If ignition occurs within 20 seconds of any start attempt, there is no limit for the amount of time
the starter can be on for that start. If a normal start occurs but you need to shut down the
engine and restart, there is a 3 minute cool down time (30 seconds for UC 142 and after) for
the start beginning when the starter was turned off.
