 IMPORTANT INSTRUCTIONS TO PENSION DISBURSING OFFICERS
1. The Conditions/instructions for payment of pension/gratuity/commuted Value of pensidn/family pension,
etc., under CCS(P) Rules, 1972 and CTRS, etc., will continue to be observed The various certificates
required to be obtained before making payment will be obtained.

2. Dearness relief at percentage rate as indicated in the PPO shall be payable on the basic pension, sub-
ject to the ceiling fixed by the government from time to time and the usual conditions governing such
payments shall be adhered to.

3. The gratuity is payable on or after the date of commencement of pension indicated in the PPO. Similarly,
capitalised value of commutation of pension is payable on or after the absolute c ate of commutation.

4. The residual pension shown in PPO will become payable from the absolute date of commutation I date
of payment/credit of the amount to the payee’s account of the capitalised value of commutation or three
months from the date of PPO, whichever is earlier, as per CCS (Commutation of Pension) Rules, 1981
and Govt. Orders Issued thereunder.

5. As regards gratuity it may be ensured that only the net gratuity shown in the PPO is paid to the pensioner
for gratuity payable at the treasuries the adjustment of deductions to the relevant heads shall be done
by the Treasury Officers. For gratuity payable at public sector banks, the adjustment or
deductions shall be done in Directorate of Accounts and Treasuries (Pension Section)

6. The disbursers half and the pensioner’s half of the pension books, documents for identification of the
pensioner, etc., are enclosed. All disbursement. shall be entered in both halves of PPO under proper
attestation.

7. A certificate of non-receipt of provisional pension/family pension and gratuity shall be obtained from the
pensioner. Where provisional pension/family pension and provisional gratuity have been drawn, such
payments shall be recovered by adjustment from the payments authorised in this PPO by the Pension
Disbursing Office.

8. Payment of fixed medical allowance is calculated in accordance with O.M. No. 45/57/97 P & RW(C)
dated 19.12.1997 at Govt, of pension ministry of Personnel, Public Grievance and pension (Department
of Pension and Pension Payment) New Delhi read with G.O. MS No. 4/98/F4 dated 20.1.1998 of Finance
Department, Pondicherry.
