Lightning Protection and Grounding Equipment
General
Chapter summary
It mainly describes the design, supply, installation and test of the lightning
protection grounding and surge removal equipment and accessories of the building.
The grounding work in this Chapter includes the Primary Grounding and the
Secondary Grounding. The primary grounding mainly refers to the grounding web
underneath the base plate and its cable drawing (including cable drawing box) on
top thereof. All of the grounding works, including the completion of the grounding
cable drawn from the cable drawing box to connect to the copper bus of each system,
followed by drawing upward to connect to the copper bus in the relevant rooms or
utility rooms etc., belong to the Secondary Grounding system.
According to Chapter 1, Chapter 5 Lightning Protection Equipment in the Part of
Building Equipment, the buildings higher than 20 meters, or the buildings higher
than three meters and used as warehouses for hazardous materials (gunpowder
magazines, warehouses for inflammable liquids or air, etc.,) shall be equipped with

lightning protection and grounding systems.
Functional Requirements
Per latest NFPA 70, NFPA 780, and ANSI/TIA J-STD-607-B –or- IEC 60364
and other applicable IEC standards, the electrical grounding system of
building. The design of grounding system of high voltage and medium voltage
substations shall also comply with requirements of Taiwan Power Company
and latest IEEE std 80 –or- IEC 60479 and 61936.
Under the foundation of the building should be set up grounding grid, ground
network should be buried by the horizontal grid-like copper conductor and the
node on the vertical buried ground rods.
The ground grid system shall be bonded with the external underground ground
ring for equipotential bonding at multiple points along the perimeter of
building.
All de-energized and non-current carrying metallic objects, include but not be
limited to external metallic services pipes, fire main pipes, ventilation
ductwork, air conditioning ductwork, chiller and condenser water pipework,
metallic floors, cable containment system, ceiling grid, raised floor grid, light
fittings, window and door frame, handrails and all large or extraneous metal
objects shall be bonded and grounded.

The installation of connection of ground electrodes and conductors shall use
exothermal weld method in principle, and when using other mechanical
methods materials shall be certified by UL 467 & 96 or tested by latest IEEE
837. For each MGB, shall provide one stainless steel enclosure sus 304 with
terminals connected to underground buried measurement stakes (C and P) for
each main ground bus, in order to measure the ground electrode impedance
routinely by the fall-of-potential test method.
Grounding system adopt euipotential common grounding ,every system
independently set the grounding busbar.
Anti-corrosion requirements for grounding
If possible, use massive reinforced concrete structures, such as foundation
piles or foundation slabs, as the auxiliary electrodes (i.e., concrete encased
electrodes or so-called Ufer ground) for earthed electrode system.
For grounding rod, copper bonded steel rod or electrolytic electrode shall
be used. If copper bonded steel rod is used, it shall be encased with non-
shrink grout that is at least 5 cm thick in order to prevent corrosion caused
by high concentration of chloride ions.
Lightning under lightning with high voltage shielded cable, withstanding
voltage of 250kV or more, a lightning rod to use at least one under the lead

The design of lightning protection devices, grounding system and equal
potential bonding shall take into account safety, appearance, feasibility, ease
of routine inspection and maintenance, etc.
The secondary grounding system is aimed at providing labor and material for
overall electric grounding equipment installation including but not limited to the
following:
Electrical service neutral conductor.
Neutral conductor of all transformer secondaries.
Conduits, boxes and other conductor enclosures.
Distribution panels, power and lighting panelboards.
Mechanical equipment and piping.
Non-current-carrying parts of fixed equipment, such as transformers, motor,
starters, motors, control cabinets, disconnects, lighting fixtures, etc.
Telephone backboards and auxiliary systems cabinets.
Isolated grounding system.
Grounding conductors for telecommunications installations in buildings and
to communication system grounding electrode.

Data Submission
Data Submission shall be in accordance with the requirements of Chapter 01330
and as specified herein.
Grounding system
Secondary Grounding system construction drawings
Identify various sizes and configurations of the grounding grid, rod, conductor,
junction box, and detailed drawings.
Secondary Grounding system construction drawings
Indicate the grounding system copper bus, the conduit layout, the system rise
diagram, and detailed drawings.
The inspection and testing report verifies that the grounding resistance of the
existing grounding network and the total grounding resistance of the
grounding bus after connected properly to the grounding network do not

exceed the specified values; in addition, the testing method and instrument
used shall be described.
Lightning protection system
Original copy of catalogue
Valid review approval certificate issued by the Construction and Planning
Agency, Ministry of the Interior (the certificate shall be issued to the original
applicant company or the distributor authorized by the original applicant
company).
Protection testing and effective protection radius testing certificate issued by
the official authority of the country of origin.
In consideration of maintenance to ensure the long-term use of the product,
the certificate of exclusive authorized distributer in Taiwan issued by the
original manufacture shall be presented.
Products
Equipment
Grounding system
Ground rod and grounding test rod shall be copper clad steel bar, 19 mm
diameter, 3 m long.
Grounding conductor, unless otherwise specified in the design, the equipment
grounding safety grounding wire is as follows:

According to the provisions of "Indoor Circuit Installation Rules" and "
Power transmission and distribution equipment installation rules".
Special equipment according to special needs.
Bare copper wire material should be tinned.
Ground copper
Grounding copper, according to the design shown in the device, as shown in
the ground connection to the copper cable, should be PVC green insulation.
Grounding pole
Grounding pole ,the choice of long 3m, 19mm diameter copper clad steel
rod or thickness of 1.5mm above the copper, the area shall not be less than
0.35m2.
Rock plate area, can be used 8 radial grounded copper network, the
minimum wire diameter of 38mm2, buried depth of not less than 0.76m.
Grounding pole, if more than two of the grounding rod, during which the
connecting wire; In addition to those specified, should be more than 30mm2
of copper wire, and thermowelding method to continue.
In addition to the stated pole, the top of the buried depth of the ground
should be at least 3m or below the water table. If Grounding rods are used,
the distance between rods shall be 2m or more.

