ABOUT SILICON UNIVERSITY:

Silicon University, Bhubaneswar is an engineering institute advancing science and


technology education for students from all walks of life. Founded in 2001 in the
eastern state of Odisha, India, SiliconTech is known for its community of reputed and
dedicated faculty, bright and talented students, and effective administration and
support staff. The institute provides the best engineering education through rigorous
academic programs, promoting fundamental and applied research, and fostering
innovation and entrepreneurship.

ABOUT THE EVENT:


Silicon Cup is the annual sports fest of Silicon University, Bhubaneswar. We are
celebrating the 15th edition of the Silicon Cup, scheduled to take place from
December 10th to December 13th, 2024. This year we are organizing events namely
Basketball, Football, Volleyball, Badminton, Kabaddi, Chess, Table Tennis.
Team registration fees (given in the rulebook, nonrefundable) per team of
the contingent.

Identity cards provided during registration must be always kept in hand


and produced upon request.

The type of tournament will be league based except for badminton which
will be on a knock out basis.

The contingent leader is responsible for taking care of the discipline and
decorum of his/her team.

All the participants should strictly follow the rules and regulations of Silicon
University Bhubaneswar.

The last registration date is 1st December 2024. All teams are asked to
ensure that each member's registration is completed by the final
registration date.

A maximum of two managers or coaches will be allowed to go with each


team.

In case of disciplinary violations, the participant will be immediately


removed from the event. In case of any dispute, the decision of the
Organizing Committee will be final.

We will not be held accountable for any unforeseen adverse weather


conditions. These guidelines could be changed depending on the situation.
The decision of the organizers will be final.
All the contingent members must follow the discipline committee’s
regulations.

Every participant should produce their valid college ID cards anytime on


demand.

All contingents should bring an official letter from the institute in which each
player's name and registration number must be included and an approval
signature from their respective authority.

The team captain of respective games must go through an additional


registration process at the reception.

All contingent members must obey the rules and regulations of the Silicon
University, BBSR.

Smoking, drinking, or any kind of drug-related activity is strictly prohibited


inside the institute premises. If any individual is found to be doing so, then
the entire team shall be eliminated from the tournament.

Mocking, insults, altercations, upsetting the peace and harmony on


campus, and damaging institute property are absolutely prohibited. The
sports club committee reserves the power to harshly sanction anyone who
violates the previously mentioned issues, and its judgment is final.

•Visitor’s pass will be provided with a fee of Rs. 100.

•All the matches will be played between 3:30pm to 8:30pm.


Dormitories will be provided only to outstation teams.

Fooding will be provided with minimal charges.

Accommodation is free with a caution money of Rs.2000 (refundable)


which will be charged from each team.

If any of the items in the allotted room or common area are damaged
or in the wrong place, the contingent leader is responsible, and the
penalty shall be imposed which shall be deduced from the caution
money based on the circumstances of the entire contingent.

We will not be held responsible for any loss you may suffer, and you
are expected to take care of your belongings.

Please contact the POC at least 24 hours prior to arrival for the
accommodation.

BASKETBALL
Prize Pool: 24,000/-

The tournament will be conducted according to the International


Basketball Federation (FIBA) rules as adopted from time to time and
Basketball Federation of India unless otherwise modified.
Team shall comprise a maximum of 12 players.
A team member is entitled to play when his name has been entered on the
score sheet before the start of the game and as long as he has neither
been disqualified nor committed five (5) fouls.
Each team member should be in a properly numbered team kit. The
captain shall, immediately at the end of the game, inform the referee and
event coordinator if his team is protesting the result of the game. No
nuisance shall be created by any team.
Each team shall report at the match venue 15 minutes prior to the
scheduled start of their match.
If a team is unable to field players till 15 minutes after the scheduled
starting time of the game or if the team refuses to play the match, then the
match point is awarded to the opponent team.
Referee decision shall be considered final.
Only Indian players are allowed (Adhaar card).

FOOTBALL
Prize Pool: 11,000/-

There will be a team of 13 players, 9 playing and 4 substitutes.


Each half will be of 20 minutes, there will be a 5 minute break after first half.
Goal kick, Freekick, Offside, penalty will be done as per FIFA guidelines.
A straight red card will make a player to sit for the next match or if a player
gets 2 yellow cards in a single match it will considered as red card and the
player cannot play the next match.
2 simultaneously yellow card in 2 matches will make the player ban to play
for the 3rd match.
Studs and Sin pads will be compulsory.
Each team member should be in a properly numbered team kit.
Referee’s decision will be final.
Only Indian players are allowed (Adhaar card).
The whole team needs to be ready before 15 mins of the game, or else
walkover will be awarded to the opponent.
If any indiscipline is found in the middle of the tournament, that too can
lead to the disqualification of the team.

