I.

ELIGIBILITY
1. All players must be conforming to the age bracket in each division of the summer
league:
a. Mosquito Division – 14 years old and below
b. Midget Division – 15 to 20 years old
c. Junior Division – 21 to 25 years old
d. Senior Division – 26 years old and above

If any player from any team applies to play in a division other than their assigned bracket,
they must sign a waiver acknowledging that any injuries sustained during the games will be
at their own discretion and not the responsibility of the Sangguniang Barangay Officials at
Sangguniang Kabataan Officials, Referees, at Table Committee.

Kung ang sino mang manlalaro mula sa anumang koponan na nag-aplay na maglaro sa
isang division na iba sa kanilang itinakdang bracket, dapat nilang lagdaan ang isang waiver
na nagpapatunay na ang anumang pinsala na kanilang matatamo sa panahon ng mga laro
ay kanilang sariling desisyon at hindi pananagutan ng mga opisyal ng Sangguniang
Kabataan at Sangguniang Barangay, mga referee, at ng table committee.

2. To be eligible to participate and play, a player must be Resident of the Barangay

San Isidro, Mariveles, Bataan for no less than (6) six months prior to the opening
or the spouse of eligible resident duly certified by the officer in charge of the
barangay.

3. All players are required to submit/accomplish the profiling sheet attach with the
following requirements:

II. TEAM COMPOSITION

1. Participating teams shall have minimum of ten (10) and maximum of fifteen (15)
players.
2. The final line-ups must be submitted on final screening that will be held on
February 18, 2024. Substitution after the final screening is not allowed.
3. All players who played in the lineup during the elimination round must be the
same players allowed to play if they advance to the next round.
III. UNIFORMS
1. No team or player may participate in the game without wearing their official,
identical uniforms (top to bottom).
2. All teams must wear proper or prescribed uniform. (All players must tuck in their
shirts into their playing shorts. Players on the same team shall not wear the same
number).
3. Jersey exchanges between players are strictly prohibited. Additionally, using
another player as a substitute is not allowed.
4. Only jersey numbers ranging from zero (0) to ninety-nine (99) are allowed.
Numbers containing fractions, decimals, or other non-standard formats are
prohibited.

IV. GROUND RULES AND REGULATIONS

1. No replacement of players in the line-up shall be allowed, after a team has

already played. Eligibility of the players shall be observed.

2. Fifteen (15) minutes grace period shall be strictly implemented before a team will
be forfeited; forfeit shall automatically default.

NOTE: Incase of the late arrival of players at least starting five (5) players, the
team involved shall charge a technical foul at any reason of the day. Penalty 1
FREE throw and start of a jump ball at the center.

3. A team that walks out or withdraws/refuse to play from the basketball court
before the end of the game shall lose the game by forfeiture. In any reason,
forfeited game shall automatically have a score of zero.
a. Exception: if the remaining time is only 2 minutes for the last quarter –
they have the free will to end the game.

4. In FIBA Rules, A player/s shall be disqualified to that game when charged with two
(2) Unsportsmanlike Foul.

5. Technical fouls by players and coached /substitutes/ team followers and benches
(Team Bench/Personnel). Note: Technical Foul – Penalty: One Free throw and ball
possession will remain to the Team in control of the ball before the Technical
Foul.

A player shall be disqualified when charged with two (2) Technical fouls or (2)
Unsportsmanlike Foul or either (1) technical foul and (1) unsportsmanlike Foul

6. Players are not allowed to play once halftime arrives. Before the start of the 3rd
quarter game, players must sign the attendance sheet in the table committee to
allow him to play.

V. DUTIES AND RESPONSIBILITIES

1. Both coaches of the playing team should know the rules and regulations of the
game and must see to it that they are in total control of their players and their
benches.
 2. Only the coaches and assistant coaches of the playing team are allowed to
stand and make necessary verifications/complaints during the progress of the
game. Players are not allowed to make contact to the table committee unless
it is necessary.

3. Proper conduct on the part of Team Officials, Coaches and Players shall
always be observed. Any violation shall be ground for disqualification for the
entire league.

