4.1 Detailed scope of work
4.1.1 Engineering and Designing
a) The RELAYS shall be of high quality and shall be as per latest Ng.sa Company approved
list of relays as per latest OPDS.
6.1.27 To install new line differential Relays with built in distance function but not limited to
the additional protection functions which can be included in the bidder offer. Both
SET’s at both ends has to have following requirement
a) Both end relays shall be identical, rated currents, type, versions and with full
optional features and shall be with full case size (i.e. with maximum
Inputs/outputs).
6.1.25 The Relay has to include built in multi functions but not limited to 51/51/51N, 50BF,
27/59, 25&79, also PT fuse failure relay (98) for blocking the 87L, built-in distance
feature and DEF (67N)
6.1.28 Referring to ANNEXURE # 1, the total number of required relays for Line protection are
82 where two SET of protection relays at each side of the line. 82 Nos. of Media
Convertor for communication should be provided by the CONTRACTOR.
As per the latest OPDS, if the following requirements are not available in the
existing panel, contractor shall provide it.
a) Electromagnetic tripping relay (94-1) with adequate contacts for alarms,
SCADA, SOE, TFR etc.
b) Supervision relay (74) for tripping relay (94-1).
c) Trip coil supervision relay (74) for TC-1 of CB.
d) DC supervision relay (74) for DC-1 set –1.
e) PT fuse failure relay (98) for blocking the 87L built-in distance feature and
DEF (67N)
f) Auto-reclose relay with Sync check (25/79AR) shall be functioned as built in.
g) Lock out relay (86) hand reset B.B protection/ 50BF operate operated with
related supervision relay (74) for tripping relay
h) High Burden Breaker Failure receive relay (85) with operating speed of less
than 10msec. self-reset type with the target shall be provided for each breaker
failure protection channel for Remote end. This relay shall be provided on Set #
1 protection portion of the panel and will operate 94-1 & 94-2.
i) All associated scheme auxiliary devices, timers, broken-delta connected
auxiliary VTs etc as required.
j) All CT’s Terminal Blocks for each protection SET has to be short/isolate slide
link facility.
6.1.32 Referring to ANNEXURE # 1, the total number of required relays for Transformer
differential protection are 26 which should be provided as per their locations and
requirement.
a) As per the latest OPDS, if the following requirements are not available in the
existing panel, contractor shall provide it.
1) Two (2) lockout relays (86-1 & 86-3) for tripping HV and LV sides of the
transformers.
2) Two (2) lockout supervision relays (74/86-1 &74/86-3)).
3) One (1) DC supervision relay (74/DC-1).
4) The auxiliary relay shall be provided with adequate number of contacts for
trip, alarm, SOE, SCADA and as spare.
5) Auxiliary targets relays for transformer mechanical protection shall also have
the same performance requirements as the line tripping relay.
6) Lot - Separate auxiliary high burden voltage operated relays for trip stage with
hand resettable target for the following transformer safety devices:
Buchholz Relay Trip (Annunciator, SCADA)
Winding Temperature Trip (Annunciator, SCADA)
Oil Temperature Trip, (Annunciator, SCADA)
Pressure Relief Device Trip for Main Tank and OLTC (Annunciator, SCADA)
Pressure switch trip for OLTC (Annunciator, SCADA)
7) The auxiliary relay shall be provided with adequate number of contacts for
trip, alarm, SOE, SCADA and as spare.
Auxiliary targets relays for transformer mechanical protection shall also have
the same performance requirements as the line tripping relay.
Lot - Auxiliary voltage operated high burden relays for alarm stage, with
adequate number of contacts for alarm, SCADA and as spare, shall be
provided for the following function/device:
Buchholz Relay (1st stage) Alarm
Winding Temperature - High (1st stage) Alarm
Oil Temperature - High (1st stage) Alarm
Magnetic Oil Level - Low Alarm
Cooler Trouble Alarm
c) Restricted Earth Fault function should be available in the provided relay.
d) Buchholz protection for both main tank and OLTC (63), having two (2) stages (one for
alarm and one for tripping).
e) Neutral time over current function (51G) with selectable inverse time characteristics.
(As per the related attachment 50/51P&N, but without instantaneous unit).
6.1.33 150 Nos. of OC/EF protection relays as per below ANEXURE-1 should be provided
and shall meet the protection requirements H05, H06, H12 and H19.
6.1.34 57 Nos. of Breaker Failure protection relays as per below ANEXURE-1 should be
provided and shall meet the protection requirements H20.
6.1.35 20 Nos. of Transformer Directional OC/EF protection relays as per below
ANEXURE-1 should be provided and shall meet the protection requirements.

4. Engineering scope seems huge.. If I understand correct, the
engineering scope involves below tasks :
A, Modification of Drawings for 82 + 26 + 20 + 150+ 57 =
335 Drawings, as per latest OPDS
B. CT / VT Sizing calculations for all above protections
C. Setting calculations and Set files preparation for all relays
D. BOM for ordering
E. SCADA / SOE / TFR Points list for all SS
F. Site Modification table
G. Cable schedule, if applicable
We have not less than 1000 man-days of engineering works.
Not sure how much provision has been taken in the budget.
We are talking about say 400K SAR worth of engineering
from Ingenious side and some more work from power flow
side, such as site collection, attending meeting etc… I hope,
atleast 450 – 500KSAR is in the budget
5. Below para of communication document is not clear. We shall

Also it to be noted that some of the existing substations mentioned in the list has NSD 570
( PSE) protection signaling equipment from ABB using existing DVM- NEC SDH as
acommunication medium to transfer the distance and breakers failures protection signals from end
to end , the NSD 570 equipment shall still to be reused for the new distance relays and breakers
failures relays signals through existing NEC –SDH STM-16 and 64 kbit/s modules also for
differential protection relays signals transfer from end to end contractor to use the existing DVM
NEC – SDH 16 64kbit/s and to install media converters and connect it to existing NEC 64kbit
modules at these substations
6. I believe, complete Engineering, Supply, Testing and
commissioning scope of communication equipment will be
managed by OEM, with out any involvement from our side.
Thanks to confirm. Will they do site visit to collect details of
existing equipment..? Spec also calls for 2 numbers DC
distribution panels at communication room. Whose scope is that
please?
7. Specification for SCADA / SOE/ TFR States as follows in
section 8.8.1.6:
1. Points lists for the SCADA&TFR& SOE shall be established by CONTRACTOR
using one line diagrams provided in the main SOW/TS and applicable tables of
points, other guideline provided in the COMPANY standard TES-P-119.27 Rev.01,
Supervisory Control and Data Acquisition. Finalization of all point lists shall be done
during base design stage subject to approval of COMPANY.
I do not find any such one line diagram in the specification.

8. Hope we have considered all aux relays, Trip relays, Intertrip
relays, TCS and DCS relays, as per specification. I do not find
them in ABB BOQ. If we go with ABB OPDS, afraid, we need
to follow their auxiliaries
9. Do we know the line lengths, even approximate, to decide
whether we need Medium range or Long range LDCM?
10. Normally, SEC calls for 2 channel remote communication for
Protection signaling. Channel 1is direct Fiber and Channel 2 is
thro MUX. I do not find detailed specs in this RFQ. Do you
have the complete scope?
