RULES AND REGULATIONS OF BAGANDA NKOBAZAMBOGO

STUDENTS ASOCIATION, ISLAMIC UNIVERSITY IN UGANDA,


MBALE CAMPUS

NOTE: (1). These rules come into effect on this 4th day of July 2024.
(2) These rules and regulations are subjected to regulator’s rules of the
Ministry of Youth Sports and Arts of Buganda kingdom, Islamic university
in Uganda Rules and regulations and the constitution of Baganda
Nkobazambogo Students Association Uganda
(3) These rules bind every member who has subscribed to the Baganada
Nkobazambago Students Association IUIU main campus.

RULE 1. THE ASSOCAIATION.
1. This association shall be known as “Baganda Nkobazambogo Students
Association Islamic University in Uganda (IUIU) Mbale”.
RULE 2. AIMS AND OBJECTIVES OF THE ASSOCIATION.
1(a). To promote mental understanding among Baganda students and all students
of other tribes.
(b). To promote mutual understandings and unity of all members and beneficiaries
of this association as categorized here in.
(c). To promote Buganda culture and norms.
(d). To participate in activities that rise the alternative and standard of its members.
(e). To work with the university and ministry of youth, sports and arts.
RULE 3. MEMBERSHIP.
Every person who is a Muganda by birth, marriage or adoption and any other
member other than a Muganda shall be in capacity to be a member of the
association upon subscription as prescribed here.
RULE 4. SUBSCRIPTION
(1) The annual subscription fee shall be 5000 (five thousand shillings only) for
each member.
(2) This fee may be paid in installments that’s to say: - 2500/= (two thousand five
hundred shillings only) per semester.
(3) No person shall contest for any position in the association before clearing all
subscription fees.
(4) Upon subscription, every member shall be bound to this constitution.
(5) Subject to clause (1) leaders shall subscribe an additional fee of 15000shs
(fifteen thousand shillings) annually with a total of twenty thousand shillings
(20,000/=).
RULR 5. THE EXECUTIVE.
(1) The executive of this association shall comprise of the executive committee of
the association.
(2).The term of office of the executive shall be one year calendar.
RULE 6. THE PATRON.
(1) There shall be a patron who shall be a Muganda and a University staff.
(2). The patron shall be nominated by the executive of this association.
(3) The term of office of patron shall be 2 years and subject to renewal (re-
nominated)
(4) The patron shall participate in all activities of the association.
RULE 7. THE EXECUTIVE COMMITEE
There shall be an executive committee which shall be chaired by the chairman
(Ssentebe) of the association.
RULE 8. THE CARBINET.
There shall be a cabinet comprised of the executive committee and shall handle all
emergency issues in the Association.
RULE 9. COMPOSITION OF THE CARBINET.
(1) The members of the cabinet shall comprise of the following
(a) The Chairman (Ssentebe)
(b) Vice Chairman (Nantebe)
c) The General Secretary (Omuwandiisi)
(d) The Treasure (Omwanika)
e) Publicity (Owamawulire)
(f) Senga (Senior Woman)
(g) Kojja (Senior Man)
(h) Speaker (Omwoogezi)
(I ) Public Relations Officer (PRO)
(j) Mobilizer (Omukuunzi)
(k) Legal Advisor (Omuwabuzi wa mateeka)

RULE 10. STANDING COMITTEES.


