MINUTES OF CEC MEETING HELD ON 11th NOV 2011 AT KV JNU CAMPUS, NEW DELHI A meeting of the CEC (Central Executive Committee) of AIKVTA was held on 11 th Nov2011 at KV JNU Campus New Delhi. President AIKVTA, Sh.A S Mazumdar priseded over the meeting. Following resolutions/decisions were unanimously taken on various issues on agenda . 1. AIKVTA demand for Grant of MACPS, Opportunity for changing over from CPF to GPF and Extension of CGHS facility to KV Teachers including Principals and Vice Principals: The CEC reviewed the developments on various demands of AIKVTA (already submitted to KVS along with agitation notice dtd.25/7/2011) subsequent to postponement agitation scheduled for Teachers Day, the 5th Sept2011 in the light of AIKVTA meeting with Honble Vice Chairman KVS on 1st Sept2011 and KVS assurance letter dtd 02/9/2011. It was noted by the CEC with concern that contrary to KVS assurance, non of the demands of AIKVTA has been accepted till date, least to speak of 30th September 2011, the date by which KVS should have come back to AIKVTA as per its assurance. While appreciating KVS efforts in pursuing the matter of grant of MACPS and opportunity to change over from CPF to GPF with the Ministry of Finance, it was deeply felt that the Government may not be sincere in accepting the genuine demands of AIKVTA hence the need for reverting to agitational recourse to press for the acceptance of the genuine demands of AIKVTA. Accordingly it was unanimously resolved that AIKVTA will observe the ensuing KVS foundation day, the 15th December2011 as Demands Day by putting on badge listing the demands of AIKVTA i.e. i. Grant of MACPS ii. Opportunity to change over from CPF to GPF and iii. Extension of CGHS facility to KV teachers including Principals and Vice Principals. It was also decided that the week from 15th January2012 to 22nd Jan2012 will be observed as DEMAND WEEK subject to non-acceptance of the demands by then and on which details will be communicated later after discussion in the Standing Committee of CEC,AIKVTA. 2. Victimisation of Office Bearers of AIKVTA: The matter of victimization of Office bearers of AIKVTA was discussed in details. The CEC unequivocally denounced the victmisation of Office bearers of AIKVTA in general and the victimization and suspension case of five Office bearers of AIKVTA including the Sr.Vice President of AIKVTA Sh.Baburajan in KV 1 Calicut (Chennai Region) and the victimization of President AIKVTA(LR) Dr.Hazari Lal by his Principal in particular. Without prejudice to Administrative norms, it was genuinely felt that certain Principals/ Officers target and victimize the AIKVTA office bearers for being righteous and speaking out the truth. The CEC through this resolution appealed to Commissioner KVS to order for immediate revocation of the suspension orders of Office Bearers in KV-I Calicut and to order for unbiased, impartial inquiry into these cases to fix the responsibility on the officers for any lapses leading to such harassment of Office bearers of the Recognized Association.
3. Annual subscriptions of AIKVTA collected through pay bill deduction; procedure to send unit share, regional share and central share through DD by the DDA: The problem of non-remittance of AIKVTA subscriptions collected through pay bills by the some DDAs on the pretext of lack of instructions from KVS was discussed and it was decided that the KVS should be requested to send clear instructions for remitting the AIKVTA subscription at the rate of one-third each to the unit, region and the center through separate DDs. The central share should be sent through DD drawn in favour of AIKVTA, New Delhi and sent to General Secretary, AIKVTA, Kendriya Vidyalaya, JNU campus, New Mehrauli Road, New Delhi-110067. Letter to this effect may be sent by the General Secretary to concerned Officer in KVS. 4. AIKVTA Office Room in KVS building and provision of computer & Computer Assistant for smooth functioning of AIKVTA. The General Secretary was authorized to request KVS to provide a room in KVS building for AIKVTA office purpose. He was also authorized to install computer and hire the services of a computer Assistant to facilitate smooth functioning of AIKVTA Office. 5. Accounts of AIKVTA: All the regional secretaries were requested to complete their account invariably by the end of December 2011 and the same may be informed accordingly to the GS AIKVTA. Accordingly the regional/unit share, if any, to be disbursed by the AIKVTA(HQ) may be done. 6. AIKVTA web site: Some members wanted a separate web site for AIKVTA be opened as the present web site is prepared and maintained by the President AIKVTA. The President informed that there should not be any problem in registering and maintaining a new web site for AIKVTA. The General Secretary was authorized to prepare and maintain a new web site for AIKVTA. 7. Organisation of AIKVTA regions: The President advised the regions where adhoc RECs are in place to hold elections to form regular REC to enlist the confidence of members of AIKVTA. 8. Tenure of CEC: There was a proposal by some members that the tenure of the CEC should be increased to three years from the present tenure of two years. The President ruled that such decisions should be taken by the general body of AIKVTA at the time of National Convention as per constitutional provisions. 9. Withdrawal of suspension of Sh.VB Pathak Ex-GS, AIKVTA (DR) from the Primary membership of AIKVTA: Some members raised the issue of suspension of Sh. VB Pathak, Ex GS,AIKVTA(DR) and requested the CEC to consider withdrawal of the suspension order considering his past services to the Association. The General Secretary explained the reason for the suspension, indisciplined and anti AIKVTA activities of Mr. Pathak. How ever considering all aspects, it was decided by the CEC to withdraw the suspension order. It was also decided that Mr. Anil Tiwari (PGT Physics,KV JNU Campus, New Delhi), the adhoc General Secretary, will continue in the post till regular elections to form a new REC.
