OBITUARY REFERENCE
MR. SPEAKER: Hon’ble Members, as we meet today. If is my sad duty to
inform the House of the demise of our visionary who bridged tradition and
innovation.“Mr. Tata’s dedication to philanthropy and the development
of society has touched the lives of millions. From education to
healthcare, his initiatives have left a deep-rooted mark that will
benefit generations to come.

PRIME MINISTER AND LEADERS OF THE HOUSE:


Sir I rise to pay my tributes to One of the country's most revered business leaders,
Ratan Tata .He was a pioneer in business who did not shy away from taking bold
bets. Cementing the Tata brand among Indian households and making the country's
largest conglomerate a name outside India will be among his most significant
legacy.Shri Ratan Tata Ji was a visionary business leader, a compassionate soul
and an extraordinary human being,
LEADER OF OPPOSITION: Sir, I associate myself with the tributes paid
by you and the leader of the house. I had the privilege to mingle with the Great the V
He provided stable leadership to one of India’s oldest and most prestigious business
houses. At the same time, his contribution went far beyond the boardroom. He

Vinamra Soni : Mr. Speaker, Sir,
Question No.101, will the MINISTER OF FINANCE be pleased to state : why the
budget provides further tax breaks to wealthy corporations, while the middle class
receives negligible relief? In light of growing corporate profits, why has the
government prioritized corporate subsidies instead of focusing on social welfare
programs for the middle class? I expect a detailed report on it.

Siddhi Jain : (a) Yes, Sir,
“I want to relieve the middle class, but I have limitations too. I want to give relief by
reducing the tax rate, and that is why the standard deduction rate has been increased
from ₹50,000 to ₹75,000. By increasing the tax rate, the tax liability of the high-
income class also increases. The new tax regime was implemented with the aim of
reducing the tax rate and has lower tax rates than the old tax regime,
Madam, ”“I am also from the middle class...and understand their problems better than
every one else,"
Madam, the real problems lie in other areas, Madam, prior to the Goods and Services
Tax (GST), different states imposed their own taxes on essential items, leading to
price discrepancies across the country. The implementation of GST has now
standardized the prices of essential goods nationwide, providing relief to common
people..

2. Although the GDP of India is increasing,but the gap between the rich and the poor
is also widening in an alarming rate. What is the government strategy to face this
issue?

Minister of Finance _The widening gap between the rich and the poor in India is a
pressing concern that our government is actively addressing. We acknowledge that
the post-reform period has led to increased GDP growth, but unfortunately, it has also
resulted in a widening income inequality. To tackle this issue, we're implementing a
multi-faceted strategies like ,
1.- Affordable Housing: Our Pradhan Mantri Awas Yojana aims to provide housing
for all by 2026, ensuring that every citizen has a roof over their head.
2.- Financial Inclusion: The Jan Dhan Yojana, Aadhaar, and Mobile trinity enables
direct benefit transfers, promoting financial accessibility to all.
3.- Skill Development: We're enhancing employability among youth through the
Pradhan Mantri Kaushal Vikas Yojana.
4.- Progressive Taxation: Our tax system ensures that the wealthy contribute more to
support the vulnerable sections.
5.- Targeted Subsidies: We're providing subsidies to those who need them most.

May I know What steps are being implemented to provide financial support to
farmers during times of crisis and how will the government enhance farmers access to
credit insurance and market information?

करने और उन्हें वित्तीय और सूचनात्मक संसाधनों तक पहुँच प्रदान करने के लिए
प्रतिबद्ध है।कृ षि संकट के समय किसानों को वित्तीय सहायता प्रदान करने के
लिए सरकार कई कदम उठा रही है।
कृ षि बीमा योजनाएँ: प्रधानमंत्री फसल बीमा योजना जैसी योजनाओं के माध्यम

2.What measures are being implemented to promote organic farming and reduce
chemical fertilizers usage? How will the government ensure quality farming practices
and soil conservation?

