for crop damage by wild
animal attack and compensation for new crops such as Mango, Sapota , Seebe,
Jackfruit, Pomegranate, Custard apple and Mulberry are added in the order FEE
156 FWL 2022 dated 18.01.2023.
In the case of the loss of domestic animals such as cows, ox and buffalo due to
wild animal attack, an ex-gratia payment to the owners of such animals is enhanced
from Rs. 10,000/-to Rs. 30,000/-as per the rates of the State Disaster Response
Fund (SDRF) vide Govt. order No: FEE-144-FAP-2020, Date: 20.04.2021.
Including this in the case of the loss of domestic animals such as Chicken, Horses,
Donkeys etc. due to wild animal attack, an ex-gratia payment to the owners of
such animals is paid as per the rates of the State Disaster Response Fund (SDRF)
vide Govt. order No: FEE-171-FWL-2022, Date: 16.02.2023.
Statement on payment of ex-gratia for crop damages, cattle killed, Human death,
Permanent disability, injury and property loss from wild life during 2023-24 up to
March - 2024 is given in Annexure -5.

4.8 Elephant Task Force and Leopard Task Force established by the Government
to prevent Human-Elephant and Human-Leopard conflict as detailed below.
4.8.1 Elephant Task Force:
The Government has constituted an Elephant Task Force in Hassan,
Chikkamagaluru, Mysuru, Kodagu vide Govt order No: FEE 170 FWL 2022 dated:
21.11.2022, and Chamarajanagar, Ramanagar vide Govt order No: FEE 311 FEG
( E) dated: 01.02.2023 and vide Govt order No: FEE 170 FWL 2022 dated:
21.11.2022 Bengaluru Districts where the human-Elephant Conflict is more,
consisting of officers/staff to mitigate the Elephant problem and established control
rooms for the said Elephant Task Force and responding to calls in the control
rooms and driving back the elephants to forest.
4.8.2 Leopard Task Force:
The Leopard Task Force constituted to prevent the leopard menace vide Govt order
No: FEE 311 FEG 2022 (E) dated: 31.01.2023 Mysore, Nanjangudu, HD Kote,
Saraguru, T. Narasipur, Mandya, Pandavapura, Nagamangala areas where the
leopard menace is high. As per the official memorandum dated: 24.11.2023 of
Principal Chief Conservator of Forests (Head of Forest Force), the Bengaluru
Leopard Task Force was constituted to prevent the leopard menace in Kaggalipura
/ Anekal / Yalahanka / Hosapete / K.R.Puram Range of Bengaluru District.

6. In other 5 Zoos, Deputy Conservator of Forest of the Karnataka Forest Department of the
concerned jurisdictional territorial divisions is working as Ex-Officio Executive Directors of
the Zoos.
A Bear Rescue Centre by using a part of the existing Bear Safari with the existing
rescued animals has been established at Bannerghatta Biological Park, Bengaluru,
with the collaboration of Wildlife SOS, New Delhi, for the benefit of the rescued bears
from Khalandars, found astray, injured orphaned, trapped & sick etc., and enables to
rescue and rehabilitate more such bears. As on 31-03-2024, 60 (20 males & 38 females,
02 unknown) Bears rescued, are being accommodated in this rescue centre. The
maintenance costs of all these Bears are being directly met by Wildlife SoS, an NGO.
4.10.1 Chamundi Wildlife Rescue and Rehabilitation Centre at Kurghally of
Mysuru Zoo
As on 31-03-2024, Rescued animals housed in Chamundi Wildlife Rescue Centre,
Mysuru are as follows:

The Zoo Authority of Karnataka is ably supporting the national conservation strategy
especially in conservation education and disaster relief and rehabilitation. As a
testimony, Mysuru Zoo with visitor’s revenue established a Kurghally Rescue Center
during the year 2012, with an investment of about 25 Crores, over a period of 7-8
years, towards the construction of a compound Wall, a veterinary hospital, animal
enclosures, day kraals, Purchase of Vehicles etc., Thus, Kurghally Rescue Centre
is helping in preventing a collateral damage from effective conservation in the State.
Otherwise, rescued Tigers & Leopards, would not have been accommodated at
Banneraghatta Rescue Centre due to space constraint. So far, Mysuru Zoo has
rescued total 331 animals, of which 22 Asian Elephants, 40 Indian Leopards, 33
Bengal Tigers, Sloth Bears -12, Deers – 7, Birds – 63, Reptiles -81, Lesser
Carnivores – 37, Primates – 10 and other species – 26. Mysuru Zoo spends
approximately Rs.151.53 Lakhs per year on animal feed, fodder and maintenance.
These expenses are met out of revenue earned by Mysuru Zoo.

