TEACHERS ELIGIBILITY QUALIFICATIONS
IN MEDICAL INSTITUTIONS REGULATIONS, 2024

G.S.R. No. In cxercise of overall povers conferrcd by the National Medical
Commission Act, 2019 under sub-section I(a), 1(b) &1(c) of Section 10 and sub-section (2) of Section
57 National Mcdical Commission makes the following Draft Regulations namcly -
1. Short title and commencemcnt
1.1These Regulations may be called the "Tcachers Eligibility Qualifications in
Medical Institutions Regulations, 2024". In short, these regulations will be called
as "TEQ-2024".
1.2 They shall comc into force on the datc of their publication in the Official
Gazettc.
2. Objcctives
Appointment and promotion of faculty in various tcaching spccialtics imparting
graduate and postgraduate mcdical cducation in mcdical institutions, falling
within the purview of the National Medical Commission, has to be in accordance
with the minimum qualifications and expericnce prescribed in thesc Regulations,
to maintain a standard of tcaching in medical institutions.
3. General Norms for Appointment of Faculty in Medical Institutions
Every appointing authority before making an appointment to a teaching post in a
Medical College or Medical Institution shall observe the following norms:
3.1 Qualification requircd to become a faculty in Medical Institutions shall be as per Table
3A, Table 3B, Table 3C, and Table3D of this regulation.
Since the inception of MCI, there have becn changes in the nomenclaturc (name of
qualification) of various spccialtics. The faculty posscssing those recognizcd
qualification shall also be considercd cligible to become faculty.
3.2 The maximum age limits up to which a person can be appointed or granted extension
or re-employcd in service against the posts of Teacher or Medical Superintendent or
Dcan or Principal or Dircctor or as the case may be, which are required to be filled up
as per the norms of the National Medical Commission in any Medical Collcge/
Institution for imparting Graduate and Post-Graduate Medical cducation shall be 70
years.
3.3 The position of Dcan/Dircclor/Principal of Mcdical Collcge/Institution should be hcld
by a person posscssing rccognizcd Postgraduate Medical Degrec Îrom a rccognizcd
Institution with a minimum of tcn ycars tcaching cxpcricncc as Profcssor/Associate
Profcssor in a Mcdical College/ Institution, out of which at least five ycars should be as
Profcssor in the Departmcnt. Appointment to these posts shall be madc on seniority
cum-merit basis. The Dcan/Dircctor/Principalof aMedical college/Medical Institution
shall not hold the post of Hcad of the Department. However, he can become hcad ofa
Unit.
3.4
The Mcdical Suporintendent of the affiliatcd teaching hospital shall possess a
rccognizcd Postgraduatc Mcdical Degrcc from a rccognizcd Institution with a minimum
ol tcn ycars tcaching cxpcricncc as Profcssor /Associatc Profcssor in the rclevant
departments of the Hospital, out of which at least five ycars should be as Professor.
Appointment to thcsc posts shall be made on seniority-cum-merit basis. Mcdical
Supcrintendent shall not occupy thc position of the Hcad of the Department. However,
hc can bccomc hcad of a Unit.
3.5 The position of Dean/Dircctor/Principal of Standalone Postgraduate Broad
Specialty/Super Specialty Institution shallbe hcld by a person possessing rccognizcd
Postgraduate Degrcc from a rccognized Institution with minimum of ten ycars tcaching
cxpericnce as Professor/Associatc Profcssor, out of which, at lcast five ycars should be
as Profcssor. The Dean/Dircctor/Principal of Medical Collcgc/ Institution shall not hold
the post of Hcad of the Department. However, he can become head of the Unit.
3.6 Determination of cquivalence of the qualification of DNB (Broad Specialtics) with
MD/MS and DNB/DrNB (Super Specialtics) with D.M./M.Ch.
The Diplomate of Nalional Board in broad specialty and supcr spccialty qualifications
when grantcd after training in a Mcdical Institution with attachcd Hospital or in a
hospital with thc strcngth of five hundred or more beds, by the National Board of
Examinations, shall be cquivalent in all respects to the corresponding broad spccialty
(MD/MS) and super specialty (DM/M. Ch) Postgraduate qualification, but in all other
cases, senior residency in a Medical College for an additional period of one ycar shall
be requirced for such qualification to be equivalent for the purposcs of tcaching.