सरकार जैविक खेती को बढ़ावा देने और रासायनिक उर्वरकों के उपयोग को कम करने


के लिए कई उपाय कर रही है। इनमें शामिल हैं:
प्रोत्साहन योजनाएँ: किसानों को जैविक खेती के लिए अनुदान और वित्तीय
सहायता प्रदान की जा रही है।
प्रशिक्षण कार्यक्रम: किसानों को जैविक खेती के तरीकों पर प्रशिक्षण देने
के लिए कार्यशालाएँ और सेमिनार आयोजित किए जा रहे हैं।

Education Minister
-Tanisha 1.( Honorable Speaker) May I Know ,What is the total budget allocation
for the education sector in 2024-25 and how does it compare to previous year? We
need to know What measures are being taken to increase funding for vocational and
skill development programme.?

Education Minister --Honourable speaker, As of 2024-25 budget, the total


allocation for the education sector is ₹1.48 lakh crore reflecting an increase of 4.3%
compared to the previous year's budget of ₹1.16 lakh crore.
To enhance funding for vocational days and skill development programs , the
government is implementing several measures: A few among them ,I can read out
Mam,
1. Increased funding for vocational training and institutions,
2. Focus on digital learning
3. Some initiatives
• Pradhan Mantri Kaushal ,Vikas Yojana (PMKVY)
* Jan Shikshan Sansthan (JSS) Scheme
* National Skill Development Mission (NSDM)
•National Apprenticeship Promotion Scheme (NAPS)- These are the major schemes
under our governments implementation.

2. What step the government has taken to implement the National Education Policy
2020 and what progress made so far? How will the government address the concern
regarding the commercialization of education and ensure accessibility for under
privilege section of the society?

Honorable speaker, In Higher Education, various initiatives and reforms have been
carried out for implementation of NEP 2020. like, For learner centric education,
National Credit Framework (NCrF), National Higher Education Qualification
Framework, Academic Bank of Credit (ABC), multiple entry/exit etc. have been
introduced.

1. Open and distance learning ---It allows the students to learn according to their own
time and place because of its flexibility. Distance education aims to to provide
freedom to the learners to carry on self directed learning.
2. School governance ---Policies are thus meant to provide the guidance for imparting
educations and laws ,ordinances,and directives in the form of legal bindings upon the
schools Policies framed by the governing body provide direction for the governance
of schools.,There are few other areas which I am not elaboration here, like , Inclusive
education ,GER ( Gross Enrollment Ratio) enhancement etc--.
Progress made so far : Dear mam, To implement NEP in its real meaning, our
government is monitoring in every school areas like, Foundational literacy and
numeracy, Higher education,School bag waight ,Multilingualism including Teacher's
development programmes.

To address the concern regarding the commercialization of education government has


set up the Regulating committee ,Regulating private and deemed universities. The
government has set up fee fixation committees .
Madam,To ensure accessibility for under privileged students government has taken
initiatives Providing financial assistance to the weaker session,a governmental team
is monitoring to see the free access to NCERT books.the Government is Providing
scholarships and grants to the eligible group of students.

1. The government Jal shakthi mission has failed to address the critical issues of
water scarcity,quality and accessibility and its emphasis on privatization and big
infrastructural project will only exacerbate the crisis.

comprehensive approach to water management by integrating various sectors and
promoting investment in infrastructure. Large-scale projects can improve
accessibility and quality, and public-private partnerships may bring in necessary
expertise and resources. Additionally, the mission emphasizes water conservation and
raises awareness about water issues, which can foster community involvement and
sustainable practices. If implemented effectively, these strategies have the potential to
address critical water challenges.

2. The government obsession with " Har Ghar Jal" by 2024 is nothing but a populist
slogan,ignoring the ground reality issues faced by our citizens.

Ans-While "Har Ghar Jal" may appear to be a populist slogan, it plays a crucial role
in addressing water access issues in India. By aiming to provide tap water to every
household by 2024, the initiative recognizes the urgent need for reliable and safe
water, particularly in rural areas.

This program focuses on improving water infrastructure, which can lead to long-term
benefits for marginalized communities and help reduce inequalities. It also
encourages local participation in water management, empowering communities to
take ownership of their resources.
Moreover, ensuring access to clean water has significant public health benefits,
reducing waterborne diseases and enhancing quality of life. Overall, "Har Ghar Jal"
represents a vital commitment to tackling water challenges and promoting sustainable
development.

1. It is highly painful to see that the the air travel has become a night mare for the
consumers especially during the time of Festivals. In these peak time travelers are at
the mercy of the company. How is the government addressing the rising costs of air
travel for consumers especially during the time of Festivals, and what initiatives are
in place to keep airfares affordable?

