Design Considerations:
      Public Access           should not conflict with prisoners' passageway
      Public Desk / Counters should be within a reasonable distance from the
       building entrance to avoid public confusion
      Offices and Work Areas performing essentially the same tasks should be
       grouped so as to achieve maximum use of physical facilities
      Impounding Area should be at the rear of the main building with a smooth
       access way to exit
      There should be a provision for Outdoor Assembly Area
      Exterior design must reflect an atmosphere of restrained dignity,
       permanence, security, beauty and strenght. The style is MODERN
       CONTEMPORARY and EXTREME
      Maximize use of Natural Lighting and Ventilation
Site Description:
             The site comprises two lots beside each other, newly consolidated
and situated along a corner thoroughfare with the following dimension:
 Lot 1A: 32 meters by 80 meters, the shorter side bounded by a minor road.
 Lot 1B: 80 meters by 65 meters, the longer side facing the 16 meter major
   road.
