TECHNICAL GUIDELINES FOR


BOXING
I. Rules and Regulations

World Boxing Competition Rules dated February 2024

II. Bout Format

School Boys: Three (3) rounds of one and a half (1 1/2) minutes per round and 1-minute
interval between rounds

Junior Boys & Girls: Three (3) rounds of Two (2) minutes per round and a 1-minute
interval between rounds

III. Scoring Criteria

The approved Scoring System is based on the “Ten Point Must” System.

10 - 9 - Close Round

10 - 8 - Clear Winner

10 - 7 - Total Dominance

IV. Eligibility

A. Only PSC-accredited athletes aged 13-16 can participate in boxing and belong to the
Age Classifications listed below. (Note: Boxer’s age is computed by subtracting his
year of birth from the year of the Competition)

B. Must be physically fit as certified by a Medical Doctor within one month from the
first day of the competition

C. Must belong to a team endorsed by their respective Local Government Unit

D. Eligibility of boxers on medical-related issues shall be referred to Rule 2.5


of the World Boxing Competition rules.
III. Age Classification and Weight Categories

Note: Boxer’s age is computed by subtracting his year of birth from the year of the Competition.

IV. Number of Boxers per Team


A. Each team may send up to Ten (10) boxers only representing each weight
category as listed above.
B. These boxers will be listed on the Entry Form to be submitted during the Boxing
Entries Check

V. Boxing Entries Check

A. One day before the first day of the actual boxing competition, the Boxing Entrie
Check shall take place. The Tournament Delegate may adjust this due to time
constraints or in consideration of the scheduled activities before the opening of the
Competition. All team delegations must attend to confirm their participation.

B. During the Boxing Entries Check, the registered Coach or Team Manager shall submit
their Official Final Entry (only one boxer per category is allowed) and shall present
all of the following to pass the Boxing Entries Check:

1. Authentic 2023 PSC-Batang Pinoy Identification Card of each boxer.

2. Boxer’s Record Book of each boxer fully accomplished and attached with 2” x
2” ID picture

3. Copy of the Medical Certificate submitted to PSC (issued within 1 month from
the first day of the competition)

4. A pair of boxer’s uniform

5. A signed declaration of Non-Pregnancy by any guardian of Women Boxers under


18 years old.

C. Please refer to Rule 5.2 World Boxing Competition Rules for other provisions on the
Boxing Entries Check.

VI. Official Draw

A. Official Draw shall be conducted right after the Boxing Entries Check.

B. The Official Boxers Draw will be conducted electronically unless otherwise justified
by technical failure.

C. The Weight Categories of Boxers confirmed at the Boxing Entries Check will be final
for the official Boxers’ Draw.

D. Each team may send up to three (2) representatives to attend the Draw.

E. Following the Official Boxers’ Draw, the Technical Delegate will approve and the LOC
will publish the Competition Schedule.

VII. Daily Weigh-In

A. Daily Weigh-ins and Medical Check take place from 7:00 am to 8:00 am only on each
competition day. Only the boxer scheduled to box on the day shall be checked and
weighed.

B. The weight registered in the Boxing Entries Check decides the Boxer’s Weight
Category for the entire competition.

C. During the Boxer’s first daily weigh-in of the competition, both the minimum and the
maximum weights are controlled. The boxer’s weight must not exceed the maximum
weight limit nor below the minimum weight limit. On the succeeding boxer’s daily
weigh-in, only the maximum weight limit shall be controlled

E. The Weigh-In must be conducted by Competition Officials appointed by the


Technical Delegate. Team representatives or Coaches are not allowed in the
Weigh in areas or rooms.

F. Boxers who do not comply with the requirements shall not be allowed to compete.

VIII. Compulsory Count Limits

A. School Boys: Two (2) Knockdowns in a bout.

B. Junior Boys: Two (2) Knockdowns in a round, or three (3) knockdowns in a bout.

Note: A “down” or a “count” caused by a foul shall not be counted in the compulsory count
limit

X. Boxer’s Uniform and Accessories

A. Boxers must wear uniforms predominantly of the color corresponding to their


respective corner (red or blue).

