As per the notification by State Project Director, Odisha School Education Programme
Authority, vide letter no: 10891/MIS/24 dated: 11/11/2024 followed by letter no 12671/MIS/24
dated: 26/12/2024 & by Govt. of India, Ministry of Education, Department of School
Education & Literacy vide letter no D.O .No. 1-27/2023-DIGED-Part(1) dated: 22nd October,
2024 about APAAR ID ( Automated Permanent Academic Account Registry) for all students
of Primary, Secondary & Senior Secondary classes, to track the educational progress and
achievement of students, a unique ID will be created for each student. This ID will help to
achieve the objectives of “One Nation”.
APAAR ID will be a gateway for accessing the Digilocker ecosystems that will allow students
to digitally store all achievements such as exam results, holistic report card, learning
outcomes besides other achievements, be it Olympiad, sports or skill training. Students can
use the credit score for their higher education or employment purposes in the future.
The APAAR ID (Automated Permanent Academic Account registry ID’s) will be
generated by the MOE based on the Aadhar number of each student for which a separate
consent of parents is required. Implementation of APAAR will be a cornerstone initiative
towards achieving the goals envisioned under New Education Policy 2020 and would be a
“game-changer’.
All the above notices by State Govt. & Govt. of India, Ministry of Education are attached
herewith for your perusal.
In view of the above, you are requested to give your consent along with a copy of
your Adhaar card and that of your ward to the class teacher latest by Friday, January
40, 2025.

APAAR ID will be unique nature and will work as One Nation, One Student ID giving

updation and APAAR ID generation and validation for the year 2024-25 has already opened for
students of all classes of Primary, Secondary and Senior secondary Schools. The SoP for creation

In inviting a reference to the letter and subject cited above, itis to state that
Aadhaar is a mandatory requirement for generating APAAR ID for all school
enrolled students (Class-i to XIl}. But, it is found that there is mismatch of
student's name, date of birth etc., in school register (UDISE+) and Aadhaar card
which needs correction. Simultaneously, the students having no Aadhaar also
need to enroll for generating Aadhaar card.
In view of the above, OCAC has intimated the selected agencies to instruct
their District Coordinators to meet concern DEO-cum-DPCs/BEOs to prepare the
camp schedule and depute concerned operators for successful enrolmentupdate
of school students Aadhaar/ correction of demographic profile of students ,etc.
In view of the above, you are requested instruct all Block Education Officers
to prepare cluster wise camp schedule with plan of action and to provide the same
in’excel format to the following e-mail id for further course of action by different
concer so as to complete the process which helps for generating APPAAR ID.

Kindly refer to Secretary, DoSEL's D.O. letter No. 1-27/2023-DIGED-Part(1) dated 2nd
September 2024 regarding the implementation of APAAR ID system.
As highlighted in the D.O. letter, APAAR ID system has been designed as @ unique,
lifelong {2-digit identifier for all school-enrolled students, aimed at facilitating targeted
interventions to improve school enrolments and learning outcomes.
Tam happy to see that almost all the States/UTs have initiated the process of APAAR ID
Creation; there is a need to accelerate and expand the APAAR ID creation process to
achieve our targeted objectives. In this regard, I would like to inform that APAAR ID
creation process has now been opened for all students in all classes - Primary.

APAAR ID Creation Process-Flow through the
UDISE Portal
Step-1: Organize a Parent-Teacher Meeting (PTM): Schools shall arrange and
conduct a PTM to introduce APAAR & its unique use cases and Create
“STUDENTS APAAR IDs”.
Step-2: Distribute Consent Forms: Schools provide physical consent forms to
parents.
Step-3: Obtain Parental Consent: For minors, parents should fill up and sign the
consent form, while the school verifies student and parent identities.
Step-4: Educate on APAAR: Schools shall provide a complete overview of APAAR
to students and their parents.
Step-5: Capture Consent: Schools must collect & store the “physical consent
form” from parents, The PTM may be disbursed post consent form collection.
Step-6: Access APAAR Module: The school UDISE Coordinator or Class Teacher
logs into the UDISE+ portal after the PTM and navigates to the APAAR Module
tab.
Step-7: Authenticate Information: School authorities authenticate student details
only for the students whose consent has been received (e.g, name, gender,
DOB, parents' names, Aadhaar number) to create the APAAR ID through the
UDISE+ APAAR Module.
Step-8: Generate APAAR ID: The UDISE Coordinator or Class Teacher creates
the APAAR ID upon successful verification of Students details. It is then securely
pushed to the student's DigiLocker account. A confirmation SMS will be
delivered to the parents through their registered mobile number linked to
their UDISE+ account.
Step-9: Share APAAR ID: After successful APAAR ID creation, schools provide
“APAAR ID” to students and their parents. Additionally, School authorities
mention APAAR ID number in their School ID Card as well. A confirmation SMS
will be delivered to the parents through their registered mobile number
updated in UDISE+ system.
Step-10: Failed to Create APAAR ID: Upon unsuccessful validation of Students
details or any other errors, UDISE portal will highlight the Error message to the
school authority. School may redirect the parents to the Common Service Centre
(CSC) for the required corrections. For any support regarding APAAR Generation

2. For the PTM, School authority may invite either of the parents
along with their AADHAAR card or any other photo ID proof.
3. In every PTM, conduct a 15-20 minute awareness session on
APAAR.
4, Provide detailed information on APAAR to students and
parents during the PTM.
5. APAAR introduction videos & document (FAQ) maybe
circulated or shown at the time of PTM.
6. Ensure parental consent is collected physically for APAAR ID
creation.
7. Parents need not be asked to stay for creation of APAAR IDs
after PTM.
8. Verify and authenticate Students Name, Father’s/Mother’s
Name, Gender, DOB, and other required details collected
under UDISE+ portal, and it should match student AADHAAR
details.
9. Ensure parental consent has been collected both physically
and updated digitally on UDISE+ portal during the APAAR ID
creation.
40. Following day the teacher shall share the APAAR IDs to
students.
41. Student School ID card issued after the creation of APAAR ID,
must contain the students APAAR ID.
42. Complete any additional tasks assigned by regulatory bodies
