and supports the Human
Resources recruitment
process from advertising
to onboarding.
Incumbent is responsible
to assist in all online
recruitment activities,
including Electronic
Recruitment Application
(ERA) and the online
testing programs. S/he
also assists in preparing
and delivering trainings
relating to recruitment
application, policies and

Recruitment: 40%
Incumbent assists with
the entire Recruitment
process from beginning
to the end: Draft vacancy
announcements on ERA
for the State Department
and 11 Agencies as per
recruitment guidelines,
ensure reconciliation of
the advertisement with
the appropriate position
description and submits
to supervisor for review.
Advertise, upon
approval, position on the
web site (ERA Seeker
Site) and other mediums
as deemed necessary or
directed by the HR
Officer. Pre-screen all
applications received
and issue certificate of
the top preselected
candidates to the hiring
office. Plan and conduct
pre-employment testing
and interviews as
appropriate. Gather all
necessary documents
from selected applicant
and submit soft/ hard
copies to Security for
investigation upon final
choice of candidate.
Update ERA at every
step of the recruitment
process to reflect
position status. Ensure
good communication
with hiring units
regarding their positions.
Liaise with Security for
the onboarding of the
new employee.
Administration: 30%
Incumbent is responsible
for all administrative
activities relating to
recruitment: Maintain a
filing records for all
applications received to
establish eligibility and
non-eligibility of
applicants. Record and
respond to inquiries from
respective applicants.
Responsible for all
recruitment activities
including but not limited
to, online testing,
preparation of
conditional and formal
offer letters, contracts for
new hires, and filing all
recruitment dossier.
Responsible for
administering the check-
in process (Onboarding)
and new
employee’s
orientation programs.
Maintain the recruitment
tracking sheet, the
recruitment logs, and the
recruitment share drive
updated. Training: 30%
Incumbent assists in
planning, organizing and
delivering a variety of
trainings on the
recruitment process,
including the Electronic
Recruitment Application,
and Best Practices from
HR/OE. Coordinate
trainings activities with
the Post Training
Coordinator that are
designed to educate all
employees of the
mission on recruitment
strategies and the best
ways to complete the on-
line application.
Incumbent is responsible
to provide briefings,
instructions, and
guidance to hiring
authorities on the entire
recruitment process and
keeps them abreast
throughout the process.
S/he assists supervisors
in identifying appropriate
way to tailor the
advertisement to attract
the maximum of qualified
applicants as possible.