3.7 Scnior Resident:
a. Senior Resident is onc who is doing his residency in the conccrncd departmcnt afler
obtaining Postgraduatc MedicalDegrec (MDIMS/DNB) or after MSc and PhD in
subjccts as mentioncd in section 3.10.
b. One must be below 45 years of age at the time of initial appointment as Scnior
Resident. Howevcr, for Anatomy, Physiology, Bio chemistry, Pharmacology,
Pathology, Microbiology, Forcnsic mcdicine and Community Mcdicine, one must
be below 50 ycars of age at the time of initial appointment.
C. Such post of Scnior Resident is tenure position, duration of which shall not cxcccd
3 ycars.
d. This requircment of onc-ycar Senior Resident cxpcricnce is rclaxcd for promotion
1o the post of associatc profcssor for those who arc appointcd dircctly as Assistant
Profcssor in Government Medical College/ Institute bcfore the publication of these
regulations. In such casc, onc has to work for one morc ycar cxtra to becomc cligiblc
for promotion to the post of Associate Profcssor.
c. Person doing post-graduation in supcr-spcciality arc also callcd Senior Resident.
f. The posts of tcnurcd Scnior Residcnts arc not faculty positions.
3.8 Tutor/Demonstrator: Minimum qualification rcquircd to be Tutors shall be MBBS.
Minimum qualification required to becomc Demonstrators shall be MSc (rclcvant
Medical) and PhD (relevant Medical qualifications), granted by thc
recognized/accredited Medical College/Institute as regular on campus course in the
subjcct concerned.
3.9 Those Super spccialty faculty working in a Medical College in a broad specialty
department will be considered cligible to be laculty of cquivalent cadre of Supcr
speciality department of his/her speciality.
3.10 Index of Broad Spccialtics in which Persons with non-Medical Qualifications will
be cligible for appointment as Senior Resident and Faculty (Assistant Professor
and beyond)during transitional period.

3.11 Transition period: In aspecialty (subject) if enough taculty having qualification ofthat
specialty arc not avalable, one with relatcd qualification and training/experience is
made cligible to becomc faculty of that specialty for limited period till adequate number
of faculty with qualification of suchspcciality are available. This limited period is called
transition period and conditions required to be fulfilled for this will be called as
transition period criteria.
Transition period criteria.
i. In Anatomy, Physiology and Biochemistry, non-mecdical graduates having MSc
(rclevant Medical) and PhD (rlevant Medical) qualifications listed in scction 3.10
above which arc grantcd by the NMC recognizcd/accrecditcd Medical Collegc/Institute
as rcgular in campus course in the subjcct concerncd, can be appointed as faculty
However such non-mcdical person cannot be appointed as IHcad of the Department.
Dcan, Dircctor, Principal or Mcdical Supcrintcndent.
ii. In all other spccialty where transitional period criteria are applicd, onc of the
following experiencc/training requirements as mentioncd below in point a, b and c and
rescarch rcquirements as mentioned in point d. will have to be fulilled for one to be
eligible to becomc a faculty.
a. Experiencc for thrcc ycars in any Medical collcge/Institutc running exclusive
departmcnt/unit of this ncw spccialty which is having cxclusive infrastructure
and faculty for the specialty (faculty of which are not being shown as faculty of
other uni/department)
b. Expcricnce for thrcc ycars in any Institute of National Importance (INI) Medical
Institutc running such unit/dcpartment
c. Expericnce for threc ycars in a well-known lnstitute of exccllence in India or
abroad running such unit/department
d. Should have done two publications in this new specialty during these thrce ycars
in as per NMC norms for publications.
Duration of Transition period:
Duration of Transition pcriod willbe dccidcd by NMC bascd on recommcndation ol
PGMEB.
3.12 Relaxation in norms for non-tcaching Consultant/Specialist/Medical Officcr
working in Government hospitals.
