PREAMBLE
We, the members of the Ndejje University Science and Computing Students
Association, in order to establish a more organized and united student body,
to secure and promote the interests of its members, and to ensure the
effective and efficient management of its affairs, do hereby enact and adopt
this constitution.
ARTICLE 1: NAME
The name of the association shall be the 'Ndejje University Science and
Computing Students Association,' hereinafter referred to as 'the Association.'
ARTICLE 2: HEADQUARTERS
The headquarters of the Association shall be located within the premises of
Ndejje University, Main Campus.
ARTICLE 3: PURPOSE
The purpose of the Association shall be to unite students of the Science and
Computing faculty, to promote academic excellence, and to advocate for the
rights and welfare of its members.
ARTICLE 4
I. MOTTO
'Together in Excellence.'
II. VISION
To be a leading student association in promoting academic excellence and
professional development in the fields of Science and Computing.
III. MISSION
To empower members through academic support, career guidance, and
leadership opportunities.
ARTICLE 5: AIMS AND OBJECTIVES
The aims and objectives of the Association shall include but not be limited
to:
1. Promoting academic and professional development.
2. Enhancing collaboration among students.
3. Organizing events, seminars, and workshops.
4. Representing students' interests to the university administration.
ARTICLE 6: MEMBERSHIP
Clause 1: Full Members
Full membership is open to all registered students of Ndejje University
within the Science and Computing faculties.
Clause 2: Associate Members
Associate membership is open to alumni and other individuals interested in
the objectives of the Association.
ARTICLE 7: RIGHTS AND OBLIGATIONS
Clause 1: Rights Of Full Members
- The right to vote in elections.
- The right to participate in all Association activities.
Clause 2: Rights of All Members
- The right to attend meetings.
- The right to access resources provided by the Association.
Clause 3: Obligations of All Members
- To abide by the constitution.
- To actively participate in Association activities.
ARTICLE 8: ORGANS OF THE ASSOCIATION
Clause 1: General Assembly
The supreme decision-making body of the Association.
Clause 2: Executive Committee
The body responsible for the day-to-day management of the Association.
The Executive Committee shall be comprised of:
a) President
b) Vice President
c) General Secretary
d) Deputy General Secretary
e) One of the GRCs of the Faculty of Science and Computing .
f) Speaker
g) Deputy Speaker
h) Treasurer
i) Publicity
j) Secretary Academics Affairs
k) Secretary Innovation and Capacity Building
l) Women Representative
m) Kampala Campus Representative
n) Main Campus Representative
o) Software Engineering Representative
p) Business Computung Representative
q) Computer Science Representative
r) Information Technology Reprentative
s) Statistics Representative
t) Any Other position approved by ¾ of the total executive members
Clause 3: Advisory Board
A body that provides guidance and support to the Executive Committee.
It shall consist of :
Chairperson
One Out going GRC of Faculty of Science and Computing
Out going Kampala Campus Representative
Out going Main Campus Reprentative
Member:Elected by the Executive Members
ARTICLE 9: FUNCTIONS AND DUTIES OF ORGANS AND OFFICE
BEARERS
Clause 1: Duties of Advisory Board
To offer advice and counsel to the Executive Committee.
Shall initiate the impeachment process by approving the impeachment
notice.
Clause 2: Duties of Executive Members
To implement the decisions of the General Assembly.
Clause 3: President
The chief executive officer of the Association.
Preside over executive meetings.
In special cases summon executive meetings
Be a co-signatory of all financial transactions
In event temporary absence of an executive of an executive
member,delegate to any other executive member except for the
treasurer, the president shall be the acting treasurer.
During Executive meetungs, have a casting vote and an original vote.
Clause 4: Vice President
Assists the President and assumes their duties in their absence.
Coordinate and oversee duties of programme representatives
In permanent absence of the president, the vice president shall become
the president and notify the electoral commission with in 4 weeks to
organise by elections of the position of the vice president.
