ABOUT THE UNIVERSITY
Founded in 1867, University of Lucknow is one of the oldest
institutions of Indian Higher Education. It is affiliated to the
University Grants Commission, Association of Commonwealth
Universities, Association of Indian Universities, Distance
Education Council, National Assessment and Accreditation
Council, National Council of Teacher Education and Bar Council
of India. The University of Lucknow has been awarded the A++
grade by the National Assessment and Accreditation Council in
July, 2022. This was a rich inheritance for the newborn University
in 1920, both materially and intellectually, and it brought with it
also the richest of all heritages "a fine tradition of some fifty-five
years in the case of the Canning College and some nine years in the
case of the King George's Medical College." To this, the generous
taluqdars of Oudh added an endowment of nearly Rupees thirty
lakhs. The support from Sir Harcourt Butler's Government was
strong and hearty. Since then, the Government of the United
Provinces, now Uttar Pradesh, has annually contributed a
handsome amount towards the maintenance of the University.In the
National Institutional Ranking Framework (NIRF) 2024, the
University of Lucknow achieved significant milestones, securing the
97th position among the top 100 universities in India. This marks a
substantial improvement from its previous rank, underscoring its
upward trajectory in academic performance.
ABOUT THE FACULTY
Faculty of Law, University of Lucknow has been a pioneer legal
institution of India. It was established in 1921 with three
teachers. Mr. Jag Mohan Nath Chak was its first Dean. The real
architect was Prof. R.U. Singh who with great zeal and
enthusiasm organized teaching and research in the faculty in a
systematic way. He held the office of the Dean, Faculty of Law
till 1956. He also structured the Law Faculty of Delhi and
Banaras Hindu University (BHU). The distinction goes to him
that he drafted the Constitution of Nepal. Dr. V. N. Shukla, the
well-known authority on Constitutional Law was the first LL.M.
of the University. His book on Indian Constitution is still an
authoritative Volume. Mr. A.T. Markose was the first LL.D. of
the Faculty. He also held the office of Director, Indian Law
Institute and was a Member of Administrative Tribunal,
International Court of Justice. The Faculty has produced many
distinguished personalities including Dr. Shankar Dayal Sharma,
former President of India, Shri Ram Krishna Hegde, former
Chief Minister of Karnataka, Mr. Surjeet Singh Barnala, the
Governor of Uttaranchal and Mr. N.K.P. Salve. Similarly, Mr.
Justice Dr. A.S. Anand, Former Chief Justice of India and Mr.
Justice Saghir Ahmed, Mr. Justice Brijesh Kumar of the Supreme
Court and many High Court Judges to name a few, have also
been law graduates of the Faculty of Law, Lucknow University.
There is a large permanent faculty (35 teachers) which tends to provide
a very positive student teachers ratio and thus offers to provide
enhanced interpersonal interactions. Law Faculty, Lucknow University
apart from the LL.B. (three years course), LL.B (Hons.) five years
course also offers LL.M., and Doctoral Degrees (Ph.D. in law) and
post-doctoral (LL.D.) in Law. Faculty of Law has been organizing 'Dr.
V.N. Shukla Memorial Lecture' on one of the contemporary topics
during March every year for the last four consecutive years. Legal
luminaries like Prof. Mool Chand Sharma, Prof. R.K. Mishra, Vice-
Chancellor, DDL Gorakhpur University, Dr. Brij Kishore Sharma, Ex.
Chairman, Copyright Board, New Delhi, Prof. M.P. Singh, Vice-
Chancellor, NUJS, Kolkata and on April 09, 2011, Hon'ble Mr. Justice
Markandey Katju, former Judge, Supreme Court of India, Mr. Justice
Dr. A.S. Anand Ex. Chief Justice of India have so far delivered
enlightening and thought provoking lectures in the series. Students
participated in Lui-Brown John Marshell Moot Court Competition,
Chicago USA, 2009. The Students won best memorial and Spirit of
Surana award at Surana & Surana Moot Court Competition held at
NLU, Assam in 2012. The graduating students have been successfully
placed in leading law firms, multinational corporations & judicial
services. Some students are also pursuing master programme in
prestigious institutions like Yale, Cambrige, University College of
London etc. In 2022, University of Lucknow has been awarded A++ by
NACC. Notably, the university's Faculty of Law was ranked 23rd among
the top 39 law schools in India. Additionally,University of Lucknow was
ranked 32nd in the state public university category,highlighting its
consistent efforts to elevate its educational standards and reputation.
