Employee Provident Fund Organisation

The Employees' Provident Fund Organisation (EPFO) is the social

security body under the jurisdiction of Ministry of Labour and
5

Employment, Government of India that is responsible for regulation

and management of provident funds, pensions and the mandatory life
insurance in India. The EPFO administers the mandatory provident
fund and the mandatory pension and life insurance schemes for the
Indian workforce. It also manages social security agreements with
other countries. International workers are covered under EPFO plans in
countries where bilateral agreements have been signed

Aims and Objectives of EPFO :

➢ To manage the provident fund of the government, public and

private sector employees and to help them financially on
retirement or separation from their jobs.
➢ To mobilize the savings received through the compulsory
provident fund contributions on the part of employees and
employer.
➢ To extend the coverage so that a larger section of the
organized sector employees, who have yet not been covered,
can be brought under the EPFK umbrella with a view to
benefit them.
➢ To generate maximum return on the investment for the
benefits of the members.
➢ To undertake activities that can provide social security to the
members.
➢ To conduct research activities and to explore welfare
schemes which can benefit the members at large.

Brief history of EPFO :

6

The Employees' Provident Fund came into existence with the

promulgation of the Employees' Provident Funds Ordinance on the
15th November, 1951. It was replaced by the Employees'
Provident Funds Act, 1952. The
Employees' Provident Funds Bill was introduced in the Parliament
as Bill Number 15 of the year 1952 as a Bill to provide for the
institution of provident funds for employees in factories and other
establishments. The Act is now referred as the Employees'
Provident Funds & Miscellaneous Provisions Act, 1952 which
extends to the whole of Indian except Jammu and Kashmir. The Act
and Schemes framed there under are administered by a tri-partite
Board known as the Central Board of Trustees, Employees'
Provident Fund, consisting of representatives of Government
(Both Central and State), Employers, and Employees. The Board
administers a contributory provident fund, pension scheme and an
insurance scheme for the workforce engaged in the organized
sector in India. It is one of the world’s largest organizations in
terms of clientele and the volume of financial transactions
undertaken by it. The Board is assisted by the Employees’ PF
Organization (EPFO), consisting of offices at 122 locations across
the country. The EPFO is under the administrative control of
Ministry of Labour and Employment, Government of India . The
Organization also has a well equipped training set up where
officers and employees of the Organization as well as
Representatives of the Employers and Employees attend sessions
for trainings and seminars.
The Board operates three schemes viz. :-
• The Employees' Provident Funds Scheme 1952 (EPF)
• The Employees' Pension Scheme 1995 (EPS)
• The Employees' Deposit Linked Insurance Scheme 1976 (EDLI)
7

As on date, the Act extends to 187 classes of establishments. Any

establishment falling in any of the 187 categories mentioned above
and employing more than 19 persons automatically comes under
the purview of the EPF & MP Act 1952. On coming under the
purview of the Act the employers are required to submit
Particulars of Ownership, [Form 5A] and comply with the relevant
