1.Before laying of flooring the existing flooring
should be thoroughly cleaned with necessary
solvent.
2. After cleaning existing floor, more than 4 mm
thick Epoxy layer of conductive grade ESD
flooring to be laid.
3. The Epoxy Conductive grade ESD flooring
should be layers like Primer layer of around
200microns, Screed of around 2mm, Under /
conductive middle coat of around 100 microns and
Top coat of around 2mm.
4. Copper grid is to be laid below Conductive coat.
Copper grid with Copper strip of size around
20/25mm x 0.25mm should be laid in a grid of
size 2.5Mtr X 2.5Mtr centre to centre. The entire
Copper grid should be connected to existing earth
pits through copper earth strip and continuity
should be ensured. Copper Earth busbar strip up to
the laid copper strip is in BDL scope. Fixing of the
laid Copper strip grid to Copper busbar with
required hardware is in party scope.

3.1 PHYSICAL PROPERTIES
(A) Colour: Green
(B) Thickness - 4.0 to 5.0 mm
(C) Tensile strength - More than 1000psi
(D) Flexural strength – Moe than 2000 psi
(E) Load carrying capacity of the flooring laid –
More than 5 Tonne
(F) Compressive strength – More than 5000 psi
(G) Elongation = More than 1.5%.

(H) Abrasion resistance = Around 50-65 mg loss.
(I) Hardness shore = More than 70.
(J) Impact resistance More than (1kg-90Cms)
Note party has to provide Standard certificate of
design or Tested sample in support for the
parameters C to J.
3.2 ELECTRICAL PROPERTIES:
(A) Electrical resistance Point on the mat and (B)
Point to Point on the Mat – 25KOhms to 1Mega
Ohm. As per ASTM F 150. Note: All parameters
should meet As per STEC – 7 specifications if
specifications better than at 3.1 and 3.2..
4. 4. TEST PROCEDURE
The entire flooring laid is to be tested as per
STEC – 7. The reading has to be taken @ 1 per
Sq.m area. The testing has to be carried out in
presence of a team of Officers of BDL and a
report prepared their on to be submitted to BDL
for records.
All the test equipments used for testing should
have NABL calibration certificates.
Testing of Electrical Properties of laid ESD
flooring to be executed 1)After completion of the
flooring and 2) Between 11-12months from the
date of commissioning for confirmation.
5. TERMS AND CONDITIONS
A) Maintenance of Laid Flooring against material
& manufacturing defects, laying defectives and
Non confirming of Electrical parameters. Party has
to rectify above issues if arises at free of cost
along with manpower and materials.
B) A guarantee of 3 years is to be given on a Rs.
100 stamp paper valid for a period of 3 years,
Towards electrical properties of the laid flooring.
6. Delivery period :As Per GeM / a)Supply within 1
Months from the date of receipt of PO.
b)There after Installation and Commissioning
within One month from the date of site clearance.
7. Eligibility:
Party should have executed minimum 10,000Sq
Mtrs of “EPOXY POLYURETHANE (EPU)
CONDUCTIVE GRADE ESD FLOORING” in
12 months by the participating company or parent
company (Material manufacturing company) or

parent company agencies and evidences are to be
submitted in support by participating company
along with authorization from the Parent company
who is manufacturing the material.
8. General Terms: As per AS 9100D standards:
1. Identification of suppliers product should be
marked on the supplied item.
2. The supplier shall not supply the non-
confirming product against specification.
3. Supplier shall maintain the BDL product &
production records up to 5 years.
4. In case of non-conformity product, party has to
inform BDL for future disposition action As BDL
is an EMS 14001:2015 Certified organization, it is
requested you as partner of BDL to maintain EMS
standards like proper scrap Disposal, Maintenance
of Pollution Control Board norms and
Conservation of Resources to Protect
Environment.
