Subject: Procedure for Tanker Loading & Unloading

1.0 OBJECTIVE:

1.1 Proper bulk tanker loading and/or unloading is crucial to the operational safety, and the
quality maintenance of chemical in general & Hazardous materials in particular. Banas
Resources LLP being in the business of transportation, processing and handling of
hazardous Industrial wastes & discarded Chemicals for producing AFR products to feed into
Cement kilns for CO-Processing; both people’s safety, environmental contamination and
product compatibility is of immense importance while doing the business operations for a
clean and safe environment.
This specific procedure is applicable to the tanker’s loading and unloading activities, that
broadly includes the pre-inspection of the truck, tanker, trailer, and equipment, and
verifying that the right tanker is loading/unloading the right material and transferring to the
designated storage tank/space with all safety precautions within the applicable regulatory
framework. It also requires an expert level of competence by the driver to pay attention
while the process is ongoing and spot potential issues before they develop to a probable
incident/near miss. The procedure besides highlighting the does and don’ts also provides
clear cut instructions for tanker unloading and loading within the premise.

2.0 SCOPE:

2.1 The scope of this procedure covers unloading and loading of liquid hazardous
waste/materials into the receiving tank and from the dispatch tank to the tanker.

3.0 PREREQUISITES

3.1 The following checks must be done prior to any loading and/or unloading process:

 Driver should be physically fit and certified. Vertigo related health issues are not present to
driver and personnel working with Tanker loading operations.

 Liquid hazardous waste quality check for all predefined parameters


 Quality of Liquid hazardous waste is within acceptable criteria of the company
 Compatibility check with compounds in case of more than one liquid HW is planned to fill in the
tank.
 Enough space available in Tank for Tanker loading/unloading.
 Tank & Tanker calibration charts available, updated & displayed.
 Manifest copy dully stamped & signed.
 Tanker is cleaned as per cleaning procedures.
 Adequate manpower (labor) is available for job and handling of the activity.
 Tanker Loading/Unloading checklist with defined criteria to be checked by Security, Laboratory,
Logistics & Operations
 Tanker modification details if any carried out
 Predefine Tanker unloading area with Platform, Firewater network facility, F&G Fixed detectors
installation, Exhaust system, scrubbing system, Pumping system and sufficient illumination
provision, Tank dike, Tank valve operation platform.
 Tanker movement path & parking area should be free from any obstructions with adequate
vehicle traffic signs for the site.
 Well-maintained Safety shower and Eye wash station must be available near Tanker
Loading/Unloading area and Storage tank area

5.2 Frequency of Test/ sampling:

 Certified Tank sampling when anything added/mixed in the tank before tanker
unloading
 Filled Tanker sampling for dispatch product quality
 Receiving Tanker Sampling for quality assurance
 Re-check / testing of sampling in case of any abnormality observed.
 Stringent requirement of company for specific stream receipt

6.0 HEALTH, SAFETY AND ENVIRONMENTAL

6.1 SAFETY:

6.1.1 Special Personal Protective Equipment (PPE) as required by SOP for Routine
Tasks.

6.1.2 The following standard Personal Protective Equipment (PPE) is required for all
personnel at all times in the plant operating areas:

 Hard hat / Helmet


 Safety glasses with side shields
 Leather shoes or boots with steel toes
 Neoprene / PVC hand gloves
 Portable calibrated operable Multi-gas detector
 Long sleeve shirt
 Full-length trousers

6.1.3 Respirator is necessary when waste is having a strong odor or toxic gases/vapors
are liberating. Refer to laboratory report.

6.1.4 When performing this procedure there is a potential for exposure to high
temperature or reactive material. Extreme caution should be exercised at all
times. Temperature measurement by temperature gun for tanks / Tanker.

In case of any abnormality or fume generation, operation should be stopped


immediately for review by the Production Manager & Lab Manger.

6.1.5 Ensure that all material handling equipment & tools, and area lighting is in best
condition and fits the usage requirements. Equipment health is monitored
periodically.

6.1.6 Illumination survey to be carried out to ensure sufficient lighting is available in


Tank unloading area & Tank farm operational area.

6.1.7 Path designated for Tanker movement must be kept clear all the time. Personal
movement is restricted in areas vulnerable for accidents.

6.2 HEALTH:

6.2.1 The procedure involves unloading/transfer of liquid material to Tank or Tanker.


Abnormal conditions of fume/ vapors are likely. Persons doing this activity must
remain fully alert all the time. Wear Multi Gas Cartridge mask all the time. Keep
portable gas detector handy and ready for use when entering in the area and
performing the job.

6.2.2 Protective eye goggles/face shield is considered always essential.

6.2.3 Do not touch any liquid with bare hand and full body suit / coverall should be
made compulsory during operation.

6.2.4 Half Sleeve clothes are not allowed inside company premises and must be a part
of General Safety Rules or Red Rules.