A non-tcaching Consultant/Specialist/Mcdical Officer, possessing Postgraduatc
Medical Degrec, working for at least four ycars in a minimum 220 bedded
tcaching/non-tcaching Govermment Hospital shall be cligible to become an Assistant
Professor of that broad specialty. They should have completcd the Basic Coursc in
Biomcdical Rescarch (BCBR) prior to become cligiblc for such post. The subscqucnt
promotions tohigher teaching designations willbe as per critcria mentioncd in Table
IA and 1B of this regulation. They willhavc to completc the BasicCourse in Medical
Education Technology (BCMET) Course within threc ycars of such appointment if it
is required for the spcciality.
A non-tcaching Consultant/Specialist/Medical Officer, possessing Postgraduate
Medical Degrec, working for at least ten ycars in the concerncd specialty in a minimum
220 bcdded tcaching/non-tcaching Government Ilospital shall be cligible to becomc
Associate Professor of that broad specialty. He/She should have completed the Basic
Course in Biomedical Rescarch (BCBR) Course prior to bccomc cligible for such post.
The subsequent promotions to higher teaching designations will be as per criteria
mentioncd in Table lA and lBof this regulation. They will have to complctc the Basic
Course in Medical Education Technology (BCMET) Course within thrce ycars of
such appointment if it is rcquircd for the spcciality.
3.13 Relaxation in norms for diploma holders working as Senior Residents in a Mcdical
College or as spccialist / medical officcr in a Government Medical Collegc
Diploma holders appointed as Senior Residents before 08.06.2017and are continuously
working as Senior Resident in the same Institute shall be cligible for the post of
Assistant Professor. Subscquent promotion will be as per Table 1A and 1B
Diploma holders working as spccialist/ Medical officer in a Government Medical
College for six ycars shall be cligible for the post of Assistant Professor. Subscquent
promotion will be as per Table 1A and 1B.
3.14 A Senior Consultant, recognized as PG Teacher as per NBEMS criteria and is
working /has worked as PG teacher in a Government Medical Institution running
NBEMS recognized PG training programme will be cligible to bccomc Professor in a
NMC recognized Medical College of his/her specialty in which he/she was a PG tcacher,
if he/she is in possession of qualification of that spcciality (M.D., M.S., DNB, or D.M,
M.Ch. or DrNB as applicable) on completion of thrce years of cxperience as PG tcacher.
Total number of ycars of expericnce as PG tcacher after becoming cligiblc as professor
will be considercd as expericnce as Profcssor.
3.15 Rescarch Publications norms: Only original papers, Metanalysis, Systematic
Reviews, and Case series that are published in journals indexed in Medline, PubMed,
Central Science Citation Index, Science Citation Index, Expanded Embase, Scopus,
Directory of Open Acccss Journals (DoAJ) will be considered.
3.16 Teaching cxpericnce of any faculty working in a post of a University/NMC/State
Mcdical Council/Medical Education Department of the Government have the
disadvantage of losing the tcaching cxpcriencc. To compensate this, a total five years
of such administrative posting will be counted as tcaching experience during the total
period of his/her services.
3.17 F'aculty working in Super-spccialty department and faculty working in broad spccialty
subjcct not rcquircd for UG training will not requirc to undcrgo BCMET coursc.
4. Eligibility for bcing designated as Postgraduate Guide
Broad Specialties: Afaculty in a Mcdical Collcge or Institution having a total of 5
ycars of tcaching cxpericnce in the respcctivc spcciality as Assistant Professor and
above shall bc rccognizcd as Post Graduatc Guide in that specialty, providcd the
department has becn permittedfor conducting Postgraduatc coursc in that subjcct.
Super Specialities: A faculty in a Mcdical College or Institution having a total of 3
ycars of tcaching cxpcricnce in the respcctive speciality as Assistant Professor and
abovc, shall be recognizcd as Post Graduate Guidc in that Supcr Spccialty subject,
provided the department has becn permittcd for conducting Supcr Spccialty courses in
that subjcct.