Honourable spraker :-To address rising air travel costs, several initiatives have been
implemented by our government
The Ministry of Civil Aviation has set price caps on airfares during peak seasons to
prevent exorbitant fare increases.
Efforts are made to enhance the number of flights and routes available during festival
times, which helps to alleviate demand and keep fares in check.
The government provides incentives to airlines to operate additional flights during
peak seasons, encouraging them to maintain competitive pricing.

2. .How does the government plan to enhance regional connectivity and ensure that
under served areas have access to air travel?

To address issues of Promotion of Regional Connectivity: Initiatives like the UDAN
scheme aim to boost regional air travel, increasing options for consumers and
potentially lowering prices.
Strengthening consumer rights in the aviation sector ensures transparency and
accountability from airlines, helping travelers make informed choices.

( MINISTER OF RAILWAYS)

It is said that the Indian Railway is the biggest public sector undertaking in India,
covering an extensive network throughout the country. But It is highly imperative to
look in to this mater that there are certain areas of Indian railway that need a special
attention .At this era of high technology and development, still we are having
outdated locomotive technology and inadequate rail network relative to the size and
population of India. May I know what are the steps taken by the concerned
department to face this challenge ?

(Ministry of Railways ) .We have been always trying to take some crucial steps for
our population and from few years Indian Railways has taken some crucial steps to
extend its connectivity
* we had proposed the development of three New corridors under the pm Gati Shakti
programe to increase multi model connectivity
* The Government has taken initiative to introduce new generation train such as
Vande Bharat, Vande slippers Amrit Bharat and Namo Bharat had been introduced .
* We have been modernising railway station , in this regard I would like to mention a
very few,
Amrit Bharat Station Scheme is an ongoing Indian Railways mission launched in
February 2023 by the Ministry of Railways to redevelop 1275 stations nationwide.It
is both enabler and beneficiary of other key Government of Indias schemes, such as
Bharat Net , One Station One Product, Make in India , Startup India, Stand up India ,
Industrial corridor, Bharat Mala, Dedicated Freight Corridor Corporation of India and
many more.
The Indian Railways has also taken up the world's largest station reader development
programme
The entire project covers redevelopment works at 1,309 stations across the country
with the first 508 train stations across 27 states and union territories* to need an
investment of Rs 24,470 crores (USD 3 billion).

2. Respected Madam, Recently we came across many incident of train accidents,
like train collied , de-railing etc, and all these cases, the final conclusion is
because of manual error. When shall; be able to run our trains like that of
European styles.

The Governments of India,, the rail industry and road organizations have been
implementing a variety of countermeasures for many years to improve railway safety.
These actions are substantial and have resulted in a continuing decrease in the
number and the severity of accidents. This paper presents existing suitable
techniques that are used in the preventative measures targeted to reduce railway
suicides, trespassing and level crossing user accidents. It describes them in terms of
their capability to effectively reduce accidents, their cost-effectiveness and their
integration within the railway transport system as a whole. If Respected members
demand I can share a copy of this paper to every one . thank u mam.

Minister "Mislead"the Ragya Sabha by his emphatic statement on early warning
issued by the centre to the kerala government ahead of the vayanad Landslide ,
"Which have been proven to be false "
Dear Madam,I have requested you to allow me to raise a question on that matter
now.
MR. SPEAKER : Shri ‘T’, have you given notice of it earlier? You may give
due notice alongwith a copy of newspaper cutting and I shall consider it. You cannot
spring a surprise on me like this.

Q: Why a large number of fancy packed food products of questionable nutritional


value are appearing in the market with equally fancy prices. Why are these products
being promoted and heavily advertised in the media? Why does the Government
propose to make mandatory registration of all such products and fix prices related to
their quality and also don’t ban such harmful and dangerous products?

