AMARAVATI

BACKGROUND
AP REORGANIZATION ACT, 2014

It identified Hyderabad as the Capital of the State of Telangana, but constituted an expert
Committee under the chairmanship of Sri Siva Rama Krishnan to study various
alternatives regarding the New Capital for the Successor State of Andhra Pradesh.
●​ The Committee submitted its report on 28.7.2014, gave various alternatives without
giving any specific recommendations, and left the decision to the State Government.

Capital City - Location Identification


●​ centrally located from both rear ends of the State with good connectivity
●​ Guntur and Vijayawada cities are already congested and they have not been
included in Capital City area.
●​ located on the upstream of Prakasam Barrage; as a result, avoids Krishna delta
lands and is less prone to flooding from Krishna River.
●​ River Krishna has well defined regime course and its natural and man-made banks
are capable of carrying flood discharge.
Bay of Bengal is 78.7 Kms from the Chosen location and hence effect of Cyclone is
minimal.

Connectivity:
●​ Rail Connectivity: Vijayawada is well connected to all parts of India
●​ Road Connectivity: well connected with NH 16 (Kolkata-Chennai); NH 65
(Pune-Machilipatnam); NH 30 (Jagadalpur-Vijayawada)
●​ Airport Connectivity: Gannavaram Airport is 17 km away.
●​ Sea Port Connectivity: Machilipatnam Port is 68 Km away.

Andhra Pradesh State Assembly passed resolution on 03.09.2014 to establish green


field Capital City as a liveable, environmentally sustainable people’s capital and
identified location of the Capital between Vijayawada and Guntur Cities on the banks of
river Krishna.

APCRDA,2014
It was enacted for the declaration of the New Capital Area for the State of the Andhra
Pradesh and establishment of the Andhra Pradesh Capital Region Development
Authority and formulated the Andhra Pradesh Capital City LPS (F&I) Rules, 2015.

Notification of extent - Capital Region and Capital City Area


●​ The Government notified an extent of 8603.32 Sq.km as Andhra Pradesh Capital
Region. The Capital Region includes 953 villages, 12 urban local bodies, 26 Mandals
in Guntur and 30 Mandals in Krishna Districts.
●​ The Government notified an extent of 217.23 Sq.Km as Andhra Pradesh Capital City
Area. The Capital City area falls in Guntur District. It covers 24 Revenue Villages and
part of Tadepalli Municipality covering Mandals of Thullur, Mangalagiri and Tadepalli.

Amaravati will be the India’s first planned “World Class Greenfield peoples Capital City”
in the recent decades.

APCRDA
●​ As per APCRDA Act Sections 38 (1) Draft Perspective Plan was prepared and
notified on 26thDecember, 2015 calling for Objections and suggestions. 12,263
objections/suggestions were received. Majority of the objections received were on
Agricultural protection zones.
●​ As per section 38 (2) of APCRDA Act, the Authority has to prepare concept master
Plan for the entire capital region. Accordingly, the prevailing 27 Zonal Development
Plans are to be revised.
●​ Land Pooling Scheme was devised after studying similar land pooling schemes in
●​ Maharashtra and Gujarat duly considering the suggestions from the land owners
during public consultations.
PLANNING
To make the Capital City a world-class People’s Capital, the Government of Andhra
Pradesh signed a Memorandum of Understanding (MoU) with the Government of
Singapore in December 2014. The MoU envisages preparation of three stage Master
plans i.e.,
1) Capital Region Concept Master Plan,
2) Capital City Master Plan, and
3) Seed Capital Area Detailed Master Plan.

Amaravati Capital City envisages:


1. World Class Infrastructure: 292.80 km of Major Road Network by 2050.
2. Jobs and Homes for all: 3.50 Million Resident Population by 2050 and 1.5 Million
Jobs by 2050.
3. Green and Blue: 30% area reserved for Green and Blue and 20+ km Public River
Waterfront.
4. Quality Living: Parks and Public Facilities within walking distance.
5. Resource Management: Flood Resistant City Towards Net Zero Discharge.
6. Identity & Heritage: Heritage and Tourism Network using Roads, Metro and
Waterways
7. NMT: Pedestrian and Cycle tracks connecting the Entire city.
8. Public Transport: 60% ridership by 2050

AMARAVATI GOVERNMENT COMPLEX


1.​ A key aspect of Government Complex design is creation of riverfront design,
seamlessly integrated (aesthetically, physically and functionally) with Government
Complex development.
2.​ On 11.07.2017, M/s Foster + Partner consortium was engaged as Master Architect of
Amaravati Government Complex design.
3.​ Key Points of AGC:
●​ Total Area: Ac. 1575
●​ Projected Residential Population: 1.8 Lakh
●​ Estimated Employment Generation: 3.5 Lakh
●​ Tentative Built up area for Residence: 56 Lakh Sq.mt,
●​ Tentative Built up area for Others -76 Lakh Sq.mt
Design features
1.Ceremonial axis is located in the centre of the Master Plan grid connecting the
financial centre to the assembly building. This public space can be used for parades and
events.
2. Colonnade: shaded walkways add to pedestrian comfort and serve as active street
shopping and retail edges acting as the interactive spines to the city.
3. Urban Form: The Typical Urban blocks serve as mixed used blocks that include
Commercial as well as Residential Uses with an active street edge along the Commercial
Street.
4. The Legislative Assembly and High Court are located at the centre of AGC and represent
the city’s iconic identity.