VI. TEAM DISCIPLINE AND CONDUCT OF PLAYERS

1. A team must be present at the playing court fifteen (15) minutes before the
scheduled match. In case a team will not show up after a grace period of
fifteen (15) minutes, THE TEAM WILL LOSE THE GAME BY FORFEITURE.

2. Any team who commits two (2) consecutive game defaults will be withdrawn
from the tournament without prior notice.

3. Any player, coach or manager who commits any of the enumerated acts of
violence or UNSPORTSMANLIKE conduct shall be penalized with a technical
foul and or a suspension in the game depending upon the gravity of the
violation/situation.

4. Players, coaches, or managers who are under the influence of liquor or any
prohibited substance are not allowed to enter the premises of the court.

5. Only the team captain in the floor can communicate with the game officials
including table officials regarding technicalities but not judgment call.
However, it should be in courteous and calm manner.
6. A player shall be disqualified/send out of the game if
a. He commits two (2) technical fouls in a game;
b. He commits two (2) unsportsmanlike fouls in a game;
c. He commits both or combination of the two types of fouls mentioned.
d. The technical committee has the power to disqualify any player that
may cause detrimental values to the league.
e. Out of the game for three (3) minutes if he committed a violation any of
the two aforementioned fouls.
7. A player/coach disqualified or send out of the game shall be automatically
suspended on his next game. Repeating this offense shall be automatically
disqualified from further participation in the league.
8. The following are prohibited form at the court’s premises:
a. ALCOHOLIC BEVERAGES
b. PROHIBITED DRUGS
c. GUNS OR DEADLY WEAPONS
d. SMOKING AND USING VAPE
9. Team members found positive on alcohol is not allowed to play, to coach and
to manage. If the committee or any officials found out that any team
members are on high on drugs will be automatically banned from the league.
10. A team who “walked-out” on the game shall lose the game by forfeiture
 11. In case of fights, every player involved will be automatically banned from the
league. A fight means: someone who has thrown a punch or kick an opponent
or other physical contact that is not related to basketball. The officials and the
technical committees still have the final decision.
12. All postponed games will be re-scheduled at the end of the round.
13. In the absence of the coach, the team captain will act as the playing coach.
14. Player/s caught giving an obscene sign such as dirty finger or heard saying
bad words to any official/s, technical committee/s, or to an opponent, that
player/s will be given a:
a. Technical foul on the first offense;
b. Thrown out of the game on the second offens;
c. and will be suspended on his next team game.
15. All players and coaches must be present and signed the profiling sheet of
their team during the screening.
16. Players and coaches who did not attend the screening will not be allowed to
participate in the league.
17. Players who did not submit the required documents will not be allowed to play
in the league.
18. Teams with scheduled games must be within the premises of the basketball
court 30 minutes before the schedule time play. At least (5) players from each
team must be present in the playing court of the game. The team that cannot
comply with the minimum number of players shall declare in forfeiture after
the lapse of 15 minutes grace period. These apply for the first game of
scheduled game. For the second, third and fourth games 10 minutes
defaulting time be implemented on the time of schedule game no more grace
period or rules succession.

19. Deliberately forfeiting games in favor of another team or game fixing shall be
ground for disqualification of the entire team delegation for the entire
duration of the league upon review of the technical committee.

20. Team that will NOT comply 5 players during the opening ceremony will be
automatically forfeited on their last match game in the elimination round.

VII. GAME STOP PROCEDURE

1. If a game is stopped due to unavoidable circumstances like power failure, bad
weather condition and render the court is not playable. This will be
rescheduled and the officials and committee will notice the players.
2. If the match is in progress is stopped in the 1st or 2nd period, the game shall
be reset to a new game with another playing date, the score should be back
to zero and the time will be reset. Players who are not around/present during
the match will NOT be allowed to play during the rescheduled game.
3. In the game was stopped in the 3rd, 4th or overtime period, the game will be
resumed to another playing date adopting the score and the remaining time
of the game when it was stopped. Player who are not around/present during
the match will NOT be allowed to play during the rescheduled game.