5. Norms for Determination of Teaching Designations for Consultants/Spccialists in
Medical Institutions of Dcfensc Services
i. Profcssor: Spccialist Medical Officer of the Armed Forccs having minimum 8 ycars
lcaching expericnce after oblaining the requisite recognizcd Postgraduate qualification
in the subject, of which at lcast threc ycars as Associate Profcssor in a tcaching hospital
of the Armed Forces, with two Rescarch publications as per clausc 3.15 and as given in
table 1.A and 2.A, can be considercd cligible for appointment as Professor in the
conccrncd subjcct.
ii. Associate Professor: Specialist Medical Oficer of the Armed Forccs having minimum
five ycars teaching cxperience after obtaining the requisite recognized Postgraduate
qualification in the subject, of which at least four ycars tcaching experience as Assistant
Professor in a teaching hospital of the Armed Forces, with two Rescarch publication as
per clause 3.15 and as given in table 1.A and 2.A, can be considered cligible for
appointment as Associate Professor in the concerncd subjcct.
ii. Assistant Professor: Specialist Medical Officers of the Armed Forces having
minimum onc ycar tcaching cxperience after posscssing rcquisite recognized Post
graduate qualification in the subjcct, can bc considered cligible for appointment as
Assistant Professor in the concerncd subjcct.
6. Visiting Faculty
With a vicw to enhance the comprchensiveness and quality of tcaching of Postgraduate
students in allthe departments, Medical Collcges/ Institutions may appoint additional
Faculty Members as Visiting Faculty on part time basis.
7. List of tcaching specialties
List of recognized Post-graduate tcaching spccialtics shall be as per Annexure-I,
Annexure-II, Annexure-III, Annexure-IV, Anncxure-V and Annexure-VI of the
PGMER-2023.Any addition or dclction of a spccialty willreflcct in the corresponding
table of this regulation.
8. Norms regarding Forign Postgraduate Qualifications for Equivalence to becomc
faculty.
Aperson who has acquircd MBBS qualification in India and rccognizcd qualification
cligible for registration in India from any ofthe fiveEnglish spcaking countrics (United
Kingdom, United States of America, Canada, Australia and Ncw Zcaland) shall be
considered for tcaching job in aMedical College in India as Senior Resident Assistant
Profcssor in the rcspective speialty and subscquent promotions as per "Tcachers
Eligibility Qualifications in Medical Institutions Regulations -2024", ir he fulfills the
eriteria mentioncd below. Ile/she may becxempted from requirement of mandatory
one-ycar cxpericnce of Scnior Residency bascd on his/ her tcaching expcriencc.
i. lleshould have donc his complete duration of training in thosc countrics and be
registered therc to practice in that spccialty.
ii. Country spccific Requircments:
United Kingdom: He should have completed Certificatc of Complction of
Spccialist Training (CCST) Or cquivalent training with final
FRCS/MRCP/FRCP degree and registcred in that country to practicc in that
spccialty.
United States of America and Canada: He should have MD qualification
with Residcncy Training Ccrtificate in thc relevant specialty in USA. For
Supcr spccialtics, succcssful completion of Rcsidency Training Programme
along with complction of accreditcd Fellowship programme in the rclevant
super spccialty is csscntial.
Australia and New Zealand: He should have complctcd supervised training
programme culminating in the Fcllowship of thc rcspcctivc Spccialty
(FRACS/FRACP). For Supcr Specialtics, minimum two ycars of supcrvised
sub specialty lcllowship programme in the rcspective Sub Spccialty is
csscntial.
9. Norms for Faculty Appointment and Promotion

Notwithstanding anything containcd in thesc Regulations, any appointment made under
the "n Tcachcrs Eligibility Qualifications in Medical Institutions Regulations, 2022" or
the recommendation of the Councils prior to that, shall be protccted.
17. Provision to amend the Teachcrs Eligibility Qualifications in Medical Institutions
Regulations - 2024
National Medical Commission is cmpowcred to makc any addition, dclction,
substitution, or any other amendment to "Tcachers Eligibility Qualifications in Mcdical
Institutions Regulations - 2024", as and when requircd.
18. Repcal: The "Teachers Eligibility Qualifications in Medical Institutions Regulations,
2022" is hcrcby repcalcd.

into consideration on or alier the cxpiry of a periodof seven (07) days from the
datc on which thc copies of the Gazette of India containing thesc draft Rcgulation
are made availablc to public.
