CTM: The European Union’s Product Environmental Footprint (PEF) regulations

The European Union’s Product Environmental Footprint (PEF) regulations represent a significant shift in how en-

vironmental impacts of products are assessed and communicated. These emerging policies aim to standardize

environmental performance metrics and foster sustainable consumption practices across the EU. While still under

development, the regulations are anticipated to have far-reaching implications for industries reliant on natural re-

sources, including cotton production. The global cotton sector, deeply intertwined with international trade and

consumer behavior, stands at the intersection of sustainability efforts and market dynamics.

Despite the absence of specific studies evaluating the direct effects of the PEF regulations on cotton demand—

due to the ongoing drafting process—it is possible to infer potential outcomes by drawing on historical precedents

and analogous regulatory contexts. This short report seeks to provide a historical perspective on the likely per-

centage decline in cotton demand attributable to the forthcoming PEF framework. By examining past instances of

regulatory intervention in the textile industry, shifts in consumer preferences, and responses of supply chains to

sustainability mandates, we aim to construct a reasoned argument for the anticipated changes in demand.

Our analysis emphasizes the importance of understanding the historical context in which such policies emerge

and operate. Regulatory measures have historically influenced the cotton industry, altering its production, pricing,

and demand patterns. From environmental campaigns in the late 20th century to shifts driven by organic certifi-

cation standards, the cotton sector has demonstrated both resilience and susceptibility to policy-driven change.

By exploring these historical parallels, this report offers a grounded basis for anticipating the impacts of the PEF

regulations on the global cotton market, with a particular focus on the EU’s role as a significant consumer.

This work is not only timely but also necessary, as stakeholders across the cotton value chain prepare for a regu-

latory landscape likely to prioritize transparency, accountability, and sustainability. While empirical data on the

PEF’s effects remains unavailable, a historical lens allows us to preemptively engage with the challenges and op-

portunities that these regulations may introduce.

A more detailed analysis will be conducted next month, focusing on price impacts under various scenarios of de-

mand reduction resulting from the EU’s regulations.

• Reason: Disruption of U.S. cotton exports (main supplier at the time) caused a
global "Cotton Famine," particularly in Europe. Britain and France faced severe
shortages.

• Estimated Decline: 20–30% globally

• Reason: Massive economic downturn reduced textile production and demand.
Consumers shifted to cheaper alternatives or reduced spending on clothing
entirely.

3. World War I (1914–1918) 8

• Estimated Decline: 15–25% globally

• Reason: Cotton production slowed as labor and resources were redirected to war
efforts. Textile manufacturing prioritized military needs.

Price Projections1

The Secretariat’s current price forecast of the season-average A index for 2024/25 ranges from 92.00 cents to 97.00

cents, with a midpoint at 94.00 cents per pound.

3, 2025.