The rise of fancy packaged food products, often with questionable nutritional value,
is largely driven by consumer demand, economic incentives, and advertising. Here's a
breakdown of the main factors at play:First of all, we cannot ignore, Consumer
Demand and Lifestyle Trends: As busy lifestyles become more common, people are
increasingly looking for quick, convenient food options. Companies respond by
developing products that are easy to consume, often sacrificing nutritional value for
taste and self life. even when they may not be genuinely nutritious.
Food companies invest heavily in advertising to create a brand image that appeals to
consumers’ emotions, convenience, or perceived health benefits. By using media
platforms, these companies reach a wide audience and influence consumer behavior
significantly.More over, the most important one is High Profit Margins: Many of
these packaged foods have a high-profit margin due to their relatively low production
costs and premium pricing. This economic benefit encourages companies to focus on
such products, especially given the success of marketing campaigns that drive sales .
Govt face a balancing act when it comes to regulating the food industry.
Banning products outright could hurt consumer choice and the economy
(including jobs and tax revenue). Instead, governments tend to rely on mandatory
registration, ingredient disclosure, and nutrition labeling as ways to inform
consumers and promote better choices.
Price regulation can be more challenging to implement and enforce because it
intersects with market forces and international trade policies government focus on
raising public awareness through campaigns and incentives to promote healthier food
choices rather than banning specific products. Efforts to label products more clearly
and restrict advertising (particularly towards children) are common, as are taxes on

I beg to move :

The Railways (Amendment) Bill, 2024. The Bill seeks to repeal the Railway Board
Act of 1905. You all know that ,The 1905 Act provides for the constitution of the
Railway Board to administer Indian Railways, which is a departmental undertaking
of the central government. The Bill seeks to incorporate provisions regarding the
Railway Board into the Railways Act of 1989. The 1989 Act provides the country
with a legal framework for railways. The amendment comes at a time when the
Indian Railways, an essential transport lifeline in the country, needs flexibility to
accommodate modern challenges like infrastructure upgrades, technological
innovation, and growing passenger and freight demand. It is highly the need of the
hour, epecially the remote state like Kerala is heading to K-Rail project.

Functioning

The Railway Board is the central body responsible for railway policy, operations, and
administration. The 1905 Act provides that the central government may invest powers
and functions of the government in the Railway Board with respect to any or all
railways. This may be done through a notification. The Bill incorporates these
provisions into the 1989 Act. It adds that the central government will prescribe: (i)
the number of members of the Board, and (ii) qualification, experience, terms and
conditions of service, and manner of appointment for the Chairman and members of
the Board. It also adds that the Board will be provided with a secretary, and officers
and employees, as necessary.

Performance

Evaluating the Railways’ performance, particularly over the last 2–3 years, reveals
both achievements and areas needing improvement:
Key Figures: In FY 2023–24, Indian Railways earned Rs 240 crores in revenue, up
from Rs 191 crores in FY 2021–22, indicating a steady improvement.
Budget Allocations: According to the Union Budget reports, The Ministry of
Railways has received a record allocation of over ₹2.55 lakh crore in the financial
year 2024-25, which is a jump of 5.85% from the previous year’s ₹2.41 lakh crore,

The impact of the Railways (Amendment) Bill, 2024, is expected to be significant,


with an improved governance framework likely leading towards better
implementation of large-scale projects and improved financial sustainability for
Indian Railways.
Modernization: Increased electrification, implementation of the Dedicated Freight

Financial Viability: Streamlining of governance can lead to faster decision-making
and higher revenue generation, reducing operational inefficiencies.
Stakeholder Satisfaction: Increased transparency in Board operations should
improve public perception, ease of doing business with freight customers, and overall
satisfaction of passengers.

Operational delays continue to hinder the execution of key railway projects, despite
ongoing modernization efforts. Bureaucratic hurdles, such as lengthy approval
processes and inter-departmental coordination challenges, contribute significantly to
the slow pace. Land acquisition remains a persistent issue, particularly in densely
populated regions like kerala , leading to prolonged legal disputes. Inefficiencies with
contractors also add to the delays, with cost overruns and missed deadlines further
complicating project timelines.

Indian Railways is lagging in the integration of modern technologies compared to
global standards. While efforts to incorporate AI, IoT, and predictive maintenance
tools are underway, the pace of adoption is slow due to funding limitations and an
underdeveloped digital infrastructure. Inadequate technical capacity within the
workforce also hampers the effective use of new technologies, making the transition
towards a modern system more difficult.
OPP- Another Member__________

Public-private partnerships(PPP) in Indian Railways have seen limited success,


primarily due to policy ambiguities that discourage private-sector involvement. The
complexity of Indian Railways’ bureaucracy, combined with unclear guidelines on
revenue-sharing and risk management, has made it difficult to attract significant
private investment. Questions around infrastructure ownership in PPP projects further
complicate matters, leading to reluctance from potential investors.
Speaker: Honorable Finance Minister, What is your opinion in this regard.

