complaints, counter statements replies and other documents and scrutiny
of the same

superintendence of the Chief lnformation Commissioner
Any communication addressed to the Reg istrar/Secretary/Commission
wtll be deemed to be addressed to the Commission and the Commission

IV The Registrar shall decide all questrons ansing out of the scrutiny of the
appeals and corlplalnts before these are registered.
