Attached is a digital map of a large area in Ward 3 (centered eround Adams ond Philadelphia) with all of our Main
breaks, watermain replacements and service line replacements we have responded to in the past 11
years. Please note the following:
'* Solid tines are local watermains (smaller than 16 inches in diameter)
Dashed lines are transmission watermains (16” and larger in diameter)
+ We have replaced 7 sections of watermain (along with several intersections of piping) in this area inthe
past 11 years and we have additional replacements schedule in Boston and Fuller for the coming year.
‘+ The blue dots represent emergency lead service leaks that resulted in our Field staff replacing the public
portion of the lead service line.
© The red ’s are local watermain breaks that our crews have responded to and fixed in this time
frame. There has been 68 of these in the past 11 years.
© Thered.’s with a circle around it represents breaks on transmission watermains which are pipes 16” and
larger. There has been 3 of these in this time frame.
‘0. The transmission break at Adams/Gladstone occurred in January 2013 and resulted from a 30” cap
releasing off a tee fitting (restraint failure). After that joint failure, we found the same construction
arrangement at the two additional intersections to the east (Adams/Rosewood and
Adams/Cambridge) the following year and replaced those full intersections at that time.
©. The transmission main break at Blaine and Oakcale occurred in July of 2013. This breek hed a
similar failure to the Adams and Philadelphia break where a large chuck of pipe split and broke
open.

Statt is working to pull data and present in a map format the following information for an area in
Burton on the south, ML King on the north, East City Limits to the east and Eastern on the west.

Date will be in the period from January 1, 2013 to today.
| expect the info to be ready in the next day or so, but | am off tomorrow. Lindsay will make sure to get it distributed

just listened to the commenter again from last night - Venessa David referenced “important note to call out that
this isn’t the first time there has been a city watermain break, there has been a couple in the past 2 years, there is.
also a major city watermain break that happened 10-11 years ago in our same area where the house | tived in a
year before | bought it also flooded from a city watermain break so there is clearly a infrastructure issue within our
area and it keeps happening”.
Not clear where Ms. David lived 10-11 years ago but there was a break around that time near Adams and
Gladstone that Doug mentioned below.

Wayne's team is obligated to a meeting with the folks in Caledonia about their future water service this afternoon. |
did speak with him about it a bit earlier and can share some basics. But the short version is that there was a
separate water issue about 11 years ago related to a cast iron fitting (all have since been replaced), but no utility-
side breaks like this recent one on record. It’s likely that the referenced breaks were on the residential service side
and not on the utility side.

Last night, during a post-Commission meeting with affected residents, | affirmed my commitment to meeting in
their neighborhood to share community services and resources that are already available or can be developed to
support them. Housing repair programs, disaster assistance and volunteer recovery groups. We need a follow-up
meeting today with staft as there ara commissioners who are anxious to organize a separate effort. I would like to
share a date and tentative location today with the residents end commissioners of the next meeting sometime
next week in their neighborhood. My hope is that Water, Community Development and Emergency Management
Office will be able to bring resources and partners to the neighborhood meeting that the residents can voluntarily
consider pursuing. We need to treat this like a disaster recovery effort initiative and bring as many
resources/services as possible to this neighborhood.
