Existing National Laws Related Health Trends, Issues, and Concerns
The following are existing national laws related to health trends, issues, and
concerns:
RESPONSIBLE PARENTHOOD AND REPRODUCTIVE HEALTH ACT OF 2012
The Responsible Parenthood and Reproductive Health Act of 2012 also known
as Republic Act (R.A.) No. 10354,
Includes provisions on maternal and child health that guarantee universal access to
maternal care, sexual education, and fertility control. However, there is still an existing
debate on its mandate with regard to the funding of distribution of artificial means of
birth control.
TOBACCO REGULATION ACT OF 2003
The Tobacco Regulation Act of 2003, also known as R.A. No. 9211, prohibits smoking in all
public places that includes the following:
center of youth activity such as schools andrecreational facilities like malls and parks
elevators and stairways
buildings and premises of hospitals, clinics, nursing homes, health centers, and
laboratories
public conveyances and facilities such as airports, ship terminals, and restaurants
food preparation areas
This emphasizes that all enclosed public and private workplace must designate a
“SMOKING AREA”
It is illegal to sell tobacco to minors
This also prohibits to sell tobacco withing 100 meters away from facilities filled with
minors (schools, playgrounds, etc..)
COMPREHENSIVE DANGEROUS DRUGS ACT OF 2002
Otherwise known as the R.A. 9165, is the policy of the state to safeguard the integrity of
its territory and well- being of the citizens, especially the youth, from the harmful effects
of dangerous drugs.
The policy-making and strategy-formulating body on drug prevention and control is the
Dangerous Drugs Board (DDB) while its implementing arm is the Philippine Drug
Enforcement Agency (PDEA).
The latter is responsible for the efficient and effective enforcement of all the provisions
on the use, import, sale, and manufacture of dangerous drugs.
CONSUMER ACT OF THE PHILIPPINES
The Consumer Act of the Philippines (R.A. 7394) of 1992 aims to protect the
consumer's interest, promote the general welfare, and establish standards for
business and industry. Specifically, the policy aims to achieve the following goals:
Protection against hazards to health and safety
Protection against deceptive and unfair sales acts and practices
Provide information and education to make better choices to properly exercise the rights
of the consumer
Provide adequate rights and means of restoring damages
Involvement of consumer representatives in the formulation of social and economic
policies
