PPE Non-compliance Action Plan
PURPOSE
This Health, Environment and Safety Plan has been prepared to provide a framework for Vishal
Structurals Pvt. Ltd. (VSPL) personnel to plan and develop a program, for MRPL Marketing Project,
Devangonthi (MRPL) and their Project Management Consultants M/s Nauvata Engineering Pvt. Ltd.
(PMC) to achieve the objective contained in the project Health, Safety and Environment Policy.
The Health, Safety and Environment Plan are intended to be a living document and shall continue to
evolve through the various stages of the Project. Vishal Structurals Pvt. Ltd. recognizes the importance
of planning for the Health, Safety and Environment at the earliest possible stage to prevent pollution, ill
health, injuries and other losses.
Copies of VSPL Health and Safety policy shall be prominently displayed on site and brought to the
attention of personnel during induction training.
SCOPE
The Health, Safety and Environmental Plan reflect the high priority that Vishal Structurals Pvt. Ltd.
Senior Management place upon the Health, Safety and Environment at work. It also demonstrates their
commitment to ensure that all reasonably practicable measures are taken to:
Protect the Health & Safety of all persons engaged at work site. Comply at all times with the relevant
statutory and Contractual Health and Safety requirements.
Ensure the Health & Safety of all persons is not affected by the work. Provide trained, experienced and
competent personnel and supervisors. Provide and maintain plant, places and systems of work that are
safe and without risk to health and the environment.
Provide all personnel with adequate information, instruction, training and supervisors. Effective control,
Co-ordinate and monitor the activities of all personnel on the Project, including contractors, in respect
of Health, Safety, Environment and Security.
Establish effective communication on Health & Safety matters with all relevant parties involved in the
Project works. Ensure that all construction – planning takes into account the Health and Safety of all
persons that may be affected by the work.
Inform all relevant persons with the detail of all Method statements and Risk assessments that may
affect their Health and Safety.

PERSONAL PROTECTIVE EQUIPMENT
Vishal Structurals Pvt. Ltd. is responsible for providing Good quality of Personnel protective equipment
for the protection of the workers as requirement of job. It is also VSPL responsibility to look after that
all workers use these PPE in proper manner.
All tools and equipment required shall be maintained in good working condition and inspected on a
regular basis. The P&M in charge along with Safety Officer shall, on a periodic basis, inspect all tools and
equipment.
Head protection:
All work forces to be issued with head protection (safety helmet). Safety Helmet shall not altered
suspension or punch holes in hat. No head injury should regard lightly. Every patient who has had even
a mild injury to the head is liable to develop complications that can be serious.
Eye and Face protection
Protection of the eyes and face from injury by physical or chemical agents is a prime importance in an
industrial environment. Industrial grade Safety Glasses (with shield) required at all times during
working hours in shop or in construction site like Welding and cutting, chipping, driving nails, grinding
and drilling.
Hand protection
The kind of gloves used depends primarily upon the material or equipment being handled. Gloves
should not use near moving machinery as they be caught and trap the hand before it released from the
glove. Suitable gloves have to worn on most construction work. Foot protection
All work forces to be issued with safety Shoe/ Gum Boot (as required). Workers wearing sandals or
barefooted were not allowed inside the project premises.
Fall protection:
Full Body Harness - Double Lanyards with auto lock – Have to be worn while working above ground
level (1.8 mtr’s) or platform level to protect worker from falls. This safety equipment to be inspected
daily by a supervisor.
Lifelines & safety nets
Lifelines shall be provided for anchorage safety belt at height. Safety nets shall be secured above the
point of operation to an anchorage or structural Member for arresting the falling materials.
Blasting hood-
Blasting hood shall be provided with three stage air filters for blasting purpose.
Coveralls/Boiler Suits shall be provided to all workers on to shutdown activities.

Visitors who allowed for visiting project site must use required PPE.
We will provide safety helmet, safety shoe and high visibility clothing for all employees
including workmen. Any person observed violating these basic safety norms would be
eligible for strict action.
We shall ensure use of good quality standard Personal Protective Equipment (PPE's)like Safety Shoes
(Steel toe shoe), Safety helmet, High Visibility Jackets, Full body Harness, Safety Goggles and other
required safety equipments as per work activity and ensured PPE Quality. Wearing of Full body
harness is compulsory for workers working above 1.8 Meters.
We shall at all the time maintain a minimum of 10% spare PPEs and safety appliances and maintain a
proper record of it and show to the employer during the inspections. PPE shall be checked monthly
basis and record to be maintained. As a minimum dress code all Personnel shall be required to
wear hard hat, safety footwear, long trousers, short sleeved shirts (or overalls) on construction
sites. This shall be emphasized during the site induction training.
Personnel not in possession of the appropriate work shall not be allowed to work on site. Hard hats
shall display details of the individual (Name / Occupation) and the company employing him and shall be
available before an individual’s induction training. Where a sub-contractor does not have a corporate
logo then the logo of the main contractor shall be used. In certain work activities, it may be a mandatory
requirement for overalls (coveralls) to be worn. Where there is need for additional personal protective

All Supervisors shall be responsible for ensuring that suitable PPE is available, in serviceable condition
and that it is used at the required times. We ensure that PPE register and inspection record including
FBH as per contract of MRPL.

PPE - NON-COMPLIANCE: -
In order to maintain a high standard and to reflect the safety culture of organization every
employee will be provided with the necessary PPE’s. The following system shall be
implemented in case PPE’s -noncompliance by any employee this procedure has immediate
effect until the end of the project.
1st PPE violation -Issue Warning Letter.
2nd PPE violation-1\2-day wage deduction.
3rd PPE violation -3days suspension.