Chapter - 5 : Forest Resource Management 49
The Forest Resource Management (FRM) Wing of the Karnataka Forest Department is
headed by the Additional Principal Chief Conservator of Forests. This unit is primarily
responsible for the management and overall protection of forest resources from the forest
production stage. It is responsible for monitoring various forest resources such as Timber,
Firewood, Billets, Poles, Sandalwood, Bamboo, Canes and others forest produce.
5.1 System of Management:
The felling of trees and dead & fallen trees in forest plantations in territorial forest
divisions is being undertaken by the Karnataka State Forest Industries Corporation
or through the Department, which is included in the working plan approved by the
Ministry of Environment, Forest and Climate Change, Government of India and
with the approval of the Regional Empowered Committee. The forest cultivation
method followed earlier by the forest department, i.e., the method of removing
trees and raising of plantations, has been abandoned. Because this practice harms
the local environment and biodiversity, sapwood and firewood are removed from
fallen and dried trees to avoid stress on overall forest management. Trees for
industries are being harvested only from plantation areas. Timber & other Forest
produce, Firewood, Pulpwood, Bamboo, Cane are being cut using improved
methods. While clearing plantations for attention is necessarily paid to planting
suitable trees on the site. Non- Timber Forest produce is being disposed of through
Large scale Adivasi Multipurpose Cooperative Society (LAMPS), contractors.
5.2 Method of Extraction:
Harvesting of mature plantations and removal of dead and fallen trees from forest
areas, Felling and transportation of plantations by the Department or by Karnataka
State Forest Industries Corporation (KSFIC), details of Timber Forest and Non-
Timber Forest products for the period 2023-24 up to the end of March-2024 are
given in Annexure-6 and 7.
a. Large Scale Adivasi Multipurpose Co-operative Societies (LAMPS):
Large Scale Adivasi Multipurpose Co-operative Societies (LAMPS) have been set
up for better utilization of non-timber forest products for the tribal people living in
forest areas of Mysore, Chamarajanagar, Dakshina Kannada, Kodagu, Uttara
Kannada, Chikkamagaluru and Udupi. Arrangements have been made to collect
Non-timber Forest Product (NTFP) by collecting Rs.250/- from 23 LAMPS Societies.

The Government has the discretionary power to sanction (Head of Forest Force)
at 50% concession not exceeding Rs.2.00 lakhs in each case to the religious
institutions coming under the jurisdiction of Mujarai Department. That is, according
to the demand of public/organizations for construction of temple/repair of temple,
building of houses, various types of timber are being given on availability basis in
Circles for actual use and faith purposes.

The Van(Sanrakshan Evam Samvardhan) Adhiniyam, 1980 wing deals with subject
matters pertaining to the Forest (Conservation) Act, 1980. Proposals for the use of
forest land for non-forest purposes received from various User Agencies (Central/ State
Government Agencies/ Departments, Institutions, Companies and others including
private individuals) are scrutinized and processed through the Field units of the Forest
Department and submitted to the Government of India through State Government for
diversion of forest land under Section 2 of the Forest Conservation Act (FCA), 1980.

Statement showing the details of approved projects under FCA, 1980
Under Compensatory Afforestation Fund Act, 2016 and Rules, 2018 the Government of
India has created a National CAMPA at National level and State CAMPA in each State
and Union Territory. Under the Act, funds are accumulated on account of charges
levied on user agencies in whose favour forest lands are diverted. These charges are
towards Compensatory Afforestation, Net Present Value and any other money
recoverable by the State Government/Union Territory. 90% of the funds thus accumulated
are retained by the State/UT and 10% are to be transferred to National CAMPA.
As per the Compensatory Afforestation Fund Act, 2016 and Rules, 2018, to manage
the affairs of State CAMPA, Government of Karnataka has constituted a State Governing
Body, State Steering Committee and State Executive Committee. The Governing body
under the Chairmanship of the Hon’ble Chief Minister shall lay down the broad policy
framework for the functioning of State level CAMPA and review its working from time to
time. The State Steering Committee under the Chairmanship of the Chief Secretary to
Government approves the Annual Plan of Operations (APO) and lays down the rules
and procedures for the functioning of its Executive Committee and ensures
interdepartmental co-ordination. The State Executive Committee under the
Chairmanship of the Principal Chief Conservator of Forests prepares the Annual Plan
of Operations and oversees its implementation after its due approval.
As per the Compensatory Afforestation Fund Act -2016 & Compensatory Afforestation
Fund Rules – 2018 the following works are permitted to be carried out under State
Compensatory Afforestation Fund.
1. Compensatory afforestation: Compensatory Afforestation is one of the most
important conditions stipulated by the Government of India, while approving diversion
of Forest land for non-forestry purpose under Forest (Conservation) Act – 1980.

