ANNUAL ACTION PLAN


DR AMBEDKAR POST MATRIC SCHOLARSHIP SCHEME FOR
ECONOMICALLY BACKWARD STUDENTS 2020-21

Dr Ambedkar Post-Matric Scholarship Scheme for Students


belonging to Economically Backward Classes for studies in India (PMS-
EBC) is a Centrally Sponsored Scheme being implemented through the
State Government and Union Territories and has been in operation since
2014-15.
The objective of the scheme is to provide financial assistance to the
EBC students studying at post-matriculation or post- secondary stage to
enable them to complete their education. The scholarships are awarded
through the State Government/UT Administration to which the applicant
belongs to, i.e. permanently settled, for study in recognized institutions.
The eligibility conditions under the scheme are (i) parental income
from all sources should not exceed Rs 1.00 lakh p.a. and (ii) the institution
should be government recognised one as per the scheme guidelines.

Target for 2020-21

2. The State-wise allocation has been made based on the number of


households with 3 or more deprivation points (out of 7) as per the SECC-
2011 (rural) database. A total of 25,000 students are proposed to be
financed at an average of Rs. 10,000 per student per year. (The detailed
State-wise allocation is in Table -1). The States are free to add to this as
per their requirement, meeting the additional cost from their own budget.
The following may be kept in view:

a) The State Governments may evolve their own system for


identification of the students for the scholarship.
b) All the identified students need to upload their data on the
online portal.
c) The payment has to be made to the student account only
through DBT mode.
d) The modalities framed by the States/UTs should
adequately ensure a time-bound process for release of
scholarship to the students to prevent any hardship to
them on this account.

3. Identification process: The States are required to take up identification of


the students for fresh enrolment by taking up systematic drive covering all the
higher secondary schools and encouraging the pupils who dropped out after
Class 12th to come back to higher education which in most cases, they are
already doing.

4. Identification of course with employment potential: It is essential that


the fresh enrolments to the extent possible are made in the courses which are
having employment potential. For this purpose, the State may do an exercise
in consultation with the Higher Education Department of the State
Government, and the State Skill Mission for identifying courses which would
improve the employment potential of the students. The enrolment in long term
skill development courses would also be counted against this target. It is
strongly advised that fresh enrolment may be made in these courses.

Modalities of implementation

5. Database: There has to be an online portal for each State covering all
aspects of the PMS scheme which most of the States have. In case, any
State/UT needs support, the Central Ministry will make the portal available for
their use.

6. All the State Governments/UT Admns. will announce in May-June, the


details of the Scheme and intimate all the higher educational institutions to
choose the EBC students already admitted in their institution who fulfil the
criteria to apply for the scholarship in the online portal.

7. All applications shall be taken only ONLINE in the online portal of the
Scheme. The database should contain all the particulars of the student along
with their Aadhaar number / or any other identity, the course in which
admission has been taken, academic particulars, bank details etc. It is
expected that the database is automatically updated as and when online
payment is done as per the scheme guidelines.

8. Direct Benefit Transfer (DBT): All payments under the scheme, including
the tuition fee reimbursement, would need to be made to the bank account of
the student only, using the DBT system. Most of the States are already on
DBT mode. All States/UTs are requested to make suitable arrangements for
this purpose if not already done. No other form of payment should be
acceptable under the scheme.

Central Assistance for the Scheme

9. The release of Central funds will be done to the State Government


as per the following schedule as far as possible:

10. Monitoring of the scheme: The State Government shall set up a robust
monitoring mechanism for monitoring the academic progress of the students
enrolled to the scheme. Most of the States do have one. On the physical
aspects the States/UTs implementing the Scheme will be required to furnish
Quarterly Progress Reports regarding the number of beneficiaries receiving
award under the Scheme, both class-wise and gender-wise. On the financial
side, details of actual expenditure incurred during the last financial year and
expenditure proposed for the present financial year will be submitted by the
States/UTs concerned. The States/UTs implementing the scheme will also be
insisted upon to submit the latest audited accounts.