FM :- the Railways (Amendment) Bill, 2024, marks a critical step toward


modernizing India’s railway governance framework by integrating the Railway
Board’s provisions into the Railways Act, of 1989. This legislative change is
expected to enhance the Railway Board’s autonomy, streamline operations, and
improve decision-making processes, which are vital for addressing the growing
challenges of infrastructure development, technological advancement, and increasing
demand for passenger and freight services.

RM operational delays, bureaucratic inefficiencies, slow technological adoption, and
the complexity of public-private partnerships continue to pose significant challenges.
Addressing these issues through improved policy frameworks, enhanced
coordination, and greater private sector involvement will be essential for the Indian
Railways to meet its modernization goals effectively. As the Indian Railways strives
to become more efficient, sustainable, and responsive to public needs, the successful
implementation of this Bill will play a pivotal role in shaping its future trajectory,
ultimately contributing to the nation’s broader economic growth and development.

I hope I have answered most of the points, raised by the Members in the
course of my speech. I once again thank you for your support and seed your

PRIVATE MEMBERS RESOLUTION


MR. SPEAKER: Now the House will take up Private Members Resolution (--------------------) to
move the Resolution.
Shri ‘P’ : Sir, I move the following Resolution.
(i) “This House recommends that the Government should – Take steps to combat effectively the
spreading menace of drugs and narcotics which are degenerative the nation especially the younger
generation; and
(ii) Make institutional arrangement for the rehabilitation of drug addicts”.
Mr. speaker Sir drug addiction is one of the greatest problems confronting our country today. It is
wakening the country and destroying out youth. Today drug taking is not the exclusive phenomenon
among a selected group of ‘Drop-outs’ in the big cities. It is now rampant in small towns and even
in villages along the length and breadth of our country. The great tragedy is that even young
children are not being spread. You will be shocked to learn that in Bombay unsuspecting innocent
children are being made addicts by inserting the drug into sweets. Once addicted it is almost
impossible to give up the habit. The children finally end up even resorting to crime to get the money
to buy these drugs. I feel that the main reason for the increase in drugs within our country is because
it has become a centre for international drug trafficking. There is a lot of money involved and big
guns are in the field . It is tragic that in their greed to make money these criminal people do not
hesitate even to destroy the lives of others. Today it is not a simple law and order or health problem.
The problem has to be tackled on many fronts by the Government.
I would place the following suggestions before the Government:-
Firstly, there should be coordinate action by the various Ministers of the Government. The menace
should be combated by the Misters of finance. Home Affairs, Welfare, Law and Health.
Secondly, the existing penalty under the law is too less. This is a business in which crores are
earned in a matter of hours. In some countries they should convicted drug traffickers. This may
appear too much for us. But considering the damage these people do to society we must produce so
really effective deterrent punishment. A Rs. Two Lakh penalty or a few years sentence is not
enough. The punishment for such offence should be made more severe and government should
take steps to amend the existing laws on this.
Thirdly, the Ministry of Home Affairs should ensure that drug are not smuggled into the country
through our international borders. The local police forces should also be made to take the issue
seriously. There should be a severe crackdown on drug peddlers especially those operating near
schools or colleges. The Government should also mount an adequate advertisement campaign
through exhibitions radio. T.V., hoardings etc. People should be educated and made aware of the
dangers of drug addiction. Thank you.

