Section 24 of Republic Act No.
6975 explicitly provides for the role of the PNP in the
community and in the lives of the citizenry wherein it firmly stressed that the
organization shall enforce all laws and ordinances relative to the protection of lives
and properties, maintain peace and order and take all necessary steps to ensure
public safety. Hence, the birth of the mission and vision of the PNP, “To enforce the
law, to prevent and control crimes, to maintain peace and order and to ensure public
safety and internal security with the active support of the community”.
In order to effectively execute the pivotal role of the PNP in the community
especially in public service delivery, it is vital for its personnel to be equipped with
the trainings suitable for every situation. Mediocre performance is considered a
taboo for each and every one in the PNP organization taking into account the fact
that life is a fundamental human need that strongly influences both psychological
and physical well-being.
Consequently, police training is an indispensable part of the organization to
aid PNP personnel to respond to the needs of the community/citizenry and appertain
the applicable remedy for each situation. Moreover, with effective training, the safety
of the PNP personnel and those around them will be not be jeopardized. Knowledge
and skills gained from police training ensures the police officers are well prepared for
any incidents that may arise during their tour of duty as well as during untoward
incidents that may occur anytime considering the uniqueness of the field of work of
police officers.
Each police training is distinct from one another and in that light that every
training is extremely important and should not be taken for granted as this will
determine what public service is to be delivered to the community and citizenry.
Subsequently, to avoid the use of excessive force and boost the capability of
police officers to defuse possible dangerous circumstances, training on negotiation
such as but not limited to de-escalation techniques, cultural competency training as
well as crisis intervention is a must.

In order to build trust with the community/citizenry and promote cooperation
between the latter and the PNP organization which is essential to avert conflicts from
happening, training on community policing and relationship sets in.
Adhering to “Maximum Tolerance”, reassuring the community/citizenry’s
expectations, training on the use of force and weapons will succor the police officers
on the proper use and discharge of firearms as well as other weapons.
On the other hand, training on investigation is equally important in the delivery
of public service as it helps/aid the police officer to ascertain the methods, motives of
the criminal to include the identification of the criminals as well as the victims.
Lastly, training on intelligence aids investigations by assisting to identify
available resources and information gaps as to focus more clearly the investigation
and refrain for effort duplication and prevent straying into areas of no relevance.
To sum up, police training plays a huge impact to public service delivery as it
serves as aid/guide of PNP personnel to effectively execute their mandated tasks.
Hence, should not be taken for granted.
