Joint Procedure Order for Working of tack and
Machines along with Material
; Tower Wagon over BS

Background:
With implementation of BMS and RBP, integrated blocks are being carried out in the
Division to extract proper output in shadow blocks and also facilitates multiple department
working. There is « need to streamline the system of operation of Integrated traffie and power
blocks required for safely and reliability of infrastructure. Over the years, with the reduction in
manpower, entire maintenance system of assets has switched over to mechanized maintenance
with predominant requirement of operation of vehicles including various types of Track Machines,
End Unloading Rakes (EUR) for rails unloading, vehicles for loading and unloading of sleepers &
Ballast etc. Multi departmental works involving track machines, material trains, tower wagons
with departmental as well as contractual staff can be executed in a single integrated block.
In view of above and to ensure smooth working during integrated block, the Joint
Procedure Order for working of Track machines along with material trains, Tower wagons is
hereby issued.
1) During Integrated block Material train, Track machines, Tower wagons will be allowed to
work in the same block section, however the composition of group should not exceed 7
and all track machines leave/arrive station in convoy.
2) During Integrated block, sequence of material train, track machines and tower wagon will
be decided by Overall In-charge (Integrated block) i.e, SSE/P.Way based on the working
direction of track machines and location of works and same shall be mentioned in the
“Integrated block requisition Notice and Permit” (Annexure-II: 6/465/B). Overall in-
charge will ensure that, all individuals for whom signature is prescribed in the Performa
has signed.
3) Overall In-charge (Integrated block) will submit the block requisition (Annexure-II:
E/465/B) to the station master (SM) in duplicate. SM will advise section controller
(SCOR).
4), Permission shall be granted by SCOR under exchange of private numbers with SM of either
end stations. SM will endorse on Annexure-Il: E/465/B and hand over it to Overall In-
charge (Integrated block).
5) During Integrated Block, following movements will be permitted/Not permitted.

8) SM shall ensure that the route is Properly set and locked ‘and remain locked till the Overall
Invcharge (Imegrated block) contimms the clearance of machines, Overall In-charge
{integrated block) while leaving the station shall satisfy himself personally thatthe last
track machine enters the block section safely and shall inform the SM supported by private
dumber that all tack machines, ower wagon, materia! trains have cleared the last set of
points and entered into the block section,
9), On reaching the station, overall in charge will hand over the Integrated block permit
(Annexure
~I1(E/465/B)) along with the track safe certificate (Annexure -III (F/465/C) to
SM only when the last material train Track Machine/(ower wagon clears the block section
10) Speed restriction- Tower wagons, Track machines, material trains and other departmental
vehicles moving in the direction opposite to normal direction of traffic will run at a speed
not exceeding 25 kmph, This is similar to SR 6,02-1 (I) ie. speed restr
line working in double line section. This speed restriction should be endorsed in caution
order column of “integrated block requisition’ notice and permit (E/465/B)", in addition to
any existing speed restrictions by station master of block permitting station.
11) Whistle freely and observe Hand signal- Operators/Pilols of Tower wagons, ‘Track
‘machines, Material trains and other departmental vehicle should dive cautiously, whistle
freely and observe hand signals to stop short of any obstruction, Switching on of flasher
light- On double line sections, Operators/Pilots of Tower wagon, Track machines, Mat
trains and other departmental vehicle moving in the direction opposite to normal direction
of traffic, should switch on Flasher light.
12) Communication of block granted- Communication of block uranted, numbers of vehicles
sequence of movement of vehicles in to the block section, time when block is granted as
‘mentioned in the block requisition and permit, should be conveyed on mobile phone to all
site in-charges of all departments by official in-charge (P-way)/ Overall in-charge
(Integrated block), The same should be conveyed by in-charges to workers in the field
13)While Track Machines are moving in the block section in convoy, it will be the
responsibility of the SSE/JE/TM of their Track Machines to maintain & keep ata distance
not less than 200 meters between each other.
14) Protection of worksite- Worksite should be protected adequately as per Para 806 (2) of
IRPWM and Para SR 4.65 -5 (iv) & SR there on, as applicable.
15) Wearing of Luminous Jackets/Band by all personnel working in the Block- All personnel
should wear luminous (retro-reflective) jackets/bands while working in the block for the
entire duration of the block.

avoid collision between machines and danger to life of machine and P.way staff working
with machine.
