Article I General Provisions
c.1 This Constitution and By-Laws shall be known as the Constitution and By-
Laws of the Supreme Student Government of Buringal National High School.
c2 For purpose of this Constitution and by-Laws, SSG refers to the Supreme
Student Go- vernment of the Buringal National High School.
Article II Name and Office
c 1. This organization shall be known as the Supreme Student Government of
Buringal National High School.
c 2. The office of the organization shall be located at the premises of Buringal
National High School Makeshift Building.
Article III
Declaration of Principles and Objectives
ec1. The SSG of Buringal National High School shall be autonomous, unified
with the other organizations of the school.
ec 2 The objectives of the SSG are the following:
a. To develop fear to God and love of country, moral character, personal
discipline, lea- dership and efficiency among its members.
b. To assist my/our children in his/her lessons.
c. To mobilize its members towards attaining the objectives of the
organization.
d. To support the programs and policies of the school.
e. To participate in all the activities of the school.
f. Help maintain school aspirations to promote quality education and
academic ex- cellence.
Article IV Membership
1 All students or learner, are the bona fide members of the SSG.
c.2 All learners and other stake holders who are interested or willingly to
become members Of the SSG and who faithfully believes in the aspirations of
the organization are welcome to become members.
Article VI Rights of Members
Ec 1. Every member has the right to enjoy responsible freedom of speech
and expression.
2. Every member has the right to avail of all the services offered by the
organization.
Ec 3. Every member has the right to conduct and participate in all activities
conducted by the
Organization or by the school.
Ec 4. Every member has the right to information on all issues and matters
corning them.
C 5. Every member has the right to vote, to be nominated and be elected
into office of the organization.
Ic 6. Every member has the right to be represented in the different meetings
and assemblies of the school concerning their welfare.
C 7. Every parent member has the right to due process.
Article VII
Duties and Obligations of Members
C1. Every member has the responsibility to observe the laws of the Republic
of the Philippines and the rules and regulations of the school at all times.
C 2. Every member shall support and promote the objectives of the Action
Plan of the SSG And the school.
C 3. Every member shall abide by the Constitution and By-Laws.
C 4. Every member shall participate actively in all the activities of SSG.
C 5. Every member shall exercise his/her rights and do his/her
responsibilities as member.
Article VIII
Powers and Duties of the Supreme Student Government Offiicers
C 1. The SSG shall have the following functions and responsibilities:
a. To help the school in the effective implementation of its programs,
policies and activites.
b.Formulate and recommend programs that will address relevant issues or
concerns of the association and or the school..
b. To coordinate to the school or to proper authorities activities that
concerns the welfare of the school.
Article IX
Composition, Election Qualification and Term of Office of the SSG Officers.
C1. The officers of the SSG are the duly elected President, Vice President,
Secretary, Treasurer, Auditor, Business Managers, Public Information Officer
and the Peace Officers.
C 2. The General qualifications of the officers of the SSG officers shall be the
following:
a. A bona fide student of Buringal National High School;
b. No failing grade in the previous school year: and,
c. Must be of good moral character
C 3. The SSG elections shall be conducted on the third Friday of the first
month of Each school year unless otherwise superseded by DepEd Issuance.
C 7. No residency shall be required of the candidates for all elective
positions.
8. The officers of the SSG shall hold office for one academic year.
Article X Duties and Functions of Officers
: 1. The president be the chief executive officer of the organization, he/she
shall have the following duties:
a.Preside over all meetings and/or may designate another officer to preside
for a spe- cific meeting;
c. Enforce the Constitution, By-Laws and other regulations that may be
promulgated;
d. Sign all official minutes, resolutions, correspondences, and or other
official papers of
The organization;
e. Represent the SSG or designate his/her representative for any external
or internal affairs/functions;
f. Implement the SSG programs and activities as indicated in its Action
Plan;
g. Perform such other inherent function and incidental to his/her office;
2. The Vice President shall have the following functions:
a.Assist the president in all matters where his/her assistance is necessary;
b.Assume the office of the president should the position become vacant;
d. Supervise members in planning and arranging meetings or programs of
activities;
d.Conceptualize programs and projects and plan activities with other officers;
e.Perform such other duties assigned by the SSG.