Lightning protection system
Lightning rod should be taken to enhanced lightning rod and other forms of lightning
to reduce the probability of lightning or to Improve the form of intercept lightning
storm.Protect radius must refer design drawing.
lightning Rod
Lightning rod action can be active discharge type, corona type, drive type
and other recognized discharge principle, and the Ministry of Interior to
obtain the construction of new technologies, new construction methods,
new equipment and new materials review and approval notice.
B. lightning rod
(A) ( t)
The excitation time ( t) of the lightning rod must be verified by a
public or legal person.
(B)
Subject to domestic and foreign public or academic institutions to do
the current withstand and high pressure impact test qualified.
C. Mount base
The mount base of the lightning rod shall be manufactured and
installed in accordance with the specifications in design drawing.

Other auxiliary accessories, such as wires, wire loops, mount bases
and foundation bolts, screws, etc., shall be hot-dip galvanizing to
prevent corrosion. The strength and installation methods of all
accessories shall follow the suggestions of the manufacturers.
Down conductors
Down conductors shall be shown for drawing, ensure human safety
and maintain the normal operations of electrical equipment,
communications, instruments, computers and other precision
electronic equipment.
Construction
General
Install individual grounding conductor, copper bus, and connection to existing
grounding box
Ground Bus Bars
Install ground bus bar, 60 mm wide by 5mm thick, around the perimeter of
substation as indicated on the Drawings.
Install ground bus bar, 60 mm wide by 5mm thick by 1000 mm long in each room
as indicated on the Drawings.

Mount ground bus bar on insulators 3.0 m above finished floor, unless otherwise
shown, using cap screws and expandable threaded anchor.
Provide insulator support at each end of ground bus and at 1 m intervals.
Conduit and Tray Grounding
Conduits and cable trays When accessories are required, crossed cabling must be
installed around the fittings to maintain grounding continuity.
Equipment grounding
All electric equipment mandate grounding with most of them require grounding pad
and seat. All groundings shall be cleaned right before connection. The contractor
shall provide all grounding material except those included with equipment.
For motor grounding wire and power wire located in same conduit, crimp grounding
terminals shall be used to connect to motor wiring box in its casing.
The contractor shall provide required grounding devices not included with motor.
Grounding devices shall be locked by crimp grounding conductors to motor casing
and maintained with the least amount of grounding resistance.

Grounding wire shall feature diameter at 2mm or thicker unless it is part of the cable
assembly and approved by project owner.
Feeder wire shall feature grounding bushing made by bonding wire of required size.
Grounding bushing within casing including equipment casing shall be bundled with
bare copper wire to connect from within to external grounding or grounding bus.
Wires of grounding bushing shall feature dimension compliant with Taipower
regulations.
No equipment or device grounding can be connected to neutral line.
Mechanic equipment and ducts shall connect to grounding system.
For wire ducts requiring expansion accessories, the crossing bonding wire shall be
installed around accessory to maintain grounding continuity.
The contractor shall employ copper wire of size 60 mm2 or larger or defined by
drawing as grounding wire for telecomm . Reserve grounding bus of length
1000mm monitoring at communication room, telecomm room, and equipment room
set in drawing.

Underground or concrete embedded conduits for down conductors of lightning
protection shall be PVC conduits, and exposed conduits for down conductors of
lightning protection shall be Reinforced Thermosetting Resin Conduit (RTRC)
complied with UL 2515 AG.
Installation of lightning rod
The mount base for lightning rod shall be firmly secured on the surface of the
structure. It shall be installed in upright position. No water leakage shall be caused
by the installation.
Lightning rod conductors shall not be joined in the middle. If necessary, connections
shall be made with thermic welding method (Cadweld or thermic welded). The same
method shall be used for connections between earth wires and earthed poles.
The parts of grounding conductors that are outside the building and near the ground
surface shall be protected with PVC conduits. The parts to be protected shall be
from the ground surface to lightning protection equipment and 0.6 m underground
(including the access end of the hand hole used for testing).
Non-metal conduits shall be used to protect the conductors at the place where the
conductors penetrate the building’s foundation or road surface.
Installation and test
Each grounding mesh shall be subject to grounding resistance test according to

approved test process. The contractor shall do this along with construction region
by individual systems.
The contractor shall add grounding rod and/or enlarge grounding mesh size to meet
given resistance requirements.
Inspect grounding and bonding system conductor and connections for tightness and
proper installation.
Measure ground resistance from system neutral connection at service entrance to
convenient ground reference point using suitable ground testing equipment.
Resistance shall not exceed 1 ohm.
Test metallic conduits and raceways, equipment enclosures, metallic cable
troughs, cable trays, metallic safety walk gratings, metallic structures, metallic
covers, cover frames and bodies of manholes, handholes and junction boxes, and
telephone enclosures and light standards for continuity to earthing system. Test shall
not exceed 10 ohms.
The engineering department shall witness test on site.

Detail price list and work items shall subject to regulations set forth in
contract. Accessories contained in this specification and drawing but not in
detail price list have their material and works contained in unit price of work
items of contract detail price list and shall not counted and priced any more.
The priced according to contract unit price given in detail price list, contract
price contains expenses of equipment, other, material, labor, mechanism,
power, transport, accessory facilities and management, test, and all other
costs required for the completion of this work.