(1) There shall be standing committee reporting to the general assembly
(2) The following are the standing committees and any other committee deemed fit
by the General Assembly simple majority (1/3)
a. Cultural committee
b. Disciplinary committee
c. Committee for Projects
d. Committee for research and information
(3) The disciplinary committee shall be an independent committee with power to
deal with any member of the association as it deems it fit with a resolution of
simple majority (1/3) of the members present of the general assembly.
(4) The above committee shall comprise of five (5) members each and answerable
to the general assembly and the executive.
(5) The cultural committee shall be headed by the Kojjaa and deputized by the
Senga voted by the general assembly and three (3) more members elected by the
heads of that committee.
(6) The research and information committee shall be headed by the publicity voted
by the General Assembly and four more other members appointed by the publicity.
(7) A person shall not be a head of more than one committee but can be
incorporated in more than one committee as a member.
RULE 11. ELECTION OF OFFICE BEARERS.
(1) In the second term of the academic year, the speaker of the association shall
declare all positions of the executive vacant.
RULE 12. THE ELECTORAL COMMISSION
(1) The speaker, immediate past vice chairman (Nantebe) and the secretary
(Omuwandiisi) shall constitute themselves into the electoral committee for the
purpose of conducting the elections to the executive committee of the general
assembly.
RULE 13. NOMINATIONS.
(1) For the position of Chairman (Ssentebe), the nominee will present 4 (four)
supporters who are bonafide and registered/subscribed members of the association.
(2) For the rest of the positions in the executive a nominee will present 2 (two)
supporters who are bona-fide and registered/subscribed members of the
association.
(3) All nominations herein apart from that of the Chairman (Ssentebbe) shall be
accompanied with a nomination fee of 5,000/= which monies shall cater for the
election process.
(4) The nomination fee for the Chairman (Ssentebbe) shall be 10,000/=shillings
only.
RULE 14. THE ELECTION MEETING
(1) two days before the general elections, the speaker shall declare the nominations
closed.
(2) The speaker’s declaration of the closure of nominations via a valid platform of
the association shall be deemed to be a valid and sufficient
deceleration/communication.
(3) The General Assembly upon sitting shall be presented with candidates by the
Electoral Commission.
(4) The immediate past speaker shall preside over the elections exercise.
(5) Elections shall be by secret ballot.
(6) Votes shall be counted immediately and results announced by the speaker and
also oath shall be taken immediately by the newly elected executive committee
RULE 15. THE CHAIRMAN
(1) There shall be a Chairman of the association who shall be the fountain of honor
of the association and the chief executive of the association.

(2) The Chairman shall be a male student of the University (Islamic University In
Uganda Main Campus) and not in first year.

(3) The chairman may summon emergency executive meeting and general meeting
through the General secretary or Deputy General Secretary if he deems it fit.
(4) Shall present a handover report to the general assembly at the end of his term of
office.
(5) He may invite any member of the public to attend the general assembly if he
believes that his/her presence is beneficial to the association. However, that
member shall not have a right to vote in the assembly.
RULE 16. THE VICE CHAIRMAN (NANTEBE)
(1) There shall be a vice chairman (Nantebe) of the association who shall rank
second to the chairman (Ssentebe) in the administration of the association.
(2) The vice chairman shall assist the chairman in the executive duties and also do
any other work delegated to her by the chairman.
(3) The vice chairman shall act as a caretaker of the chairman in circumstances the
chairman doesn’t complete his term of office and shall organize by-elections
within a month of the office falling vacant.
(4) Shall act as chairman in case of the absence of the chairman.
RULE 17. THE TREASURE (OMUWANIKA)
(1) There shall be a treasurer of the association and shall have the following duties;
a. Shall keep the association funds

b. Shall collect subscriptions, election fees and all donations of the association.

c. Shall spend money with the consent of the executive committee in consultation
with the chairman.

d. Shall account for all the money spent to the executive and to the general meeting

e. Shall present an annual financial statement with details of income and


expenditure of the last general meeting during his/her term of office, which
statement must be counter signed by the chairman, vice chairman and the general
secretary.
RULE 18. THE GENERAL SECREATARY (OMUWANDIISI)
(1) There shall be a general secretary who shall rank third in the administration of
the association.

(2) Shall act as vice chairman in absence of the former and as a chairman incase
both the chairman and the vice chairman are absent.

(3) Shall write minutes during executive and general meetings.

(4) Shall file all the association reports and other valuable documents.
(5) Shall file records of attendance of the Executive and General meetings.
(6) There shall be a Deputy General Secretary who shall deputize the General
Secretary in his or her absence or when delegated by the general secretary.

