ABSTRACT

The author presents the need to develop and approve the concept of re engineering for the
electronic procurement system from the perspective of its integration and interoperability at
national and European level.

In this context, the author refers to the aspects of the re-enginering concept, analyzing the
current legislative framework in order to fully harmonize with the requirements at EU level, with
the clear designation of the authorities that apply the normative provisions and the method of
contestation for each mode of contract award.

The author applied traditional research methods: monographic method, document


analysis, comparison, trend analysis, etc. The objectives of the article denote: clarification of the
concept of public procurement in the field of reenginering, The efficient use of public money
through the coherent conduct of public procurement procedures requires the development of
model specifications for the most used procurement objects, including social, environmental,
innovation and performance aspects.