6.3.1 Any spills/leaks / overflow are immediately wiped by suitable type of


decontaminant & collected using a suitable means and discarded in a designated
waste collection area (depending upon category of waste).

Hazardous waste spills are managed as per Waste Spill Clean-up procedure.

6.3.2 Only trained persons should be involved so that chances of environmental


incidents (like spills) are avoided.

6.4 SPECIFIC HAZARDS/ RISKS & PRECAUTIONS:

6.4.1 Driver / Person must not enter inside Tanker in any case.

6.4.2 Chances of Leaks / spills / overflow are present in the tanker during loading.

6.4.3 Tank should have enough space to accommodate tanker quantity and level
readings to be verified physically before start of tanker unloading based on
calibration chart. Calibration charts should be displayed on tanks.

6.4.4 Heavy vehicles movement near Tanker unloading area to be restricted during
loading/unloading operation.

6.4.5 Tanker should be self-start with single attempt, in case not than replace the
tanker battery immediately

6.4.6 Fixed manpower (2 nos) should be available at site during tanker


loading/unloading operation and must be present till completion of job. “NO
MAN, NO TANKER UNLOADING” boards should be displayed and personnel
should be trained on them.

6.4.9 In case of heavy liquid spillage in the area, only certified and appropriate type
Gully suckers should be used with effective supervision

6.4.10 Presence of fumes during loading/ unloading / handling / transfer / compatibility


test is likely. Hence, operation & usage of air respirator is recommended.

6.4.11Tanker should be healthy and records of testing should be maintained.

All person involved are made aware of specific hazards/ risks, hazards of pressure &
vacuum , hazards of striking civil structures and general precautions to be observed during
the procedure.

7. Procedure of Tanker Unloading

8 Procedure for Tanker Loading
8.1. Before Loading

a. Do Physical inspection, to ensure that, if all


the pieces of equipment you need for the
loading process are complete. Confirm that
there are no defects on the equipment, such
as leaks, broken springs, misaligned axles, and

so on. If there is any odor, look for the source


and try to stop it.

B Check all the trailer compartments to be sure


that they are completely empty. Properly
cleaned.

1. Confirm that you’re about to load the right


chemical.

8.2. During Loading

These are the loading steps when loading a liquid


bulk tanker:

1. Position your trailer on the proper loading


spot. Make sure it is positioned in such a
way that the drop tube goes vertically into
the tank and reaches as far down into the
tank as it can to reduce turbulence.
2. Turn off the engine of the truck. Every
other piece of electrical equipment, such
as the radio and lights, should be off too.
This precaution is most necessary if you’re
loading a flammable liquid because the
slightest spark could set off a fire.
3. Check to see if all compartment valves are
closed if you’re loading into a
compartmentalized tank trailer.
4. For the loading of combustible materials,
connect a grounding interlock to the truck.

The grounding interlock connects the truck
to the ground so that static charges can
flow into the ground where they pose no
risk of igniting the chemical. Do this before
you open the dome cover.
5. When loading into a compartmentalized
truck, only the compartment being filled
should be open. Others should remain
closed.
6. You’re all set for loading. But just before
loading, use the tip of the loading spout to
touch the truck some few feet away from
the loading hatch to ground any static
charges. Again, this step is important for
the loading of combustible chemicals.
7. Set the meter stop, if there’s one, to the
desired quantity to avoid overfilling.
Remember to leave some vacant space
(outage) for liquid thermal expansion.
8. Open the loading valve so that product
flow starts. Start with slow loading to avoid
static charges.

9. Never go too far away from the loading


truck while loading is ongoing. Avoid any
form of distraction. Your full attention
should be on the loading process.
10. Close the loading valve when the truck
trailer is filled, but leave the drop tube in
the tank for a few minutes to allow for
complete draining.
11. Close the dome cover.

and report all malfunctions, if there were
any, to your supervisor.

10.0 EMERGENCY RESPONSE

10.1 Operation to be stopped. Troublesome tanker should be removed to safer & isolated place
with proper hard barricading and danger signs. Personnel movement should not be allowed
in case of toxic gas / vapors presence.
10.2 Spill control procedures should be applied if required.
10.3 Immediately inform Shift-in-charge and seek guidance
10.4 Follow general emergency response procedure.
10.5 Leave the area/operation cabin, if it is becoming unsafe/ uncomfortable to stay.

Emergency may arise under circumstances which can cause severe damage or impact to the
environment, health and safety aspects due to Fumigation, Exothermic Reaction during
Process. This kind of situation may arise due to abnormal, Un-expected reaction between
Materials, Fire etc
