Human resource management is the process of making the most efficient “use” of an
organizational employees.
2.Explain two reasons why HRM might be an
important issue within the First State Bank.
As we understood from the text ,the First State Bank has had around 44,000 employ-
ees ,so it is very crucial for the Bank to have a good HR management,because it is
very difficult to understand the abilities,skills of the employees and suitable candi-
dates for a future plans and promotions of the Bank.
The second reason is to train the employees,because maybe some of them have po-
tential to grow and improve their skills ,but no one is dealing with their problems and
questions around their profession.When managers have direct access to all employ-
ees’ qualifications,experience and performance appraisals it will become easier to
train eaches shortcomings and it will improve the quality and effectiveness of the
Bank.

planning in these circumstances.
For example in 1970-1970s,when technologies were not that much advanced,human
resource planning and management was not that much developed and advanced as
well.People were using fax machines,paper and first HRMS.There were no enterprise
resource planning (ERP) systems or employee databases to store information, and no
way of automatically sharing information.So when technologies like computers,ipads
and other staff were invented ,it became so much easier to transform and share infor-
mation about employees and other information about the organization.
Also as we know about Artificial intelligence machines and techniques ,which can help
somehow to predict future staffing needs and optimized talent accusations of their
employees.

As there are a lot of immigrants ,they may have suitable skills ,which can solve the un-

As the costs are increasing ,managers should control the amount of the workers they
employ,which may lead to systematic profitability.
Also managers can turn their freelancers into regular workers.
3.Explain one reason why being part of the gig economy might make it more difficult
to draw up HR plans for businesses in California.
Because as people who are working in gig economy do not have fixed working hours
which makes managers more difficult to control them and see their success and abili-
ties.Also in the business there is always a need for changing quickly work,so it is hard
to count how many employees they need.

plan to move it.
People who lived in that city ,may have been emotionally connected with their city
where they lived ,so it may be very difficult for them to move from there.
Maybe the government could not clearly explain why they want that people move
from their homeland.Maybe they could not explain that they want to improve the in-
frastructure and economic conditions better there.
2.If the people in the town were reluctant to move, discuss the best approach that the
government might use to change their minds.
The best way to change peoples’ mind,is to try to engage them in the process of re-
construction of their city,and listening to their versions and ideas according that prob-
lem.
The government could also do a meetings with people,to clearly explain the new con-
cept of the city and reasons for people to move from there.