(7) All meetings of the Association shall be through the General Secretary.

RULE 19. THE SENGA (SENIOR WOMAN)

(1) There shall be a Senga or senior woman of the association who shall be a
principal advisor to Ssentebe of the association on matters relating to women in the
association.

(2) The Senga shall hobnob/associate with other women Organizations within the
University and outside the University.

(3) She shall appoint such other people to assist her in organizing the woman’s
league as she deems it fit.
RULE 20. THE KOJJA (SENIOR MAN)
(1) There shall be a kojja who shall be a senior man of the association and advisor
to the Ssentebe of the association on issues relating to men in the association.

(2) The kojja shall be a member of the association and a student in IUIU main
campus.

(3) The kojja shall preside over the standing committee of culture.
RULE 21. THE SPEAKER (OMWOGEZI)
(1) There shall be a speaker of the association who shall be the official spokesman
of the General Assembly and also preside over the general assembly of the
association in accordance with this constitution.

(2) The speaker shall head the caretaker government after the dissolution of the
executive committee under the provisions of this constitution.

(3) The speaker shall preform other duties as from time to time delegated by the
chairman (Ssenetebe).

(4) There shall be a Deputy Speaker who shall deputize the speaker
RULE 22. THE PUBLICITY (OWAMAWULIRE)
(1) There shall be a publicity secretary of the association who shall handle all
activities dealing with media generally and shall be the official advisor to the
association on media and public relations.

(2) Shall publicize all information concerning the association.

(3) Shall provide all information/news to the association which he thinks to be


beneficial to the association.
RULE 23. SECRETARY FOR PROJECTS.
(1) There shall be a secretary for projects in the association who shall act as the
overall or principal coordinator of projects in the association.

(2) Shall be the official custodian of the inventory of the association.

RULE 24. MOBILIZER (OMUKUNZI).


(1) There shall be an association mobilizer who shall be responsible in mobilizing
all members of the association in any activity of the Association including all
meetings.

(2) There shall also be a deputy mobilizer who shall deputize the mobilizer in the
association.
RULE 25. LEGAL ADVISOR (OMUWABUZI WA MATEEKA)
(1) There shall be a legal advisor of the association who shall be a law student and
shall advise the association on legal matters and all other relevant matters of the
association.
(2) The legal advisor shall also be a member of the committee in the constitution
amendments.

(3) There shall be a deputy legal advisor who shall deputize the legal advisor of the
association.
RULE 26. PUBLIC RELATIONS OFFICER (PRO).
There shall be a Public Relations Officer who shall have the following roles;
(1) Share updates, news and announcements in the association on social media
platforms.

(2) Plan, promote and market all association activities.

(3) Build relationship with campus media, local press and social media.

(4) Promote all association events, activities and achievements.

(5) Foster partnership with external organizations, cultural groups and sponsors.

(6) Maintain connections with past members of the association (Alumni).


RULE 27. QUORUM OF THE EXECUTIVE COMMITTEE
(1) The quorum of the Executive committee shall be two thirds 2/3 in case of the
general Executive meeting.

(2) The quorum of the Executive committee shall be one third 1/3 in case of
emergency Executive meetings.
RULE 28. VACANCY IN EXCEUTIVE.
(1) a member shall be deemed to have surrendered up his or her office by failure to
attend four consecutive meetings of the executive and general assembly meetings
without reasons expressed in writing to the chairperson or vice chairperson.
RULE 29. BY – ELECTION.
(1) The speaker shall proceed to issue a write for the conduct of a bye-election to
the general assembly and shall appoint a date for the bye-election.
(2) The bye-elections shall be conducted within 21 days from the date of vacancy.
(3) The chairman shall have powers to appoint temporarily another member of the
executive to handle matters during the absence of any member of the executive.
RULE 30. THE GENERAL ASSEMBLY.
(1) There shall be a general assembly of all members in the association which shall
be the supreme authority in the association with competence to legislate on all
matters concerning the association.

