The Role and Responsibility of Livelihood Specialist
Summary of Duties
The expert will work closely with community members to build their skills and access
resources, fostering partnerships with local organizations and businesses. By
establishing effective monitoring and evaluation frameworks
A comprehensive household resilience package is developed and successfully
implemented, leading to increased income diversification and improved nutrition.
Development initiatives tailored to specific community needs and aligned with
ecosystem requirements are implemented.
Diverse income-generating activities are implemented, reducing household dependence
on a single source of income.
Increased skills among community members lead to better employment opportunities
and greater self-sufficiency.
Key Responsibilities
Act as a livelihood and value chain expert/officer with focus on vegetables; poultry
(chicken/eggs); fruits/nuts, coffee & honey.
At field level responsible to coordinate and technically lead all components linked to
the HH Resilience Package /agriculture and livelihood improvements.
Implement and showcase all modules trained under the HH resilience package (VSLA;
vegetables; poultry (chicken and eggs); beekeeping; etc.) to gain first-hand experience
in order coach as well as to become a role model for project staffs (CDFs), FTC staffs
and community-based facilitators
Train and accompany/coach and technically backstop other project staffs (CDFs) and
system actors (PTC staffs) in implementing and scaling the HH resilience package at
community level via community-based VSLA facilitators
Responsible for the for the field level monitoring of VSLA progress/performance; HH
level income increase; improved HH resilience and nutrition (with technical support of
external consultant; DHoP & MEAL & Senior Project Manager).
Implement and follow up the activities.
Implement the planned Livelihood activities.
Ensure regularity and punctuality of monitoring, supervision, and reporting.
Write Daily update, weekly and monthly and quarterly reports; and provide an input for
donor reports.
Write an activity, monthly minute and other necessary reports.
Make recommendations for improving the project according to activity results.
Propose new directions for future activities.
Propose new directions for future activities.
Sustain internal and external coordination
Represent Caritas at all relevant technical external task forces, working groups,
seminars or other meetings/forums which have been identified and approved by the
Head and use these meetings to negotiate strategic, and advocacy positions.
Explain the project’s activities and objectives to partners and the community;
Participate in internal and external coordination meetings;
Act as a link between the Organization and the beneficiaries and the organization and
partners.
Handle other responsibilities and tasks apart from the aforementioned ones as per the
order of the line managers.

interventions of the project:
Other and Special tasks
University degree (BSC) or higher in agriculture, rural development, and other closely
related field
Minimum of four years of work experience in planning and implementing of livelihood
projects.
Training in livelihoods, business skill or entrepreneurship training is considered an added
value.
Experience in implementing community-based projects; ability to liaise activities with
various actors, with different interest and in different places.
Knowledge of Project Cycle Management (annual action plan and definition of the
strategy, activities, proposal writing, logical framework, work plan, implementation,
reporting, monitoring, and evaluation).
Full command of the local working language and good English knowledge is mandatory.
Capacity Building
Support capacity building and coaching on big push plus Livelihood training modules and tools
in the area of market assessment, identifying the big push plus livelihood menu of options, viable
business packages, etc.
Develop and deliver training programs to build the capacity of local staff and partners in
livelihoods programming and graduation approach.
Support capacity development efforts through the provision of training to federal and regional
livelihoods staff.
Coordination and Collaboration
Work closely with consortium-level subrecipient organizations to ensure they are issuing,
managing, and monitoring the implementation of the big push plus livelihood interventions in
accordance with the PSNP Livelihood Implementation manual.
Collaborate with government agencies at all levels, and other stakeholders to ensure coordinated
and effective delivery of big push plus livelihoods services.
Support the coordination and rollout of the Livelihood component at the national level.
Monitoring and Evaluation
Support the MEL team in building a data collection system with MIS-generated information and

Participate in joint reviews and implementation support.
Coordinate the digitalization of business plans, inputs, and outputs market aggregation.
Reporting and Documentation
Prepare regular reports on the progress and impact of big push plus livelihoods activities of
HRA for internal and external stakeholders.
Document the practices for implementing sequenced big push plus livelihoods interventions.
Assist with and lead processes that can help generate/document evidence of program
performance and impact to inform future design.
Supervisory Responsibility
The position will focus on building the capacity of local implementing partners to pilot the
implementation of the livelihoods implementation manual of the government of Ethiopia aimed
at enhancing the livelihoods of vulnerable populations through technical guidance, capacity
building, and coordination.