VOLLEYBALL
Prize Pool: 10,000/-
A team must consist of a minimum of 6 members and a maximum of 12 members.
The matches will be evaluated on the basis of the best of 3 sets in which 2 sets
consist of 25 points each and the final set is for 15 points.
The semi-finals and finals will be evaluated on the basis of best of 5 sets each of 25
points and the final set is for 15 points.
Each set consists of 2 timeouts of 30 seconds each.
Matches will be played in Rotation.
Teams must report on the court on time. No extra time for warm-up would be given
in any case.
Teams must bring their own adequate volleyballs for practice. No balls will be
provided from the university for practice.
Each team member must wear a correctly numbered team kit. Failure to comply
will result in the disqualification of the entire team.
Referee’s decision will be final. Any argument will lead to immediate
disqualification.
Each team shall report at the match venue 15 minutes prior to the scheduled start
of their match.
If a team is unable to field players till 15 minutes after the scheduled starting time
of the game or if the team refuses to play the match, then the match point is
awarded to the opponent team.
All the standard rules of FIVB will be followed.

BADMINTON
Prize Pool: 18,000/-

The boys team will be consist of 6 players and girls team consist of 4
players.

It consists of total 5 games - 3 Singles & 2 Doubles (boys).

The order of play for boys are Singles, Singles, Doubles, Singles &
Doubles.

The order of play for Girls are Singles, Doubles & Singles.

Each game will be of 21 points best of 3.

All games will be played with Yonex Mavis 350 shuttle.

The team which wins 3 out of 5 games wins the tie.

Only 1 player can play at max 2 games i.e. 1 singles and 1 doubles.

Decision taken by referee will be final.

KABADDI
Prize Pool: 10,000/-

Each team consists of 12 players, having playing 7 on court and 5 extra.


A point is also awarded for each successful raid where the raider tags an
opponent and returns safely.
If the entire defending team is eliminated (all defenders are out), the raiding team
earns additional points and the defending team must send a new set of players
onto the field.
The match typically consists of two halves, each lasting for 10 minutes. minutes.
Each team is allowed one timeout per half, lasting 1 minute.
If three or fewer defenders are left and successfully stop the raider, it is called a
super tackle, earning the defending team an extra point.
A bonus line is introduced, where a raider can earn an extra point by crossing the
bonus line (located in the opponent’s half) without being tackled.
The referee’s decision is the final decision. No further arguments.
Any intentional behavior violation or misconduct by a player, done with referee
will, may result in the disqualification of the entire team.
Jersey Pulling:
- First offense: Warning
- Second offense: Player is out, opponent scores a point.
No Nail Policy:
- First offense: Warning to trim nails

Failure to comply: Player removed from the game until resolved.

CHESS
Prize Pool: 5,000/-

The chess competition will be played according to the FIDE laws of chess.

Game time 10 minutes.

During Match time pause is Prohibited.

There will be a single tournament open to all, with no separate


tournament for girls.

The FIDE Swiss system will be used for pairing.

Each player can register individually.

Depending on the number of entries, the first round may be a qualifier


knockout, with selected individual advancing to the Swiss League.

Players must arrive at the venue at least 15 minutes before the start of
their scheduled match. Late arrival may result in a loss of the game.

The match clocks will start as per the fixture timing. Late arrival will result
in forfeiture of the game for that round.

Players are expected to maintain good sportsmanship and adhere to the


rules of the game. Any violation of these rules will result in penalties,
including disqualification.

TABLE TENNIS
Prize Pool: 6,500/-

All matches will be best of 3 out of 5.


Each team must consist of either 3 or 4 boys & maximum 2 girls.
The order of games will be:
- Men’s Singles
- Women’s Singles
- Men’s Doubles
- Mixed Doubles
- Men’s single
The team captain must submit the order of players 15 minutes before the match
begins.
A boy cannot play two singles matches but can play one singles and one mixed
doubles game.
Each single match is made up of three games and therefore each tie will consist
of 15 games in total of 11 points.
And each doubles match is made up of three games of 21 points.

GENERAL RULES:
Teams failing to appear on time will forfeit the match to the opposite team.
Players must bring their own rackets; they will not be provided by the organizers.
Participants must be ready to play multiple matches in a day.
A maximum of two teams can participate from one college.
TABLE TENNIS
SERVING RULES:
The service should start with the ball freely resting on the flat, open palm.
The ball should be tossed vertically upwards, without spin, rising at least 16 cm.
The ball must be served from behind the table and should not be hidden during
the toss.
Each player serves for 2 points continuously before the server changes until both
players/pairs score 10 points each, after which each player serves 1 point in turn.
In doubles, the pair that wins the right to serve first can choose the first server, and
the receiving pair decides who will receive first.
The player serving in the first game shall receive first in the next game. In the final
game of a doubles match, the pairs switch order when one pair scores 5 points.
If a player's body contacts the table while the ball is in play, the opponent is
awarded the point.
If the ball touches the net during the serve and lands on the other side, it is
considered a let, and the serve is repeated. There is no limit on let serves.
If the ball touches the net during a rally, the rally continues as usual.
All other standard ITTF rules apply. The referee/organizing committee's decision is
final.
Teams should arrive at the venue no later than 15 minutes before the match
starts.
If a team arrives later than the prescribed time, the present team is awarded
victory.