7. Installation of solar fences, tentacle fences, elephant proof trenches and other
physical barriers to mitigate Human-wild animal conflict at a cost of Rs.16.85 crore
for 2451.68 Km.
8. Creation and maintenance of fire lines for 16123.73 Kms and engaging fire watchers
of 36366 man-days and purchase of fire equipment’s for 12354 nos in fire prone
forest areas at a cost of Rs.12.87 crore
9. Rejuvenation of grasslands and removal of invasive weeds in wildlife habitats in
1413.24 ha area at a cost of Rs.4.49 crore.
10. At a cost of Rs.3.16 crore tiger /leopard and other animal rescue center have been
established and maintained in Tyavarekoppa Tiger-Lion sanctuary in Shivamogga
wild life area.
11. Improvement of Elephant Camps & Anti-poaching camps at a cost of Rs.3.79crore.
12. An expenditure of Rs.17.87Cr occurred during 2023-24 for construction of 130
residential buildings for front line staff (work in progress)
13. Undertaking research (maintenance of Clonal Orchards 762.30 Ha.) spill over
activities at a cost of Rs.2.28 crores through the Research Wing of the department.
14. Publicity & awareness creation at a cost of Rs.0.25 crores.
15. Modernization of IT infrastructure of Forest Department through the ICT wing at a
cost of Rs.2.00 crores.
16. Establishment and maintenance of Animal Rescue centers at Bannerghatta and
Mysuru Zoo and upgradation of Dubare Elephant camp/ Doddaharave Elephant
Camp and Elephant taming kraal have been undertaken at a cost of Rs.4.47 Cr.

The Administration & Co-Ordination (A&C) wing of the Karnataka Forest Department is
responsible for overseeing all matters related to the budget and accounts of the
department. All the budget allocations, releases of funds and supervision of various
administrative budgets are looked after by this wing. A & C wing is also responsible for
all matters relating to audits including carrying out internal audits of all territorial and
wild life units and compiling and furnishing replies to the AG, C&AG and PAC paras.
This wing coordinates with all other wings of the department as well as the government
in submitting replies to Legislative Assembly and Legislative Council questions.
The progress of releases made and the expenditure done under various State schemes
up to March 2023 is given in Annexures 9 & 10.
9.1 EVALUATION:
Evaluations in Karnataka Forest Department started way back from the year 1993.
In Evaluation wing Internal, External and Thematic Evalution works are carried out.
As per OM of Principal Chief Conservator of Forests (HoFF) dated 27/03/2018,
2022-23 Biannual Evaluation of Forestry works of 4th and 5th years are being carried
out. In this evaluation, Plantations, Seedling Distribution programme, other works
of 2017-18 and 2018-19 are being evaluated by teams of Chief Conservator of
Forests of different circles. Field evaluation is completed. The above said evaluation
report preparation is under process.
Evaluation wing has developed a webpage to collect information regarding forestry
works carried out under different schemes by all divisions. In this webpage worklists
are uploaded from all divisions.
In the year 2020-21, Biannual evaluations of Forestry works of 2015-16 and 2016-
17 have been completed. The above said evaluation final report are sent to circles
to submit ATRs.
To conduct evaluation regarding Compensatory Afforestation Fund Management
and Planning Authority from 2016-17 to 2021-22 is given to Institute of Wood Science
and Technology, ICFRE, MoEF & CC, Malleshwaram, Bengaluru.
ToR is prepared for works of Tree Park from 2011-12 to 2019-20 and worklists are
received from the wing for evaluation. To conduct this evaluation android mobile
application is being developed.
To conduct evaluation regarding SCP-TSP from 2017-18 to 2020-21 the ToRs have
been received from the respective wing and sent to Karnataka Evaluation Authority
for approval.
To conduct evaluation regarding Krishi Aranya Prothsaha Yojane (KAPY) from 2017-
18 to 2020-21, the ToR is prepared and worklists are being awaited from the wing.
To conduct evaluation regarding Raising of Seedlings for Public Distribution (RSPD)/
NAP-NBM from 2017-18 to 2020-21, ToR are being awaited from the wing.

scope of the project is to generate a uniform GIS database for all the notified forests
of the state using high resolution remote sensing data, village cadastral maps and
field survey data including GPS co-ordinates and publish these geo-referenced
forest maps for easy reference for the general public through the Bhuvan /KGIS
portal. The information will also be useful for operational and developmental initiatives
of the forest department with the following objectives.
• Generation of Cartosat-1 and LISS-IV Ortho-image databases.
• Generation of the geo-referenced cadastral database in and around the forest
lands.
• Generation and updating of notified forest land boundaries at the cadastral level.
• Generation of a GIS database of all Notified Forest lands and hosting the same
on the K- GIS platform.

