2. SCOPE OF WORK
2.1. General Description
The purpose of this method statement is to outline the procedures / guidelines to
be adopted and the controls to be exercise for the Earth work construction of
092-C48 (SP231000003) Project in Jubail Industrial City to ensure that material
supply and work execution conforms to the project requirements.
• Material Supply (backfill materials: sand or marl/sub-grade / sub-base /

2.3. Materials
a) Approved select fill materials
b) Imported fill material/borrowed fill material shall be as per Royal
Commission-02315; Imported or borrowed fill material shall be excavated
from approved pits. The material shall be sand or calcareous clay of marine
origin classified as marl, or combination of both sand and marl. The
maximum particle size shall be less than 75mm (for fill material) & 50mm
(for the select fill material).

Foreman/Lead man shall directly control and give instructions to the working
personnel. He shall ensure that works are performed using correct tools and
equipment.
Operator/Driver shall know about the machine well. He must understand machine
functions and limitations as well as its particular operating characteristics
Mechanic Competent Person is responsible for the maintenance of machineries
that will be used at site for the execution.

3. SAFETY AND HEALTH
3.1 General
• Site and Safety control will be conducted in accordance with the guideline
stipulated in the Risk Assessment
• For EHS proposes a clear job site will be regularly maintained.
• Wastes shall be segregated and removed from the site work on a daily basis
• Shelters for rest and respite shall be erected and provided with sufficient
potable water available at all the time on site.
• Smoking shall be permitted only on designated smoking shelters only.
• Safety officers on site will have radios/mobiles for communications and shall
be at site at all times.
• Daily pre-tasked briefing shall be conducted prior to start of work.
3.2 Risk Assessment

3.3 ES & H Contractor Requirement
• Only authorized and qualified personal are required to work of excavation or
backfilling.
• Only trained operators will operate the machinery /equipment and all others
are aware of its presence.
• All who will be involved in the activity will be briefed to maintain a healthy
and safety working environment and health & safety gears will be provided.

4. ENVIRONMENTAL ISSUES
4.1 Environmental Impact Assessment
• Housekeeping will be done at regularly basis at the end of each shift or min
once in a day
• Barricades all excavations in site to prevent pedestrians and vehicles falling
into them.
• If possible, excavations in roads or streets should d be backfilled or covered
over at night to minimize the risk assessment of accidents to the other
workers.
• Drip trays, spill kids will be provided on site in case of leak Spillage of Oil,
Petrol, Diesel, to avoid contamination of soil.
• Waste collection skips are placed on site and disposed of immediately to
landfill disposable yard
• Ear plugs, ear muff will be provided to all work force where there is high
noise
• Display safety signs such as high noise area keep away enclose the area and
barricade.
5. QUALITY ASSURANCE
5.1. Contractual Requirements
• Shine Company Ltd. (SCL) shall maintain the Quality requirements of the Project.
• SCL shall comply with RC Specifications.
• SCL shall Verify /examine all data and characteristics that complying with the
approved submittals.
• Prepare and record all QC related site activities including testing, inspection and
material deliveries.
• Shine Company Ltd. (SCL) considers points for this project to maintain its
reputation as a reliable contractor.

1. Grubbing /Excavation:
• Prior to initiating work obtain work permit
from utility clearance concern entity.
• A Valid work permit on site. Such as Land
accusation permit, encroachment permit, Saudi
electric company permit, etc.
• Detection of buried services using cable
detector and by trail pits with reference of as-
build drawings.
• Working areas must be barricade with warning
tape.
• Ensure constant supervision.
• In case of emergency contact on Emergency
contract numbers as attached
• Wear appropriate PPE and should have proper
training.
2. Backfilling
• Maintain good housekeeping on daily basis
• Red man green man training
• Certified equipment and operators shall be
used
• Authorized workers should operate
machineries.
• Valid work permit should be obtained
• Dust mask and suitable personnel protective
equipment
• Spray water to reduce dust & Use of certified
equipment only.
• Competent person shall inspect the equipment
and power tools with colour coded on the daily
basis.

3. Compaction
• The personnel shall use hearing protection
equipment when needed.
• Provide proper Access \Egress
• Unnecessary material must be removed from
the ground
• safety instruction are communicated to
working crews.
• Use Dust mask, Rubber Hand Gloves, Safety
Goggles Coverall.
• Proper use of hearing protection.
4. Installation of barricade and sign boards
• Adequate supervision and HSSE coverage.
• Area should be proper Barricaded with Hard
barricade.
• Deep excavation Signboard shall be posted on
the site.
• Other necessary signage also posted on the site
according to the site condition.
• Blinking lights should be installed.
5. Housekeeping
• Housekeeping will be done on a regular basis.
• All the waste material will be segregate
material wise and dispose of at land fill area
provided by the R.C
• During the Works, SCL is to segregate waste
into the following categories:
• General Construction Waste (concrete,
blocks, bricks, rubble, wood, etc...)
• Metals, hazardous Waste (fuels, oils, paints,
solvents, gas bottles, etc…)
• Domestic Waste (plastics, food, bottles,
cans, etc…)
• SCL will provide adequate number of skip-bins
or containers for waste disposal on site.
• SCL will educate employees through toolbox
talks and signages on segregation of the above
wastes and the use of the waste receptacles

Other personnel protective equipment should be worn by
the workers as required by the specific job such as full
body harness, face shield etc.