​ consists of 5 towers with all the sectors equally distributed with office spaces

Start up area
International Enterprise Singapore nominated Sembcorp Development Ltd. and Ascendas
Pte. Ltd. (Singapore consortium) as a master developer of the AP seed capital city.

HAPPY NEST PROJECT


APCRDA has proposed to take up “Happy Nest” Project in Amaravati capital city to meet
the growing housing needs of the Greenfield capital city. Accordingly, the residential
project on commercial basis is designed in an extent of 14.46 Acres in the Nelapadu
village. The project consists of 12 towers with 1200 flats. The sale of the plots through
online on first cum first serve basis and 1187 flats were booked in two phases instantly.
The project was awarded to M/s. Shapporji Pallonji and Company Pvt Ltd.

Infrastructure
1.​ Trunk Roads: To develop world-class integrated transport infrastructure systems with
facilities for seamless travel in line with rapid urbanization a grid network is proposed
for the new Amaravati Capital city. The total length of Trunk Road Network is 298Km.
2.​ As part of flood and storm water management, widening and deepening of vagus
are proposed to mitigate the potential flooding issues.
3.​ The canal network can also be used for navigational purpose and tourism
activities.
4.​ Development of Reservoirs: The reservoirs are proposed to improve ground water
table and are proposed to be developed with Blue & Green concept.

Land Pooling Scheme (LPS) Infrastructure


The land pooled under LPS Scheme was divided in to 24 layouts. It is proposed to develop
smart integrated infrastructure in all the layouts, duly dividing the entire area of 217.23 Sq.
Kms into 13 LPS Zones covering 24 Layouts.

AMARAVATI SMART AND SUSTAINABLE CITY CORPORATION LIMITED


●​ Amaravati has been selected in Round 3 of the Smart City Challenge (June 2017).
As per the Smart Cities Mission Guidelines, a Special Purpose Vehicle (SPV) is
required to be established by each selected smart city with a Managing
Director/Chief Executive Officer as its Executive Head.

Departments under APCRDA


five (5) Departments are further divided in to 21 Divisions and 42 Sections. 778
posts were created in APCRDA as detailed hereunder:
a) Planning Department: 294 posts
b) Urban Services and Infrastructure Department: 231 posts
c) Estates and Environment Department: 115 posts
d) Administration Department: 108 posts
e) Finance and Accounts Department: 28 posts
f) Internal Audit Division: 02 posts

Situation from 2019-2024


1.DEMOLITION OF PRAJAVEDIKA

2.THREE (3) CAPITALS FOR THE STATE OF ANDHRA PRADESH - The then CM had
unilaterally announced that the state will have three capitals in place of Amaravati. Later, to
justify this announcement, G.N. Rao Committee, BCG and a Cabinet sub-committee were
used to justify the decision already taken.

4.Capital Region Development Authority Jurisdiction was modified to 6993.24 Sq.km


by excluding PAUDA (1047.67 Sq.km) & BAUDA (562.41 Sq.km). Palnadu Urban
Development Authority was formed vide G.O. No. 190 on 26.12.2022 in which six
complete Mandals and one (1) Urban Local Body (Satenapalli ULB) was excluded from
APCRDA Jurisdiction. Bapatla Urban Development Authority was constituted on 26.12.2022
vide G.O. No. 191 in which five Mandals were excluded from APCRDA Jurisdiction. Now,
APCRDA Region has 45 Mandals, 799 Villages and 12 ULBs.

8.During February 2019, negotiations were held between Government of AP and World
Bank, AIIB for a loan amount of 500 Million USD for Infrastructure development in
Capital City. But it stopped due to problems to find irregularities.

9.Government of India is mandated to support the development of Capital City as per


Section 94(3) of AP Reorganization Act, 2014. Central Government has promised an
Amount of Rs. 2,500 Cr. for initial infrastructure Works. (As on May, 2019, Rs. 1,500 Cr. have
been released and promised to release rest but it was stopped due to a
complaint written to the Finance Ministry from GoAP.)

10.Since 2019, no further allotment of land to any institution has been made.
The following is the status of allotted lands to institutions:
●​ Construction Started : Sub-Divisional Police Office (SDPO); State Forensic
Science Lab (SFSL); Dr. B R Ambedkar Smruthi Vanam; APTRANSCO)
●​ Operation Started: National Institute of Design (NID); VIT-AP; SRM University;
Matha Amritanandamayi Math (Amrita University).

11.Due to change in policy & priorities of government, the trunk Infrastructure works, LPS
infra Works, all the building works were halted abruptly during the period 2019 to 2024
12.HOUSING
●​ For BPL families, AP TIDCO housing programme was started to provide houses to
them. By 2019, 5024 families were provided decent liveable houses at Eight (8)
locations.
●​ On March 2023, by adding R5 Zone - One Cent of land was contemplated to be
given to people from faraway locations to build houses, which is insufficient to build a
decent liveable house.

13.HAPPY NEST - The work has been halted as the work progress is less than 25%. The
contract with M/s. Shapporji Pallonji and Company Pvt Ltd was terminated.

14.AMARAVATI SMART AND SUSTAINABLE CITY CORPORATION LIMITED


●​ Government directed for taking up of 07 prioritized projects only duly reducing the
project size from Rs. 2,046 Cr. to Rs. 930 Cr.
●​ Eleven (11) ongoing projects were closed with an expenditure of Rs. 473.18 Cr. and
three (3) no’s projects were closed before being grounded.
At present four (4) projects are going on with project cost of Rs. 322.78 Cr.

15.HUMAN RESOURCES AND ADMINISTRATION: Of the 778 posts which were


sanctioned for APCRDA, 278 staff are working.