(2) The general assembly shall be held each and every Friday of the first and
second semester of each academic year except under reasonable circumstances.
Explanation 1: reasonable circumstance includes those circumstances that can be
thought of by a reasonable person on the streets of Mbale.

RULE 31. QUORUM OF THE GENERAL ASSEMBLY

(1) Quorum in the general assembly shall be at least 17 members of the


association.

RULE 32. ANNUAL GENERAL MEETING.

(1) The chairman of the association shall have powers to call a special general
assembly and a special executive meeting to discuss urgent matters.
(2) The Ssentebe shall within 2 days appoint a venue, time and date for such
special meetings.

(3) Th quorum of the special general assembly shall remain that of the ordinary
general assembly and for the executive shall be two thirds’ members of the
association.

RULE 33. CHAIR OF THE GENERAL ASSEMBLY

(1) The general assembly shall be presided by the speaker of the association and in
absence the deputy speaker shall preside and in his absence the Chairman, General
Secretary or Nantebe shall preside the meeting.
RULE 34. VOTING IN THE GENERAL ASSEMBLY
(1) For purposes of this article, the general assembly shall have powers to elect a
temporary chair of the general assembly in circumstances where;
(a) The general assembly is hearing allegations of the misappropriation of the
associations funds/assets of any members of the executive.
(b) The general assembly is debating a vote of no-confidence on any members of
the executive.
(2) Voting in the general assembly shall be by show of hands by simple majority of
members presents.
RULE 35. MOTION OF NO CONFIDENCE IN THE EXCUTIVE.
(1) The general assembly shall have powers to move a vote a of no-confidence in
the executive
(2) Any member of the association who is registered shall have a right to move a
vote of no confidence to the speaker at least 14 days in advance of the intended
dates of the general assembly.
(3) A valid motion shall have at least 15 members who sign on it intending to
attend the general assembly and back the motion in the date and vote.
(4) The speaker on receiving the motion, shall cause a copy to the executives or
member concerned.
(5) The general assembly upon sitting shall have on its agenda debate or a motion
of vote of no-confidence on the member of the executive.
(6) For purposes of this article quorum in such general assemblies shall be attest 18
members of the association.
(7) For purposes of this article, voting shall be by secret ballot after a member
being given a chance to defend him/herself.
(8) If a member is summoned to the general assembly and fails to appear without
reasonable cause or fails to inform the speaker of the same, vote of non-confidence
may be passed ex-parte.
RULE 36. RULES OF PROCEDURE IN THE ASSOCIATION
(1) The general assembly may during each academic year at any of its sittings
adopt such other rules of procedure which may be appropriate for the smooth
running of its business and in accordance with this constitution.
(2) The Chairman (Ssentebe) shall generally preside over the meetings of the
Executive
(3) The Speaker (Omwogezi) shall generally preside over the general assemblies.
(4) Only the use of Luganda language shall be adhered to in the association except
under reasonable circumstances alien languages may be used.
(5) Any member having an issue shall raise up his /her hand and therewith may be
given a chance to lament it out by the chair of the meeting.
(6) Reasonable circumstances to use alien languages in the association must be
circumstances in the best interest of the association.
RULE 37. RIGHT TO ACCES INFORMATION BY THE GENERAL
ASSEMEBLY.
(1) The general assembly shall have the right to be informed of any decision of the
executive.
RULE 38. VALID GENERAL ASSEMBLY.
(1) The general assembly shall open and close with a Buganda anthem.
RULE 39. AMENDMENT OF THESE RULES.
(1) Powers to amend these rules and regulations shall rest on the general assembly.
(2) Amendment of these Rules and regulations shall be by a at least 21 members
present and by voting in the general assembly
(3) A motion to amend these Rules and regulations shall be deemed to have been
passed by a show off hand of 51% to members present.
(4) The general assembly under this article shall have powers to appoint a special
committee to study the Rule amendments and then report to the general assembly
after 21 days.
(5) The appointed special committee shall constitute of 4 members and a law
student as its chairperson.