3. The Secretary shall have the following Duties:
a.Keep accurate records of the minutes and document proceedings of every
meeting;
b. Keep a file of all pertinent document and papers of the organization, and
make them accessible to its members;
c.Call and prepare all notices of SSG meetings;
e. Perform such other duties assigned by the SSG.
Ic 4. The Treasurer shall have the following function:
a.Keep all financial records of the SSG;
b.Prepare financial report of the SSG;
c. Formulate pertinent financial guidelines for the organization;
d. Head the finance committee;
f. Perform such other duties assigned by the SSG.
C 5. The Auditor shall have the following functions:
a.Certify the legitimacy and correctness of the disbursement of the funds;
b.Audit all expenditures of the SSG;
c.Assist the treasurer in formulating guidelines and reports;
d.Keep and update inventory of all the SSG property;
e.Perform such other duties assigned by the SSG.
C 6. The Public Information Officer shall have the following duties:
a.Popularize the objectives of the organization;
b.To build and maintain a credible image of the organization;
c. Take charge in the promotion of SSG projects and activities;
d.Perform such other duties assigned by the SSG.
7. The Peace Officer shall have the following duties:
a. Help the presiding officer to maintain peace and order during meeting;
b. Act as disciplinary officer, if needed.
c. Help maintain peace and order within the premises of the school;
d. Perform such other duties assigned by the SSG.
Article XI Meetings and Quorum
: 1. The SSG shall conduct regular meetings atleast once every quarter or as
the need arises.
12. Special meetings may be called by the President or by majority of the
SSG officers;
3. Majority of the officers shall constitute fifty per cent (50%+1) to call a
quorum.
4. Each officer of the SSG is entitled to only one vote.
5. No proxy shall be allowed when voting.
Article XII Finance
1. The SSG is a non-stock non-profit organization. It does not collect
membership fee nor does it collect annual dues to its members.
However, it collects fees from absences of members in meetings or
workdays as afore agreed by majority of the members.
2. The organization accepts donations and sponsorships from legitimate
sources and may undertake fundraising projects when necessary to
subsidize its programs and projects.
3. All receipts of money from all sources shall be evidenced by
acknowledgement receipts.
4. The SSG may accept cash donations from any member or any public or
private person or institution as long as it will not affect or compromise
the integrity of the organization.
5. The organization shall enjoy the freedom to determine its priorities in
the disbursement of its funds.
6. The SSG President and the Treasurer shall be the signatory of all fund
disbursement.
7. The SSG through the Treasurer and the Auditor shall promulgate
financial guide- lines proper financial management.
8. For purposes of transparency of all financial record of the organization
shall be acces- sible to all members.
9. The officers of the SSG shall have a financial report every quarter.
Article III Impeachment, Resignation and Vacancies
1. The officers of the SSG may be impeached on the following grounds:
a. Culpable violations of the Constitution and By-Laws;
b. Gross misconduct, violence to person in authority, negligence,
and disloyalty to the
Case of the organization and the school;
c. Non-attendance in both regular and special meetings for three
(3) times without valid cause; and,
d. Abuse and misuse of power and authority.
2. Two-thirds vote of the officers shall be necessary to decide after
hearing a case of im-
Peachment.
3. Resignation of an elected officer shall be in writing and shall take effect
(3) days after the approval of the majority of the SSG officers.
4. The Law on succession shall be applied in case of vacancy of any
position for the reason transfer of abode officer or transfer of school of
learner, resignation or death and upon declaration of vacancy by the
majority of the SSG officers.
5. Any position rendered or considered vacant shall be filled by
appointment of the majority of the SSG officers.
Article XVI Ammendments
1. The Constitution and By-Laws may be amended or modified in full or
part once every three years or as the need arises.
2. Such proposal to amend or modify the Constitution and By-Laws shall
be carried through a resolution duly signed and approved by a majority
vote of the SSG.
3. Amendments to this Constitution and By-Laws shall take effect
immediately upon approval of the majority of the SSG officers, or upon
two-third (2/3) vote of the SSG officers.