Clause 5: Speaker
Chairs the General meetings and ensures orderly conduct during
meetings.
Have the power to punish misconduct during General Assembly.
Clause 6: The Acting President
Takes over the responsibilities of the President in case of the president
and vice president are unable to perform their duties.
Shall be elected by the executive members .
Shall hold office for a maximum of 24 weeks and an election held
incase of permanent absence of the President and Vice President.
ARTICLE 10: ELECTIONS
Clause 1: Elections
Elections shall be held annually in a free and fair manner not later
than the 21st day of the second semester.
Only Registered students of the association shall vote and be elected.
Elections shall be managed by the Electoral commission.
Clause 2: Elections Petition Tribunal
A tribunal shall be set up to handle any disputes arising from elections.
The Tribunal shall consist of:
a) Patron
b) One of the GRCs of the faculty of Science and Computing
c) President
d) Kampala Campus Representative
e) Main Campus Representative
f) General Secretary
g) Treasurer
Clause 3: Swearing In
Newly elected officials shall be sworn in using the official oath as
provided in Appendix I not later than 2 weeks after declaration of the
results.
ARTICLE 11: TERMINATION OF OFFICE
Clause 1: Resignation
Any member of the Executive Committee may resign by submitting a
written notice to the advisory board.
Clause 2: Impeachment of Executive Members
Members may be impeached for misconduct or failure to perform
their duties by majority of the total executive members after notice in
accordance to Article 9(1).
Any Vacancy shall be filled with in 7 weeks
Clause 3: Impeachment of Advisory Board Members
Advisory Board members may be removed for misconduct or
dereliction of duty by majority of the advisory board members after a
notice to the chairperson of the advisory board members.
Any Vacancy shall be filled with in 4 weeks
ARTICLE 12: FINANCE
Clause 1: Sources of Income
The Association's income shall be derived from membership fees, donations,
and fundraising activities.
Clause 2: Financial Role of the President and Treasurer
The President and Treasurer shall oversee the financial affairs of the
Association.
Clause 3: Expenditure
Expenditure of Association funds shall be approved by the Executive
Committee.
ARTICLE 13: MEETINGS
Clause 1: Convening Meetings
Meetings shall be convened by the Speaker or any member of the Executive
Committee delegated by the president.
Clause 2: Frequency
General Meetings shall be held at least once every semester.
The Executive shall meet atleast 3 times a semester.
Clause 3: Meeting of No Confidence
A meeting may be called to pass a vote of no confidence in any office
bearer.
Clause 4: Presiding at Meetings
The President shall preside over Executive meetings or, in their
absence, the Vice President.
The Speaker shall preside over General meetings or, in their absence,
the Deputy Speaker.
ARTICLE 14: STANDING ORDERS
Clause 1: Quorum
A quorum shall be necessary to conduct official business.
The executive meetings shall have a quorum of 2/3 of its members.
The general meetings shall have a quorum of 1/3 of the registered
members.
Clause 2: Breaches of Order
Disciplinary action shall be taken against members who breach order during
meetings.
Clause 3: Voting
All decisions shall be made by a simple majority vote unless otherwise
specified.
ARTICLE 15: THE ELECTORAL COMMISSION
Clause 1: Composition
The Electoral Commission shall be elected by the Executive Committee.
It shall consist of :
Chairperson
Vice Chairperson
Secretary
Clause 2: Election to the Commission
Members of the Electoral Commission shall be elected based on merit and
impartiality .
Clause 3: Functions and Powers
The Electoral Commission shall oversee all electoral processes within the
Association.
ARTICLE 16: THE AMENDMENT OF THE CONSTITUTION
The constitution may be amended by a two-thirds majority vote of the
General Assembly.
ARTICLE 17: BREACH OF THE CONSTITUTION
Any breach of this constitution shall be addressed by the appropriate
disciplinary bodies within the Association.
