1.0 SCOPE:
This Transmission Engineering Standard (TES) specifies the protection systems for 11kV
and 13.8kV overhead and underground cables of plain and consumer feeders of the National
Grid SA.
2.0 GENERAL:
2.1 Feeder protection shall comply with the latest revision of the National Grid SA
Standard 41-TMSS-01 - Protective Relays and with the National Grid SA’s List of
Technically Approved Manufacturers (LOTAM).
2.2 Test switches shall have CT shorting facility while inserting test plug and shall be
provided for all necessary circuits such as current and voltage inputs, trip signals, etc.
2.3 Protection IN/OUT switching facility shall be provided for consumer feeder
protection IED on feeder by means of external switches.
2.4 The said IN/OUT switching facility shall remove the tripping outputs, inhibit the
protection faulty alarm and shall be operable from the LV compartment or protection
panel with back indications at Station Human Machine Interface (HMI) and at remote
respective Regional Control Centre (RCC).
2.5 A white lamp shall be provided on the relay panel to indicate when each protection is
out of service.
2.6 Local and remote alarms for feeders’ IEDs shall be as stated in the latest revision of
National Grid SA Standards 38-TMMS-05 and TES-P-107-02.
2.7 Feeder protection schemes shall have a communication interface with the SAS with
protocol IEC 61850 Edition 2 and IEC 62439-3 for (PRP-1).
2.8 CT requirements shall comply with the latest revision of the National Grid SA
standard 50-TMSS-01 - Current Transformer 11kV through 380 kV.
2.9 Unless otherwise specified, the BCPU and/or IED and associated auxiliaries (test
switches, tripping relays, auxiliary relays, In/Out selector switch, etc.) shall be
accommodated in LV Compartment of the switchgear Panel and shall comply with
the latest revision of National Grid SA standard 31-TMSS-01.
2.10 50CBF circuit breaker failure protection shall be built in the same BCPU and/or
protection IED.
2.11 CBF shall trip and block reclosing of the associated outgoing feeders, bus section CB
and transformer LV CB. It shall be initiated internally using the SOTF logic and
arrangements shall be made to avoid any spikes initiating the CBF.
2.12 Circuit breaker failure 86CBF trip relay should not cause damage to TC 1 and TC 2
of CB.
2.13 Auto-recloser shall be built in the BCPU and/or IED of all outgoing feeders, and shall
be activated only for overhead feeder. (if required). It shall be initiated by any feeder
protection trip signals and shall be applied in case of a single-phase to ground fault
located on the line circuit (but shall be inhibited in case of Cable Differential-87C,
Directional EF - 67G or Multiphase Faults). The AR shall be provided with IN/OUT
selector switch for any feeder type.
2.14 Trip Circuit Supervision shall be built in BCPU and/or protection IED and shall
provide alarm when a failure is detected in the circuit breaker tripping control circuit.
TCS shall be available during CB open or close conditions and when there is a trip
signal present or none.
2.15 VT supervision shall be built in the same BCPU and/or protection IED.
2.16 All operations shall be annunciated, initiate the fault recorder and SOE
3.1 Plain feeder protection shall include multi-characteristic steps of phase and earth fault
protection (O/C and E/F). The protection features shall be built in bay control
protection unit (BCPU). The overhead feeder protection shall also include sensitive
earth fault (SEF).
3.2 Instantaneous (O/C and E/F) and delayed overcurrent and earth fault elements of
overhead line feeders shall trip CB via both trip coils. and initiate CBF. And the
auto-recloser shall be initiated by instantaneous trip signals. All these functions shall
be built in the same BCPU.
3.3 Instantaneous and delayed overcurrent and earth fault elements of underground
feeder protection shall trip both the tripping coils and block CB closing as well as
initiate the built-in CBF protection.
3.4 Input voltage for the BCPU shall be taken from respective bus VT.
4.1 Consumer feeder protection shall be built in the bay control and protection IED
(BCPU). It shall include at least the multi-characteristics steps of Phase and Earth
fault over current (50P/51P/50G/51G) protection as well as the directional
overcurrent and earth fault features.
4.2 Instantaneous and/or delayed overcurrent and earth fault protections shall send signal
to trip coil 1and trip coil 2 and initiate the CBF protection.
4.3 The instantaneous trip output shall have visual isolation facility in front panel. Any
change in the position of the isolation facility must be sent to the control center, in
addition to disabling the trip outputs in the software.
4.4 Unless otherwise specified, the voltage for DEF function shall be taken from the
respective feeder.
5.1 If PTS/SOW specifies the Consumer feeder is with unit protection, the feeder
protection shall include Main and Backup protections.
5.2 The main protection shall be IED relay and shall work on current differential
principle. It shall include at least line differential (87L) and directional earth fault
(67N) protection functions.
5.3 The backup protection shall be built in the bay control and protection IED (BCPU).
It shall include at least the multi-characteristics steps of Phase and Earth fault over
current (50/51) protection as well as directional overcurrent and earth fault features.
5.4 The Main protection shall be supplied from the DC source +/-1, and the backup
protection shall be supplied from the DC source +/-2.
5.5 The main and the backup of protection shall send signal to trip coils 1 and 2, block
circuit breaker closing, initiate the CBF protection and shall send signal to trip the
remote end.
5.6 The 87L and 67 Trip output shall have visual isolation facility on front panel. Any
change in the position of the isolation facility shall be sent to the control center, in
addition to disabling in software.
5.7 For the line differential feature, the communication between both circuit ends shall be
carried out directly between the relays through a fiber optic route.
5.8 Unless otherwise specified, the input voltage for DEF function shall be taken from the
respective feeder VT.
