“A RESOLUTION AUTHORIZING AND DESIGNATING THE SANGGUNIANG KABATAAN
CHAIRPERSON AND TREASURER TO RECOGNIZING AND SEPARATING OF SK FUND FROM
BARANGAY FUND, BUDGET OF THE SANGGUNIANG KABATAAN BARANGAY KAPOK
PUNGGOL”
WHEREAS, Republic Act of 10742, otherwise known as the Sangguniang Kabataan
Reform Act of
2015, the Sangguniang Kabataan funds shall be composed of ten percent (10%) of the
general fund of the barangay which shall solely be disbursed solely for youth
development and empowerment purposes.
WHEREAS, Section 20 (b) of RA 10742 provides that the Sangguniang Kabataan
shall have financial independence in its operations, disbursements and encashments of
their fund, income and expenditures.
WHEREAS, Department of Budget and Management (DBM), Department of the
Interior and Local government (DILG), National Youth Commission (NYC) Joint
Memorandum Circular (JMC) no. I, series of 2019 mandated all Sangguniang Kabataan
to open a current account in a bank situated in or nearest to its area of jurisdiction-Land
Bank of the Philippines.
WHEREAS, RA 10742 and JMS no I, s. of 2019 strictly enforces that the official and
authorized signatories
-the Sangguniang Kabataan Chairperson and Sangguniang Kabataan Treasurer in
which they are legally bonded, chargeable against SK funds, subject to the
pertinent guidelines and issued by the Bureau of the treasury
NOW THEREFORE, be it RESOLVED and it is hereby resolved authorizing
and designating the
Sangguniang Kabataan Chairperson and Treasurer to process the opening of
account, budget of the Sangguniang Kabataan Barangay Kapok Punggol.
RESOLVED FURTHER, that the copy of resolution be furnished to the
Sangguniang Kabataan Barangay
Kapok Punggol, Barangay Council, the DILG/Municipal Local Government operations
Office and the Local Youth Development Office of Maimbung for their information and
record.