ABOUT THE ASSOCIATION
The Faculty of Law Alumni Association, University of Lucknow
is a registered society under the Societies Registration Act 1860,
as amended, in relation to its practice in Uttar Pradesh. It was
established in 2023. The Association is under the able
Chairmanship of Prof. Rakesh Kumar Singh and Prof. Anand
Kumar Vishwakarma as its Secretary/ Treasurer.
The Association is at the nascent stage of its course. Though that
hasn't stopped it from functioning as the meeting point of the old
and the new. With the successful organisation of the Felicitation
Ceremony for the newly selected judicial officers and other
successful students, it has definitely made its presence felt. The
Alumni meet that was held last year on the 21st of October was a
roaring success.
With this Seminar, the Association once again wishes to achieve
pathbreaking success in order to enquire and assess the impact of
the new laws. The main goal of the association is to act as a
single platform for bridging the gaps in legal academia between
the erstwhile scholars and the current students through means of
academic discourse and fun activities.
ABOUT THE SEMINAR
Justice is crucial for societal peace, and a strong criminal justice
system is essential in a democracy, especially in a rapidly
evolving nation like India. As India moves forward, its legal
system must adapt to modern challenges. The introduction of the
Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha
Sanhita, 2023, and Bharatiya Sakshya Adhiniyam, 2023 marks a
significant step toward modernizing India's criminal justice
system. Historically, India’s criminal laws have been based on
colonial-era legislation—the Indian Penal Code of 1860, the
Indian Evidence Act of 1872, and the Code of Criminal
Procedure of 1973. These laws, while foundational, have
struggled to keep up with contemporary crimes like cybercrime
and organized syndicates. Recognizing the need for reform, the
Government of India has introduced these new laws. The
Bharatiya Nyaya Sanhita, 2023, replaces the Indian Penal Code,
introducing new categories of offenses like organized crime, mob
lynching, and snatching, addressing gaps in the old laws. The
Bharatiya Nagarik Suraksha Sanhita, 2023, modernizes criminal
procedures, aiming to expedite justice, reduce delays, and
incorporate technological advancements like e-filing and digital
case management. It also addresses witness protection, a critical
concern in high-profile cases.
The Bharatiya Sakshya Adhiniyam, 2023, overhauls the Indian
Evidence Act, recognizing the importance of digital evidence in
today’s world. It broadens what constitutes evidence and
introduces protocols for handling digital data, ensuring its
integrity in legal proceedings. These laws represent a
fundamental shift in India's approach to justice, prioritizing
victims' rights and introducing more rehabilitative measures
like community service. They align the legal system with Indian
values, replacing colonial laws with legislation that resonates
with modern India. The National Seminar titled “The New
Criminal Laws: The Need, the Focus and the Future” would
play a crucial role in discussing these reforms, educating legal
professionals, law enforcement authorities and the public about
the impact of the new laws. Through discussions and
presentations, the seminar will help ensure a smooth transition
to this modernized legal framework. In conclusion, the
Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita,
and Bharatiya Sakshya Adhiniyam are monumental steps
toward a just, efficient, and modern legal system. These
reforms reflect India's commitment to the rule of law and will
shape the future of criminal justice in the country.

an efficient adjudication of Justice?
Are the new criminal laws old wine served in new bottle?
CALL FOR PAPERS
Academicians, lawyers, scholars and members of civil society are hereby invited to contribute papers for the
National Seminar. The contributions may be forwarded in both soft and hard copies according to the schedule
provided hereunder. However, prior registration would be necessary in order to ensure proper arrangement of
the Seminar as a whole. The prospective participants are also expected to forward their itinerary well in advance.
No TA/DA shall be provided by the University therefore, the participants should obtain the same from their
respective institutions.
Submission Guidelines -
1. Only registered participants shall be allowed to present their papers in the Seminar subject to submission of
complete papers in due course of time. Papers received after stipulated deadline shall not be entertained for
participation in the Seminar.
2. The papers should be developed and written in a symmetrical way responding to a theme of the Seminar. It
should have proper research questions and should also reflect the findings.
3. The paper should not be of more than 7000 words.
4. The abstract should not be of more than 250 words.
5. The paper must be typed in Times New Roman, Heading size 14, Font Size 12, Footnote size 10, line spacing
1.5 on A4 size paper on MS word.
6. Only one co-author is permissible. The co-authors need to get registered for the seminar.
7. Plagiarism shall not exceed more than 15%.
8. Personal details of the author must be given in the paper.
9. OSCOLA must be referred for proper citation and acknowledgement.
10. Prior registration shall be done for the Seminar.
11. Selected and submitted abstracts shall be published in the souvenir of the Seminar.