There are four seed development units in the state. The main aim of these units is
collection of quality seeds from identified plus trees and seed production areas.
The seeds collected are classified, tested, graded and then supplied to other wings
of the department depending on the indents received. A seed testing lab and a
tissue culture lab is established in Doresanipalya for supply of quality seeds and
the mass production of QPM.

The Legal Cell of the Forest Department came into existence from 05-3-2007. The
Legal Cell is attached to the Office of the Principal Chief Conservator of Forests and is
headed by the Chief Conservator of Forests (Legal Cell). It has no unit offices.
The Legal Cell deals with cases from the lowest Court i.e Right from Civil Judge,
Junior Division and JMFC up to the Supreme Court are dealt by the legal cell.
The original suits, cases pertaining to labour court, service matters, consumer
forum cases, Motor Vehicle accident cases, civil and criminal cases, appeals, regular
appeals, miscellaneous, regular first appeals and second appeals, writ petitions, special
leave petitions etc., when they are referred to the legal cell, are dealt with by the
legal cell.

Chapter - 12 : Publicity and ICT 101
• Chief Ministers Medal Ceremony for the year 2020 & 2021 was successfully
conducted on September 29, 2023 in the Banquet Hall of Vidhan Soudha and 50
field officers & staff were awarded medals by Hon’ble Chief Minister, Government
of Karnataka.
• In-house department compilations on Martyrs of the department, CM Medal winners’
year wise for five years from 2017-2021 were published. Work regarding compilation
of all protected areas of the state is under progress.
• Calendar of Karnataka Forest Department for the year-2024 was published and
distributed.
• Annual Report 2022-23 published on June 30, 2023 and Annual Administration Report
2022-23 published on September 25, 2023.
• Compilation of Telephone directory of the department is under progress.
• The work of upgradation & digitization of the Central Library was completed during
September-October 2023.
• In Celebrating the 50 years of Project Tiger, “Pug print” a book providing information
about the projects success & challenges faced by the department was printed and
distributed to all wings and offices of the department.
• A monthly “Newsletter” incorporating various activities & events held in the
department during that month has been initiated since April 2023 and is circulated
from Principal Chief Conservator of Forests (Head of Forest Force) office upto
Range Forest offices throughout the state
• An updated version of the book which provides complete information about all
protected areas of Karnataka “A walk on Wild side 2.0” was printed in both English
& Kannada.
12.2 STATISTICS WORKS:
The statistics wing under APCCF (P & ICT) consists of an Assistant Director
(statistics) and an Assistant Statistical Officer (statistics) who are on deputation
from the Directorate of Economics and Statistics to the Forest Department. Their
duties and responsibilities are as given below:
• To liaison with all the wings in the department, including circles and divisions of
the Karnataka Forest Department (KFD), to strengthen the process of collection,
validation, processing, and interpretation of statistical data.

Chapter - 12 : Publicity and ICT
‘The Karnataka Sakala Services Act, 2011’ is being implemented in the forest department.
APCCF (FRM) is the nodal officer from Karnataka Forest Department for implementation
and monitoring of Sakala services in the department. Following 10 services have been
provided to the public by the department under Sakala:
1. The distribution of seedlings to the public—issue of orders.
2. Payment of ex-gratia for crop damage by wild animals.
3. Payment of ex-gratia for cattle killed by wild animals.
4. Payment of ex-gratia for human death or permanent disability caused by wild
animals.
5. Permission for cutting trees
6. Transit permit for transportation of forest produce
7. Licence for storage of sandalwood.
8. Permission for the cutting of rosewood
9. Permission for the cutting of sandalwood trees grown on private lands.
10. Renewal of sawmill license

Forest officers and field staff are expected to stay mentally and physically fit to be able
to discharge their duties and responsibilities effectively. Hence, the Karnataka Forest
department encourages its officers and staff to take part in sports activities. At the
national level, annual sports meets are held to inculcate sportsmanship and motivate
forest officers and staff to remain physically fit. All State/ Union Territory Forest
departments under the Ministry of Environment & Forests & Climate Change
(MoEF&CC), such as the Indira Gandhi National Forest Academy (IGNFA), Indian Council
for Forestry Research and Education (ICFRE), SFS Academy, etc., take part in the
National Forest Sports Meet held annually in any one State/ Union territory. In Karnataka
Forest department state level spots meet held in January 2024 at Kalburgi employees
won 35 gold, 6 silver and 4 bronze medals.