(---------------): Mr. Speaker, Sir, I rise to support the resolution moved by the learned member.
Through you, I would like to congratulate her for having brought forward this resolution.
I especially agree with her that the punishment is too less. I am sorry that these people are let off
lightly. I think there should be summary justice. I feel that one can even for give a smuggler of old
or a thief. But I don’t think any one can for give a drug peddler. Sir, When some spoil the health and
some spoil the wealth. I think the drug pusher spoils health, wealth and character. This loss of
character will lead to moral degeneration take out country backwards. I also agree with the Hon’ble
Member who has introduced this resolution that the government should co-ordinate the action
against drugs by involving number of Ministries. This drug menace is something which is not
attacked now can ruin our entire country. With these words, I support the resolution.
MR. SPEAKER : Shri (---------------------------------)
Shri ‘(-----------------’) : Sir, at the very outset, I thank Shri ‘(--------------------)’ for bringing into
focus through this resolution the enormity of the problem of drug addiction, which as he rightly said
saps the vitality or our society. As time allotted for this debate is running out I will not take much
more time of the House. I would like to put forward two suggestions. One is that the Government
should recognize that the problem organizations should be sought. More counseling centers run by
voluntary organization should be set up.
Secondly, I would like to refer to what Shri ‘P’ said about the role of the media. I would like to
strike a note of caution here that over zealousness on the part of the media may only help to tempt
more people to take to drugs. Rather it has to be selective and imaginative publicity that would
really help us to attain the desired results.
Sir, I must also say one thing about the spread of this menace. There are four categories of persons
who are involved. The producer, the transporter, the street peddler and lastly the actual consumer.
Normally, it is only the peddler who is apprehended, tried and punished. The other two namely, the
producer and the transporter usually are allowed to go scot free because they are well hidden. They
are the big guns who should be punished. The Government should take steps to rectify this state of
affair is and ensure that the first two category of persons are also arrested and given summary
punishment. Then only can this problem be controlled to some extent. With these worlds I once
again express my gratitude to the Hon'ble Member of this House Shri ‘P’ who has drawn our
pointed attention to this problem and I am sure that the Government would look at the problem with
the gravity it deserves.

MINISTER OF HEALTH AND FAMILY WELFARE: Hon’ble Speaker,
Sir,
I Congratulate the mover of the Resolution Shri ‘P’ as well as the other Hon’ble Members who have
spoken on the Resolution for focusing at the alter of public opinion one of the vital social and health
issues facing the country today. The purpose of my intervention is only to place before the House
the various efforts made by the various Departments of the government to combat this serious
menace. Sir, I would like to submit that it law this government which brought about the historic
piece of legislation, the Narcotic Drugs and Psychotropic Substances Act,
1985. Sir, the Act enhances the punishment of rigorous imprisonment from ten to twenty year and a
fine of Rs. 2 lakhs for the first time. Even attempted/ abetment and conspiracy have become
cognizable and entail the same punishment. Rewards for informers who contribute to detection and
seizure have been enhanced from 10 to 20 percent. Special cells have been created in all customs
collectorates in the country. There has been a sleep rise in seizures from November, 1985 to
January, 1986 above 780 k.g. of heroin, 8,300 kg. of charas and 23,000 kg. of Ganja were seized.
In the last three years more narcotics and drugs have been seized than the total figure of 1985. This
has been due to striker enforcement of the Act. Special drives have been launched by the Delhi and
Bombay police. Also, sea cost and land border vigilance has been enhanced. High level meetings
have been held in the border States. The number of prosecutions have also been increased manifold.
In 1984, 1248 persons were prosecuted. In 1985, after the Act was passed. 1300 persons were
arrested and prosecuted. Sir, coming to the health side, the facilities for treatment of drug addicts
have
been inadequate. However, one of the important facts of the act is that Section 71 of
the Act imposes on the Government the responsibility of establishment of Centers
for Drug-dead diction. An expert committee has even constituted by the Health
Ministry and I am happy to announce on behalf of the government that we have
launched a national drug-dead diction programme under the auspices of the Ministry
of Health. To start with, these de-addiction centres will be started in the four
Metropolitan cities of Delhi. Calcutta. Bombay and Madras and also in Imphal,
Varanasi, Goa, Chandigarh and Srinagar.
42Voluntary organizations have been increasingly involved in this programme
as per certain schemes organised by the Ministry of Welfare. Four Camps have
already been organised. Sixteen more are being founded.
A vigorous publicity campaign has been launched. The Finance Ministry has
made available Rs. 15 lakh for this mass education and motivational programmes are
being planned.
I would like to call upon the political parties to start mass movement in the
country.
Movements involving students, youth,. Women and other public
organization to come forward and help Government fighting the scour of drug abuse
which has the potential to disrupt the vary social fabric of our country.
In view of the efforts undertaken by the government to meet this problem, sir,
through you, I request Shri ‘P’ to withdraw his resolution.

SHRI ‘P’ : Sir, I am grateful to the Hon’ble Members for lending support to
my resolution . In view of the assurance given by the Hon’ble Minister and since a
law has already been enacted to deal with this menace. I hope that the Government
