REORGANIZATION OF THE BUREAU OF CUSTOMS

⚖️R.A. 4164

⏰ FEBRUARY 4, 1965

 The Bureau of Customs was reorganized under CAO 4-65 (Feb. 4, 1965)
 Offices under the direct supervision and control of the Commissioner were elevated to
Department level with ranks higher than Division Level.

These Departments were:

⚠️PPLABM

o Public Relations Department


o Personnel Department
o Legal Department
o Administrative Service Department
o Budget and Finance Department
o Management Improvement Department.

Three (3) ranking Customs positions were created, namely:

 Assistant Commissioner for Revenue


 Assistant Commissioner for Security
 Director for Operations.

CAO 4-65 was later amended;

 Abolishing the position of ASSISTANT COMMISSIONER for Security


 Creating the position of DIRECTOR ADMINISTRATION

⏰ SEPTEMBER 24, 1972

 Under the Integrated Reorganization plan, reorganizing the entire Executive Branch of
the national government, another reorganization of the Bureau took effect on September
24, 1972.
 Creating SIX (6) CUSTOMS SERVICES under the Office of the Commissioner.
 Defining the jurisdictional limits of TWELVE (12) COLLECTION DISTRICTS with
the Principal Ports and Sub-ports of entry under the supervision and control of the
Collector of the Principal Port of Entry.

 The designation of heads of different services ➡️ "CUSTOMS SERVICE CHIEFS"


 The heads of offices with rank of division ➡️ "CUST. OPERATIONS CHIEF"
 The head of the National Customs Police ➡️ "DIRECTOR"

It was in this re-organizational set-up also that they abolished the positions of;

⏰ APRIL 22, 1975

 Revising the staffing pattern of the Bureau of Customs and


 Increasing the salaries of officers and employees.

⚖️EXECUTIVE ORDER NO. 127


⏰ JAN. 30, 1987

 Reorganizing the Ministry of Finance.


 The Bureau of Customs, was headed and subjected to the management and control of the
Commissioner of Customs, who is appointed by the President upon the recommendation
of the Minister and referred to as "Commissioner", have the following function of:

FUNCTIONS OF COMMISSIONER

o Collecting Customs duties, taxes and the penalties, accounting for all customs revenues
collected;
o Exercising police authority for the enforcement of tariff and customs laws;
o Preventing and suppressing smuggling, pilferage and all other economic frauds within all
ports of entry.
o Supervising and controlling exports, imports, foreign mails, and the clearance of vessels
and aircrafts in all ports of entry administering all legal requirements that are appropriate;
o Preventing and prosecuting smuggling and other illegal activities in all ports under its
jurisdiction;
o Exercising supervision and control over its constituent units, and; Performing other
functions as may be provided by law.

⏰ AUGUST, 1986

 Granting autonomy to the Commissioner of Customs in matter of appointment and


discipline of Customs personnel shall remain in effect. (Sec. 33, E.O. 127)

⏰ JANUARY 9, 1998

The executive order creating a new group under the Commissioner of Customs:
“Management Information System and Technology Group”
➡️ achieve modernization and global competitiveness in customs clearance and
processing.

⏰ MAY 25, 2009

The executive order creating two separate offices:

1. Intelligence Group and Enforcement Group from the Intelligence


2. Enforcement Group in the Bureau of Customs.

⚖️CUSTOMS ADMINISTRATIVE ORDER NO. 1-2019

⏰ JANUARY 9, 2019

 It is issued by the BOC to create an office headed by an Assistance Commissioner under


the Office of the Commissioner of Customs, which is mandated to conduct audit of
importers, locators and all parties engaged in customs clearance and processing.