VIII. BREAKING OF TIES

1. In case of 2-way tie on team standings, win over-the-other will be applied.
 2. In case of 3-way tie on team standings, game points difference will be applied.

IX. PROTEST PROCEDURE

1. Protest involving violation of the general rules and regulations of the league
shall be done in writing and shall be addressed to the technical committee
together with the protest fee of PHP 5,000.00 the protest must be supported
with proofs and evidences. The technical Committee shall render judgment
based on the data presented. The protest fee shall only be refunded in case of
favorable decision. Thus, it shall be forfeited if their evidences and proofs
were found to be unmeritorious.
2. In dealing with the protest, representatives from both parties shall be given
the chance to present and defend their views/side.
3. If the protest has been proven true or valid, the player involve will be
disqualified to continue playing in all team for the duration of the league. The
decision of the committee is final and executory
All protest concerning the eligibility of the players shall be done in written and be
submitted to the technical committee 24 hours before the opening day of the
tournament and or after the game.

Decision of the committee shall be final.

X. IMPERSONATION

Any player who is found out using other’s identity shall be suspended and
automatically be blacklisted in any basketball competition as sanctioned by
Sangguniang Kabataan ng San Isidro, and all the game/s he played by the team he
represents shall be declared lost and the team shall be automatically out from the
league.

XI. SUPPLEMENTAL RULES

Any player who just turned age or celebrated their birthday six (6) months prior or
before start of the opening will be considered to join a division nearest their age.
(APPLIED FOR ALL DIVISIONS)

1. Bawal mag laro ang nakainom ng alak.

2. Bawal magpapalit-palit ng player. Kung sino nasa line up iyon lamang ang susundin.
3. Irespeto ang mga committee at referee, kung may concern ay si coach o captain ball
LAMANG ang pwede lumapit o makipag-usap sa ating referee at committee.
4. Sumunod sa nakatakdang oras ng laro, kapag dumating ang oras ng laro at wala pang 5
players ay magbibigay kami ng 15mins defaulting time sa mga team na late na dumating.
5. Ang team na may dawalang (2) default ay hindi na makapag lalaro sa liga.
6. Bawal gumawa ng gulo o makipag away sa loob at labas ng court. Automatic disqualified.
7. Dapat sa unang laro maibigay ang kalahati ng quota, at dapat makumpleto sa pangatlong
laro, hindi namin palalaruin kapag hindi nakumpleto ang quota sa pangatlong laro.
8. Bawal mag request ng schedule at bawal mag pa reschedule ng laro.
9. Bawal na mag-laro ang player kapag half time na dumating. Before of the 3 rd Quarter
Game starts the plater must be signed to the attendance sheet on the table committee.
10. Bawal mag laro ang manlalaro na hindi kanya ang suot na uniporme at kung ito ay naka
t-shirt o jersey LAMANG. (para sa basketball)
11. Lahat ng team ay dapat may muse, may banner at complete uniform, kapag walang
muse, walang banner at hindi naka complete uniform ay dagdag ng isang talo sa standing.
12. Hindi makakalaro sa unang laro ang sinumang player na hindi pumarada at hindi naka
complete uniform.
13. Lahat ng players (inter brgy.) ay kailangan mag present ng any valid i.d na
magpapatunay na ikaw ay representative ng iyong barangay na sinalihan.
14. Bawal ang pagbangko sa player, kapag may player na nabangko automatic talo kahit
nanalo sa game.
15. Para sa interbarrio basketball senior division ay open hugot ng isang player basta bawal
ang pro players (pba players) pwedeng magpapalit-palit ng hugot sa elimination at
pagdating ng semis hanggang finals ay iyon na ang magiging hugot at bawal na itong
palitan.
16. At panghuli, para sa mga players, mahigpit na ipinagbabawal ang pagmumura lalo na sa
mga referee at committee. Ito ay pagpapahingahin ng limang minuto (5 minutes) at kung
maulit pa ito ay hindi na muna paglalaruin sa araw na iyon.