B. Boxers must wear a vest and shorts or skirts. The length of the shorts or the skirts
must not be shorter than mid-thigh, must not cover the knee and must not be
worn above the belt line
C. The belt line is an imaginary line from the navel to the top of the hips and must not
cover the navel. The belt line must be clearly identified by a contrasting color to
the short/skirt and vest must be 5-10cm wide.

D. A boxer must wear athletic footwear such as shoes or light boots without spikes or
heels.

E. A boxer may wear socks but it must not cover the knee. No boxer shall be allowed to
box with any tape on his body or uniform except a kinesiology taping at the back
and below his waist.

F. All boxers must wear a Gumshield during every Bout, and any color of mouthpiece
may be worn. The team shall provide the Gumshields for their Boxers.

G. No boxer shall be allowed to box not wearing the proper uniform

XI. Seconds

A. Each Boxer is entitled to be accompanied to the ring by up to three Seconds. However,


only two (2) Seconds may mount the apron of the ring and one (1) may enter the ring.
B. Seconds must leave the ring and the apron prior to the start of each round, and
must remove seats, towels, buckets, etc, from the platform of the ring.
C. Seconds must have a towel for the Boxer during the Bout. A Second may indicate the
retirement of the Boxer by mounting the apron and throwing the towel into the Ring when
this Boxer is considered to be unfit or unable to continue boxing, except when the Referee
is in the course of counting.

D. Seconds can only use transparent bottles.

E. Seconds can carry ice bags, Enswell, 4x4 gauze padding and swabs.

F. Seconds should be identified by wearing their respective uniforms. Sports attire like
tracksuits, T-shirts and caps can only be worn.

XII. Prohibited Actions

A. Seconds must remain seated during the rounds in the designated seating area

B. Seconds are not allowed to leave their designated area, touch the ring, clap,
address the Technical Officials, opposing Boxer or Seconds during a Bout.

C. Seconds are not allowed to cause any type of scandal in the Field of the Play or take
any other action that may be deemed unsportsmanlike behavior.

D. Seconds are not allowed to use cameras or communication devices in the Field of
Play, such as, but not limited to, smartphones, tablet PCs, walkie-talkies,
headsets, radios, etc

E. Seconds are not allowed to administer supplemental oxygen or inhaler to boxers


during the bout.

XIII. Sanctions

1. A Second receives a caution for a first violation

2. A Second receives a warning and be placed outside the Field of Play for a second
violation

3. A Second can be completely suspended from the Competition by the Technical


Delegate for a third violation

XIV. PROTEST

There is no protest is permitted. Bout decisions are final.

XIV. BOXING EQUIPMENT

A. The Philippine Sports Commission shall provide gloves, Head Guards, and Cup
Protectors
B. Boxing equipment must be returned to the Equipment Manager immediately after
use.
XV. REFEREES AND JUDGES AND TECHNICAL OFFICIALS

A. In all Competitions, each Bout must be controlled by a Referee, who will officiate in the
ring but will not score the Bout. In each Bout, five (5) judges will be assigned and will
score each round ringside according to the scoring criteria.
B. Referees and Judges and Technical Officials must be certified by ABAP for any
Boxing Competitions

XVI. AWARDS: PSC will provide the following awards and prizes.

A. Medals: A gold medal will be awarded to the champion in each Weight Category, a
silver medal to the runner-up, and Bronze medals to the 2 losers in the semi-finals.
B. Certificate of Participation shall be awarded to all Boxers and Coaches and a Certificate
of Recognition to the winning coaches
C. Certificate of Appreciation/Recognition for the Technical Officials

XVII. Other provisions not specified/stated in this Technical Guidelines shall be


supplemented by the latest World Boxing Competition Rules (February 2024)
and PSC Rules and Regulations for Batang Pinoy 2024.

XVIII. Awarding Ceremony

A. All medalists are encouraged to participate in the Awarding Ceremony.

B. Medalists should wear their Team Uniform.

C. There will be ten (12) gold, ten (12) silver and twenty (24) bronze medals to be
awarded.
